Beyond this, public health today is challenged in a way that it has never been before. Starting with the 9/11 terrorist attacks, public health officers have had to spend significant amounts of time addressing the threat of terrorism to human health. Hurricane Katrina was an unprecedented disaster for the United States. During the first weeks, the enormity of the event and the sheer response needs for public health became apparent. The tragic loss of human life overshadowed the ongoing social and economic disruption in a region that was already economically depressed. Hurricane Katrina reemphasized to the public and to policy makers the importance of addressing long-term needs after a disaster. On October 20, 2005, the Institute of Medicine's Roundtable on Environmental Health Sciences, Research, and Medicine held a workshop which convened members of the scientific community to highlight the status of the recovery effort, consider the ongoing challenges in the midst of a disaster, and facilitate scientific dialogue about the impacts of Hurricane Katrina on people's health. Environmental Public Health Impacts of Disasters: Hurricane Katrina is the summary of this workshop. This report will inform the public health, first responder, and scientific communities on how the affected community can be helped in both the midterm and the near future. In addition, the report can provide guidance on how to use the information gathered about environmental health during a disaster to prepare for future events.

Book excerpt: Second Line Rescue: Improvised Responses to Katrina and Rita chronicles the brave and creative acts through which Gulf Coast people rescued their neighbors during the chaotic aftermath of Hurricanes Katrina and Rita. Ordinary citizens joined in with whatever resources they had. Unlike many of the official responders, vernacular rescuers found ways around paralysis produced by a breakdown in communications and infrastructure. They were able to dispel unfounded fears produced by erroneous or questionable reporting. The essays, personal narratives, media reports, and field studies presented here all have to do with effective and often ingenious answers that emerged from the people themselves. Their solutions are remarkably different from the hamstrung government response, and their perspectives are a tonic to sensationalized media coverage. The first part of the collection deals with Gulf Coast rescuers from outside stricken communities: those who, safe in their own homes and neighborhoods, marshaled their resources to help their fellow citizens. It includes some analysis and scholarly approaches, but it also includes direct responses and firsthand field reports. The second part features the words of hurricane survivors displaced from New Orleans and other Gulf Coast communities to Houston, Texas. In many cases, the “victims” themselves were the first responders, rescuing family, friends, and strangers. All of the stories, whether from the “outside” or “inside” responders, reveal a shared history of close-knit community bonds and survival skills sharpened by hard times. This book is about what went right in the aftermath of Katrina and Rita—in spite of all that went so wrong.

The report provides information on the public health aspects of the site visit and reviews the environmental infrastructure observations. Infectious diseases accounted for 37% of the illnesses recorded. Skin or wound infections were diagnosed in 40% and acute respiratory infections in 32% of the infectious disease cases. They struggled to find ways to communicate, move from one place to another, and find reputable information. They witnessed complete chaos, observed human suffering, and were outraged with delayed or ineffective rescue mechanisms. Not only did journalists face these normal problems of crises, since many themselves were among the victims, they were forced to do their jobs under circumstances that seemed impossible. The contributors to Covering Disaster study personal and professional coping mechanisms and lessons that may be learned from media disaster coverage. During Katrina and Rita, journalists responded largely by redefining traditional ideals of fairness, balance, and objectivity and by adopting an emotionally driven and somewhat more subjective reporting style. In this way, they rediscovered and emphasized journalistic purposes and techniques that have long been the hallmarks of greatness. Their work during those months of destruction and pain was applauded by their readers and viewers because it was useful, critical of officials who were not doing their jobs, sought support for those who were suffering, and took a position of public leadership.
