Roosevelt, architect of America’s rise to global power, and the 1936–39 Spanish Civil War, which inspired passion and sacrifice, and shaped the road to world war? While many historians have portrayed the Spanish Civil War as one of Roosevelt’s most isolationist episodes, Dominic Tierney argues that it marked the president’s first attempt to challenge fascist aggression in Europe. Drawing on newly discovered archival documents, Tierney describes the evolution of Roosevelt’s thinking about the Spanish Civil War in relation to America’s broader geopolitical interests, as well as the fierce controversy in the United States over Spanish policy. Between 1936 and 1939, Roosevelt’s perceptions of the Spanish Civil War were transformed. Initially indifferent toward which side won, FDR became an increasingly committed supporter of the leftist government. He believed that German and Italian intervention in Spain was part of a broader program of fascist aggression, and he worried that the Spanish Civil War would inspire fascist revolutions in Latin America. In response, Roosevelt tried to send food to Spain as well as illegal covert aid to the Spanish government, and to mediate a compromise solution to the civil war. However unsuccessful these initiatives proved in the end, they represented an important stage in Roosevelt’s emerging strategy to aid democracy in Europe.

There were attempted blockades by Franco as well as attacks by his Italian and German allies against legitimate neutral, largely British, merchant shipping bound for Spanish Republican ports and challenges to the Royal Navy, which was obliged to maintain a heavy presence in the area. The conflict provoked splits in British public opinion. Events at sea both created and reflected the international tensions of the latter 1930s, when the policy of appeasement of Germany and Italy dissuaded Britain from taking action against those countries’ activities in Spain, except to participate in a largely ineffective naval patrol to try to prevent the supply of war material to both sides. The book is based on original documentary sources in both Britain and Spain and is intended for the general reader as well as students and academics interested in the history of the 1930s, in naval matters and in the Spanish Civil War.

Britons were no exception. Collective efforts in Britain to provide aid for the Spanish Republic were vast in both scope and effect. This book seeks to shed light on the activities of two separate ventures that played important roles in British medical and humanitarian aid to Spain - the Scottish Ambulance Unit and Sir George Young's Ambulance Unit. The volunteer members of these teams (those who went out to Spain and those who supported them in Britain) earned the unstinting praise of the Spanish government for their selfless commitment to the cause, as well as winning the respect and gratitude of the citizens whose welfare they strove so selflessly to protect. In the eighty-five years since the outbreak of the civil war an immense historiography has developed. A steady widening of focus has seen the inclusion of studies that address the intense and prolonged suffering of a civilian population affected by political repression, relentless military bombardment, deprivation, and disease. Likewise, focus has shifted to those who provided assistance to victims during and after the conflict. To date, academic emphasis has been on the left-wing politics behind such endeavours, with too little attention given to the humanitarian responses themselves. Tartan Angels embraces this argument in its focus on the Scottish Ambulance Unit, an enterprise that was arguably apolitical in nature and comprised of individuals inspired, above all, by compassionate and unselfish motives. However, the reputation of the Unit suffered irreparable damage as a result of a series of incidents and events that still remain not fully explained or understood. Furthermore, there were those who used controversy and rumour to deliberately undermine the fundraising efforts of the Units patron and supporters. There is much still to be learned about the creation and the functioning of the SAU an outstanding but largely overlooked humanitarian gesture on behalf of the people of Scotland to those suffering the effects of a brutal civil war in Spain.
