The Outsiders chronicles every major refugee movement since 1492, when the Catholic rulers of Spain set in motion the first mass flight and expulsion in modern European history. Philipp Ther provides needed perspective on today’s “refugee crisis,” demonstrating how Europe has taken in far greater numbers of refugees in earlier periods of its history, in wartime as well as peacetime. His sweeping narrative crosses the Mediterranean and the Atlantic, taking readers from the Middle East to the shores of America. In this compelling book, Ther examines the major causes of mass flight, from religious intolerance and ethnic cleansing to political persecution and war. He describes the perils and traumas of flight and explains why refugees and asylum seekers have been welcomed in some periods—such as during the Cold War—and why they are rejected in times such as our own. He also examines the afterlives of the refugees in the receiving countries, which almost always benefited from admitting them. Book excerpt: The German-speaking inhabitants of the Bohemian capital developed a group identification and defined themselves as a minority as they dealt with growing Czech political and economic strength in the city and with their own sharp numerical decline: in the 1910 census only seven percent of the metropolitan population claimed that they spoke primarily German. The study uses census returns, extensive police and bureaucratic records, newspaper accounts, and memoirs on local social and political life to show how the German minority and the Czech majority developed demographically and economically in relation to each other and created separate social and political lives for their group members. The study carefully traces the roles of occupation, class, religion, and political ideology in the formation of German group loyalties and social solidarities.

Book excerpt: This volume brings together a set of key studies on the history of medieval Central Europe (Bohemia, Hungary, Poland), along with others specially commissioned for the book or translated, and a new introduction. This region was both an area of immigration, and one of polities in expansion. Such expansion included the settlement and exploitation of previously empty lands as well as rulers' attempts to incorporate new territories under their rule, although these attempts did not always succeed. Often, German immigration has been prioritized in scholarship, and the medieval expansion of Central Europe has been equated with the expansion of Germans. Debates then focused on the positive or negative contribution of Germans to local life, and the consequences of their settlement. This perspective, however, distorts our understanding of medieval processes. On the one hand, Central Europe was not a passive recipient of immigrants. Local rulers and eventually nobles benefited from and encouraged immigration; they played an active role. On the other hand, German immigration was not a unified movement, and cannot be equated with a drang nach osten. Finally, not just Germans, but also various Romance-speaking and other immigrant groups settled in Central Europe. This volume, therefore, seeks to present a more complex picture of medieval expansion in Central Europe.

Book excerpt: Austria 1867-1955 connects the political history of German-speaking provinces of the Habsburg Empire before 1914 (Vienna and the Alpine Lands) with the history of the Austrian Republic that emerged in 1918. John W. Boyer presents the case of modern Austria as a fascinating example of democratic nation-building. The construction of an Austrian political nation began in 1867 under Habsburg Imperial auspices, with the German-speaking bourgeois Liberals defining the concept of a political people (Volk) and giving that Volk a constitution and a liberal legal and parliamentary order to protect their rights against the Crown. The decades that followed saw the administrative and judicial institutions of the Liberal state solidified, but in the 1880s and 1890s the membership of the Volk exploded to include new social and economic strata from the lower bourgeoisie and the working classes. Ethnic identity was not the final structuring principle of everyday politics, as it was in the Czech lands. Rather social class, occupational culture, and religion became more prominent variables in the sortition of civic interests, exemplified by the emergence of two great ideological parties, Christian Socialism and Social Democracy in Vienna in the 1890s. The war crisis of 1914/1918 exploded the Empire, with the Crown self-destructing in the face of military defeat, chronic domestic unrest, and bitter national partisanship. But this crisis also accelerated the emergence of new structures of democratic self-governance in the German-speaking Austrian lands, enshrined in the republican Constitution of 1920. Initial attempts to make this new project of democratic nation-building work failed in the 1920s and 1930s, culminating in the catastrophe of the 1938 Nazi occupation. After 1945 the surviving legatees of the Revolution of 1918 reassembled under the four-power Allied occupation, which fashioned a shared political culture which proved sufficiently flexible to accommodate intense partisanship, resulting, by the 1970s, in a successful republican system, organized under the aegis of elite democratic and corporatist negotiating structures, in which the Catholics and Socialists learned to embrace the skills of collective but shared self-governance.

How much do we really understand this new Germany, and how do its people understand themselves? Neil MacGregor argues that, uniquely for any European country, no coherent, overarching narrative of Germany's history can be constructed, for in Germany both geography and history have always been unstable. Its frontiers have constantly shifted. Königsberg, home to the greatest German philosopher, Immanuel Kant, is now Kaliningrad, Russia; Strasbourg, in whose cathedral Wolfgang von Geothe, Germany's greatest writer, discovered the distinctiveness of his country's art and history, now lies within the borders of France. For most of the five hundred years covered by this book Germany has been composed of many separate political units, each with a distinct history. And any comfortable national story Germans might have told themselves before 1914 was destroyed by the events of the following thirty years. German history may be inherently fragmented, but it contains a large number of widely shared memories, awarenesses, and experiences; examining some of these is the purpose of this book. MacGregor chooses objects and ideas, people and places that still resonate in the new Germany—porcelain from Dresden and rubble from its ruins, Bauhaus design and the German sausage, the crown of Charlemagne and the gates of Buchenwald—to show us something of its collective imagination. There has never been a book about Germany quite like it.
