The demise of the socialist CMEA and the USSR has allowed eastern European economies to open up and caused Russia/the CIS to engage in a series of difficult reforms which have been supported by the G-7 and the International Monetary Fund plus the World Bank on the one hand, and, on the other hand, by the EU and the EBRD. While some of the (early) Visegrad countries apparently were rather successful in their transition attempt, systemic transition approaches in other countries - Romania and Bulgaria - and, above all, in Russia largely were a failure. Economic hardship, social unrest, political radicalization and the international spreading of criminal activities can be identified as problems from the failure of Russia's first transition attempt. This book deals - from an international perspective - with the postsocialist countries in Europe, i. e. there is a focus on eastern enlargement and on Russia on the one hand, on the other hand the topic is which international influences and effects will emerge from EU enlargement and the Russian transition. While chapter A exclusively deals with major problems of eastern enlargement and the policy options for dealing with this difficult problem, chapter B is devoted to the Russian transformation crisis. There the analysis has a focus on Russia in its own right but also on the potential negative spillovers of a Russian transformation disaster which could occur in the late 1990s.

Book excerpt: In November 1997 Hungarians voted in favor of membership in NATO, primarily as a step toward membership in the European Union and integration into Western society. Andor examines the changes in Hungarian social, political, and economic life after the collapse of communism in Central Europe. He analyzes the difficulties, both internal and external, to making that transition. In the early 1990s, public discourse was dominated by the enthusiastic slogans proclaiming Hungary's return to Europe. Things can only get better was the prevailing feeling surrounding the dismantling of the state socialist system and the construction of the new parliamentary democracy. From the very early years of transition, however, Hungarians faced large-scale and unexpected hardships in their changing lives which made them the most disappointed nation in Eastern Europe by 1993. In the second half of the 1990s, the policies of the Socialist-Liberal coalition, and particularly the positive developments in the enlargement process of NATO and the EU, restored the belief in a rapid and successful accession to the major Western economic and security organizations. But, as Andor indicates, the beginnings of negotiations about entry into NATO and EU will be merely the starting point of difficulties arising in both economics and politics. A thoughtful and cautious look at a changing Hungary that will be of interest to scholars, researchers, and policymakers involved with Central Europe and contemporary European politics and economics.

By requiring the eastern states to adopt extensive reforms in their judicial and police systems, the enlargement process makes it easier for the EU to combat terrorism and organized crime and control the flow of immigration from outside Europe. The monetary union was deliberately put in place before enlargement (which might have made the task more difficult), but now the Stability and Growth Pact requires reform to make it flexible enough to serve a larger, more diverse Union. The addition of ten new states provides one of the main incentives for drafting a constitutional treaty. Finally, the candidate countries are helping to lay the groundwork for the next EU enlargement into southeastern Europe. As the first college text to explore the impact of the eastern enlargement on European integration, this book can be used effectively in comparative government, economics, European history, and international relations courses.

In the insightful analysis offered by the author of this book, these concepts - while admirable and even necessary criteria in principle - are almost impossible to measure, and any judgement grounded in them will always be difficult to justify. In his words, 'by including analysis of democracy and the Rule of Law within the field of the EU enlargement law, the Union entered an unstable terrain of vague causal connections and blurred definitions.' Dr Kochenov addresses this problem by proceeding as follows: 1. Outlining EU enlargement law in general, including the principle of conditionality and the role played by the analysis of democracy and the Rule of Law in enlargement preparation; 2. Focusing on the role actually played by the monitoring of democracy and the Rule of Law in ten candidate countries, scrutinizing the way the EU used the legal tools and competences outlined in its enlargement law. The book adopts the EU's own understanding of democracy and the Rule of Law, as derived directly from the substance of the numerous legal and political instruments issued by the Community Institutions and especially the Commission in the course of the pre-accession process. In this way it demonstrates the actual - as opposed to the officially announced - role played by the assessment of democracy and the Rule of Law in the candidate countries in the regulation of enlargement. Many formidable inconsistencies in the application of the conditionality principle are thus laid bare. This leads the author to a series of recommendations on policy and procedure that he demonstrates could be profitably applied to the regulation of current and future accessions, using the Commission's own structure of monitoring pre-accession reforms in the three areas of the legislature, executive, and judiciary in candidate countries. The probity and soundness of these recommendations, firmly grounded as they are in the actual pre-accession monitoring and its consequences for the pre-accession progress of ten Eastern European countries admitted to the EU in 2004 and 2007, will greatly interest policymakers and scholars concerned with the future of European integration.

The number of new members and their diversity make this "big bang" enlargement particularly challenging. Not only do these countries vary widely in language, culture, and geography, but also their per capita income is less than half that of existing members. EU officials believe that expanded integration will serve the EU's objectives of peace, stability, prosperity, and democracy; but the less abstract questions of costs and benefits of enlargement are more complex. The SEM, the Treaties of Maastricht and Amsterdam, the Single European Currency,... were joint steps to a better, more common and more human Europe; in mediating the global economy, European policymakers operate simultaneously in the Community, in national and local policy environments. But coevally some problems became bigger: problems of a bureaucratically kind, of legitimacy and of obscurity, for which the intellect of a single normal human could not be enough. With the „Agenda 2000“–Settings the member-states decided to enforce the enlargement of the EU, especially up to the east. But this step can cause difficulties, which are far beyond purely market problems. Before the impending enlargement can come, a lot of questions have to be asked and solved. One point of view concerns the ethnology, sociology and psychology as much as the politics: the search for a common European identity. It should be asked, if there exists or can exist such a common one, or if it is such an empty phrase, used by nationalist and opponents of the EU as well as by the advocators of a „house of Europe“. I would like to turn my attention to the Hungarian country as an example for the enlargement of the EU. Why Hungary? The European identity of the Hungarian people is deeply included within their national identity: 1. This country belongs to the more favoured group of applicant states listed in Agenda 2000, and always has possessed strong connections to the membercountries, 2. The people in this country share a common history, especially with Austria and Germany (as members of the recent EU), 3. They see themselves as the “Middle of Europe” – not only in a geographical way. But when we in the western part of Europe speak about this continent and this corpus europaeicum, we often forget to remember, that most of the post-communist countries of course had been an important part of Europe2 and that they share a lot of cultural, religious,... aspects with us, which could be displaced by the iron curtain only temporary.
