Book excerpt: This title was first published in 2002. Environmental Policy is an astute and far-reaching text which analyzes the intersections between environmental policy formation and its ultimate implementation and enforcement through the law. It sets this theme against the axis of EU law and policy and UK law and policy, paying particular attention to the variables which determine the nature and significance of law as a delivery vehicle . Among these variables are the shape and character of EU and UK law for present purposes, alternatives to law, and the culture of UK law and policy aiding a distinct pattern of response to Directives, for example. It takes an informed look at the reality of implementation and enforcement through its reference to policy objectives as well as the limits and appropriateness of law across the aforementioned axis . An indispensable resource for scholars and students of environmental law and policy, along with governmental and other environmental agencies responsible for policy creation, implementation and enforcement.

Book Towards Continental Environmental Policy

Download or read book Towards Continental Environmental Policy written by Owen Temby and published by State University of New York Press. This book was released on 2017-07-25 with total page 434 pages. Available in PDF, EPUB and Kindle. Book excerpt: What are the most important transnational governance arrangements for environmental policy in North America? Has their proliferation facilitated a transition towards integrated continental environmental policy, and if so, to what degree is this integration irreversible? These governance arrangements are diverse and evolving, consisting of binational and trinational organizations created decades ago by treaties and groups of stakeholders—with varying degrees of formalization—who work together to address issues that no single country can alone. Together they provide leadership in numerous areas of environmental concern, including invasive species, energy efficiency, water, and terrestrial and aquatic wildlife. This book explores these arrangements, examining features such as stakeholder inclusion, organizational activities and functions, and issue comprehensiveness. Overall, the contributors report an underdeveloped policy architecture consisting of fragmented regional transnational networks of stakeholders and underfunded binational and trinational organizations. They also show evidence of substantial policy entrepreneurship and a vibrant informal underbelly to North American environmental governance, which will be vital in the challenging days ahead.

Book Environmental Assessment Procedure for Hydro Quebec s Distribution System Projects

Download or read book Environmental Assessment Procedure for Hydro Quebec s Distribution System Projects written by and published by . This book was released on 1995 with total page 10 pages. Available in PDF, EPUB and Kindle. Book excerpt: The widespread impact of the Hydro-Quebec distribution system on the environment, combined with public concerns about system installations, have prompted the utility to implement internal environmental assessments for distribution systems in order to comply with internal environmental policy. These assessments are an innovative and proactive approach to managing environmental impacts that allow consideration of the different environmental elements of the host environments and integration of distribution systems into these environments while minimizing potential impacts. This document describes the Hydro-Quebec internal environmental assessment process and a pilot project conducted to evaluate the process in the Milles-Iles sector north of Montreal. This will be followed by province-wide implementation, in cooperation with telephone companies.

Book Social and Environmental Impacts of the James Bay Hydroelectric Project

Download or read book Social and Environmental Impacts of the James Bay Hydroelectric Project written by James F. Hornig and published by McGill-Queen's Press - MQUP. This book was released on 1999 with total page 198 pages. Available in PDF, EPUB and Kindle. Book excerpt: Planning and construction of the James Bay Hydroelectric project began in the early 1970s, when the effect of such projects on the physical and social environment was seldom considered. As the project matured, however, its unique and diverse environmental impacts came under intense scrutiny on both sides of the border. The first mega-scale hydro project to be built in the sub-Arctic, capable of generating as much electricity as fifteen nuclear power plants, its impact includes disruption of vast areas in an extremely fragile ecosystem as well as displacement of native peoples and the introduction of dangerous levels of mercury into their food supply. The debate over these complex environmental issues has been further complicated by political issues stemming from the importance of the project to the economic development of Quebec and the sale of at least ten percent of the electricity generated the United States. The contributors examine core issues of the controversy both in relation to James Bay and to other large hydroelectric projects, such as the Aswan dam in Egypt and the Three Gorges dam in China. Providing insights from an unusual variety of disciplines, the authors offer important considerations that must be taken into account as Quebec assesses additional phases of hydroelectric development of the watershed east of Hudson Bay. Contributors include Raymond B. Coppinger (Hampshire College), Bill Dale Roebuck (Dartmouth Medical School), Will Ryan (Hampshire College), Adrian Tanner (Memorial University), Stanley L. Warner (Hampshire College), Kessler E. Woodward (University of Alaska), and Oran R.Young (Dartmouth College). James F. Hornig is professor emeritus of chemistry and environmental studies, Dartmouth College.
