The Pakistani Chief of Army, General Qamar Javed Bajwa has said that “a hybrid war had been imposed on Pakistan to internally weaken it, but noted that the enemies were failing to divide the country on the basis of ethnicity and other identities”. Furthermore he states, “Our enemies know that they cannot beat us fair and square and have thus subjected us to a cruel, evil and protracted hybrid war. They are trying to weaken our resolve by weakening us from within”. Conflicts in Ukraine, Israel and Lebanon (Hizbullah), Syria, Libya, War on Terror in Afghanistan and its impact in Pakistan etc., have resulted in multi-layered efforts to destabilise a functioning state and polarize its society. The centre of gravity is to target population in hybrid warfare. The aim of the adversary is to influence influential policy makers and key decision makers by combining kinetic operations with subversive efforts. The aggressor often resorts to covert actions, to avoid attribution or retribution. At the moment there is no universally accepted definition of hybrid wars – the term is too abstract and is seen by some as using a fancy term to refer to irregular methods to counter conventionally stronger forces. Accordingly, many say that the new definitions of 4th generation or hybrid wars are really the repackaging of the traditional clash between the armed forces of nation states and the non-state insurgents. This book will be assessing Pakistan’s insecurity and the hybrid wars imposed onto it by its adversaries. It will look at a number of issues that Pakistan is facing (military imbalance, economic and political weaknesses, internal and external security threats and the impact of hybrid warfare on Pakistan).

After the Russian Federation annexed the Crimean Peninsula in 2014, US and Western analysts started using the term hybrid warfare to describe Moscow’s strategy. Analysts and policymakers are starting to consider the approach and direction in Ukraine to be a new and unique type of warfare. This study discusses the usefulness of the term hybrid warfare and examines two case studies that reflect the characteristics of hybrid war, the conflicts in Syria and Ukraine, to determine if hybrid warfare is indeed unique to the post-9/11 security environment. Both case studies have elements of hybrid warfare and involve complex military operations. Hybrid threats are not new, and it is important that policymakers are aware of the ongoing debates about the usefulness of the hybrid war concept before forming policies to counter them. Ultimately, hybrid war as a concept has limited use to the policymaker, but it does highlight the growing complexity of modern conflicts. The conflicts in Syria and Ukraine involve an increasing blend of unconventional and conventional strategies and tactics. In the future, the US will likely fight opponents that utilize a number of political, economic, and cyber capabilities that the US has not had to face in previous conflicts.

Pakistan’s geography and location present its security planners with serious, almost irresolvable strategic and tactical problems. It borders the nuclear states of India and China, an ambitious Iran, and an unstable Afghanistan, which is perceived as a gateway to its commercial-strategic ambitions in Central Asia. Pakistan’s key security problems are a reflection of its history and domestic circumstances. The overriding concern of Pakistan is its internal and external security. Strategically, Pakistan lacks territorial depth. Its main cities and communication routes are relatively close to the border with India and are susceptible to attack. In addition, the headwaters of Pakistan’s rivers and main irrigation systems originate from India. Pakistan’s borders with India were also new and mainly unfortified and, in many places, were drawn in ways that made them indefensible. Because the borders were also un-demarcated, there was abundant chance for conflict. Pakistan has particularly been affected with a number of issues. It has been argued by many that a Fourth generation/Hybrid war has been imposed on Pakistan, in order to break the nation (Balkanization of Pakistan into different parts) with the aim of making it either extremely weak or total destruction as a nation state (so that it is not able to challenge the hegemonistic ambitions of its adversaries).The purpose of this book is to assess the military security problems that Pakistan faces, and focus on its external security matters (military threats from neighbouring countries such as India, balance of power in the region, nuclear and ballistic missile threats, relationship with external powers, the high risk of war and its role on the ‘War on Terror’), and its internal security problems (sectarianism, proliferation of small arms, refugees, ethnic violence, drug problem, economic weaknesses), and also its ability to cope with these problems.

