Book excerpt: Much empirical research has shown that individuals’ decisions to adopt a new technology are the result of learning–both through personal experimentation through observing the experimentation of others. Yet even casual observation would suggest significant heterogeneity of learning processes, manifesting itself in widely varying patterns of adoption over space and time. This paper explores this heterogeneity in the context of early adoption of hybrid rice in rural India. Using specially designed experiments conducted as part of a primary survey in the field, we identify which of four broad learning heuristics most accurately reflects individuals’ information processing strategies. Linking these learning heuristics with observed use of rice hybrids, we demonstrate that pure Bayesian learning is well suited for the tinkering and marginal adjustments that are required to learn about a technology like hybrid rice, but it is also more cognitively taxing than other learning styles requiring a longer memory and more complex updating processes. Consequently, only about 25 percent of the farmers in our sample can be characterized as pure Bayesian learners. Present-biased learning and relying on first impressions will likely hinder adoption of a technology like hybrid rice, even after controlling for access to credit and a rudimentary proxy for intelligence.

Book excerpt: As rice constitutes the major share in cereal consumption in South and East Asian countries that ranges from as low as 40 per cent in India to 97 per cent in Myanmar, to ensure food security, governments in these countries are encouraging farmers to adopt hybrid rice. This is mainly because hybrid rice provides a yield gain of 15-20 per cent over conventionally bred varieties in general. Yet, despite strenuous government efforts, farmers' adoption rates have remained low in India, Bangladesh and Vietnam compared with China. Although studies often claim that higher seed costs and inferior grain quality are the major factors limiting hybrid rice adoption, very few studies examine the importance of socio-economic factors and infrastructure in the adoption of hybrid rice. Using Bangladesh as a case, a comparative analysis has been made on the adoption of hybrid and modern varieties relative to traditional rice varieties and land allocation to these varieties. Econometric results indicate that general land characteristics, loan facilities and general infrastructure, such as roads, irrigation facilities and the availability of government-approved seed dealers, significantly influence the adoption of hybrid and modern rice varieties and land allocation to these varieties compared with traditional varieties.

The study also explored the relationship between farmers' extent of adoption of hybrid rice cultivation and their selected characteristics. Besides these, attempts were also made to understand farmers' assessment of hybrid rice as an innovation, their perceived benefits of hybrid rice cultivation, and problems faced by farmers in hybrid rice cultivation. A computed adoption quotient was used to measure farmers' extent of adoption of hybrid rice cultivation, while Pearson's co-efficient of correlation (r) was used to explore the relationships between the concerned variable. Nine characteristics of the farmers, namely age, education, family size, farm size, annual income, extension media contact, innovativeness, cosmopoliteness, farmers' knowledge were considered for the study. Bagunda and Panihori villages of Phulpur upazila under Mymensingh district were the local of the study. A total number of 200 farmers, who adopted hybrid rice in the boro season of 2008-09, were the population and randomly selected 100 farmers were constituted the sample of the study.
