Book excerpt: State-led construction of large hydraulic infrastructures dramatically increased in the 20th century at a global level. This phenomenon continues to expand central state presence in otherwise remote rural areas and accelerates the transformation of riparian ecosystems, water flows, and social relationships. Drawing from political ecology, more-than-human ontologies originating in Science and Technology Studies (STS), and social-ecological systems scholarship, this dissertation uses a case study of the Majes-Siguas Special Project (PEMS) in southwestern Peru to analyze the recursive ways in which state-water-society relations are forged through hydraulic infrastructure development and accompanying water policies. PEMS is one of several hydraulic projects originating in an early 20th-century national modernization strategy which aimed to expand agriculture through coastal irrigation, create a rural middle class, and increase state control of land and water. As the project conveys water from a high-altitude dam to the lowland plains near the coast, it creates new relationships between water officials, the main project beneficiaries in the lowlands, and highland smallholding farmers. Water struggles amid changing political-economic and environmental conditions are at the core of these emerging relationships. This dissertation is organized around four core questions: (1) how has Peruvian water governance changed since the early 20th century? (2) how are different state-farmer relations forged through different histories and processes of PEMS water allocation? (3) how does the distribution of hydraulic infrastructure construction, operation, and maintenance labor between farmers and technical staff influence local social relations? and (4) what are the merits and shortcomings of the Peruvian water license system as an institution for adaptive water governance in a context of environmental change? To address these questions, I conducted fieldwork between September 2018 and November 2019 in key irrigation sites serviced by PEMS. Methods include archival research, semi-structured interviews, participant observation, farmer surveys, land cover classification using remote sensing, and crop-water demand estimations. This research contributes to geographic scholarship on (1) the production of interrelated human-environment landscapes through biogeophysical and social processes; (2) collective labor and social organization in relationship to irrigation; and (3) state construction and state power. I highlight four main findings. First, the historical development of PEMS is rooted in a persistent spatial model of agricultural development that depicts the highlands as water sources and the arid lowlands as water-deserving sites of agricultural production. Second, differences in the ways that highland and lowland farmers obtained PEMS water are rooted in the spatial model of agricultural development and produce disparate state-farmer relations. Third, an entanglement of technical, biogeophysical, and policy factors shape hydraulic infrastructure construction, maintenance, and operation labor task distributions in site-specific ways, shaping local farmer-farmer relations as well. Fourth, the Peruvian water license system conceals and depoliticizes uneven water allocation processes, and lacks mechanisms for facilitating climate change adaptation amid glacial retreat and rising evapotranspiration rates. Together, these findings support the use of political-ecological, social-ecological, and historical-geographical analyses of water governance at different scales.

Book excerpt: The interactions between climate change adaptation and mitigation are particularly evident in agriculture, forestry and other land-use-based activities. Adaptation projects can affect ecosystems and their ability to sequester and store carbon, while mitigation projects can enhance adaptive capacity or increase the vulnerability of people. These interactions must be considered when designing policies and strategies. The discussion on policy integration of climate change adaptation and mitigation should focus on two issues: (1) integrating adaptation and mitigation in climate change policies to consider multiple goals, assess trade-offs and seek mutually supportive outcomes; and (2) integrating adaptation and mitigation jointly into sectoral policies, such as agriculture or forestry, in order to balance trade-offs and maximize co-benefits between climate change and other objectives. National strategies and plans related to climate change in Peru as well as key land-use policies encompass both adaptation and mitigation objectives. Frameworks have been developed for the integrated implementation of adaptation and mitigation in the new National Climate Change Strategy and draft National Forests and Climate Change Strategy. Although most of the other strategies and action plans do not mention the joint implementation of adaptation and mitigation, they do emphasis delivery of ecosystem services. And enhancing ecosystem services can ultimately benefit both adaptation and mitigation and other national priorities. What is needed is a strong focus on information and knowledge generation and management and an assessment of the current and potential impacts of national and subnational policies on ecosystem services at different scales. Establishing mechanisms for monitoring and evaluating policy implementation, stakeholder engagement and adaptive management are also crucial.

It is dominated by the foreboding Hualca Hualca mountain peak that is the source of this town's much-needed water. How the villagers obtain this water, Paul Gelles writes, is not a simple process: the politics of irrigation in this area reflect a struggle for control of vital resources, deeply rooted in the clash between local, ritualized models of water distribution and the secular model put forth by the Peruvian state. Water and Power in Highland Peru provides an insightful case study on the intense conflicts over water rights, and a framework for studying ethnic conflict and the effects of "development," not only in Peru, but in other areas as well. Most of the inhabitants of Cabanaconde do not identify themselves with the dominant Spanish-speaking culture found in Peru. And the Peruvian state, grounded in a racist, post-Colonial ethos, challenges the village's long-standing, non-Western framework for organizing water management. Gelles demonstrates that Andean culture is dynamic and adaptive, and it is a powerful source of ethnic identity, even for those who leave the village to live elsewhere. Indigenous rituals developed in this part of the world, he states, have become powerful tools of resistance against interference by local elites and the present-day Peruvian state. Most importantly, the micropolitics of Cabanaconde provide a window into a struggle that is taking place around the world.

Promoted extensively by donors and international institutions over the past 15 years, integrated water resources management (IWRM) has been assumed explicitly to be "the" solution for managing the limited water resources of the world. Hundreds of millions of dollars have now been spent in promoting IWRM in developing countries. However, no serious and objective analysis has ever been undertaken as to whether IWRM has made water management more efficient and equitable in any region of the world than otherwise may have been the case. This pioneering analysis indicates that IWRM has not only been unsuccessful in Latin America, but also is highly unlikely to succeed in the future. The reasons and constraints for this failure are outlined. This book previously appeared as a special issue of the International Journal of Water Resources Development.