Despite our best efforts in promoting growth and prosperity through our committed presence and engagement, the challenges that we face are no small task. North Korea's nuclear tests have openly defied the international call for a nuclear-free Korean Peninsula, and the regime uses hybrid and asymmetric warfare to reinforce its survivability and to exert undue influence. China continues to press its claims in the South China Sea, and their actions have shown that it too will resort to gray zone tactics short of open conflict to achieve foreign policy goals. We have resumed our freedom of navigation operations in the South China Sea, a waterway vital to America's prosperity, where $5.3 trillion in trade traverses each year. Instead of further provocation, China should abide by internationally accepted norms and contribute to a peaceful and equitable resolution to the disputed claims. A revanchist Russia is revitalizing its ability to execute long-range strategic patrols in the Pacific to include the basing of its newest strategic ballistic missile submarine and bomber flights around Japan. Recent terrorist attacks in Bangladesh and Indonesia underscore the fact that violent Islamic extremism is a global concern that must be crushed. These developments emphasize the need for a persistent U.S. presence. We should continue to bolster collective security, help to peacefully address concerns, facilitate productive multilateral exchanges, encourage democratization efforts, and reinforce ties with our many allies and partners.

Book excerpt: This JSOU publication affords the reader an opportunity to look into Pakistan's national security policy and strategy through the lens of a Pakistani loupe. Author Haider Mullick, born in Islamabad and educated in the United States (U.S.), provides his interpretation of Pakistani strategic behavior in terms of the geostrategic interests of that nation.Mr. Mullick's discussion of the strategic setting in Southwest Asia is particularly timely as the U.S. is diverting strategic resources from the Iraqi theater of war to the effort in Afghanistan. Concurrently, the new administration of President Obama is refocusing the national security strategy away from notions of a global war on terrorism to a security policy of a "broader engagement" with the countries of the world and particularly the Muslim world. As one part of this strategic vision, a particular effort will be made to dismantle or destroy Al Qaeda and its associates.In discussing what Mr. Mullick calls "strategic spread," he relates Pakistan's national interests for protecting the nation against internal (separatism) and external (nuclear India) threats. Strategic spread is a mix of policy objectives that guide offensive, defensive, preemptive, and irregular warfare. These policy approaches include nuclear/military parity with India, quelling internal dissent, strengthening religious cohesiveness, and making foreign aid plentiful and certain. The geographic dimension of this is "strategic depth," seen as Pakistani influence in Afghanistan to counter Indian and Iranian proxies there, to hedge against a future occupying force, and to provide a base for irregular warfare against India in Kashmir. The problem for U.S. military planners is that there is no strong correlation among Pakistan's regional interests and those of the U.S. or other countries. Mr. Mullick's insights highlight the shortcoming of attempting to fight a regional war one country at a time with different approaches in interests and strategies. The ambiguity of Pakistan's security strategy generates enormous strategic angst for the would-be peacemaker: how can one achieve a regional solution when Pakistan foments insurgency in southern Afghanistan while it counters insurgency in northern Pakistan with and against people of the same mores-the Pashtuns. What makes it more complicated is that now the insurgency in Pakistan has spread beyond predominantly Pashtun areas to the country's central province of Punjab and the southern provinces of xii Baluchistan and Sindh. Book excerpt: Islamist militants based in Pakistan have played a major role in terrorism around the world and pose a significant threat to regional and international security. Although the Pakistan-militant connection has received widespread attention only in recent years, it is not a new phenomenon. Pakistan has, since its inception in the wake of World War II, used Islamist militants to wage jihad in order to compensate for severe political and material weakness. This use of militancy has become so important that it is now a central component of Pakistani grand strategy; supporting jihad is one of the principal means by which the Pakistani state seeks to produce security for itself. Contrary to conventional wisdom, the strategy has not been wholly disastrous. It has achieved important domestic and international successes, enabling Pakistan to confront stronger adversaries and shape its strategic environment without the costs and risks of direct combat, and to help promote internal cohesion to compensate for its weak domestic political foundations. Recently, however, these successes of Pakistan's militant strategy have given way to serious problems. The militant organizations that Pakistan nurtured over the decades are increasingly exceeding its control; continued support for jihad diverts scarce resources from pressing domestic projects, impeding the country's internal development; and the militant campaign's repeated provocations have led India to adopt a more aggressive conventional military posture. As Paul Kapur shows in Jihad as Grand Strategy, these developments significantly undermine Pakistani interests, threatening to leave it less politically cohesive and externally secure than it was before. Thus, despite its past benefits, the strategy has outlived its utility, and Pakistan will have to abandon it in order to avoid catastrophe. This will require not simply a change of policy, but a thoroughgoing reconceptualization of the Pakistani state.
