Book excerpt: This edited volume investigates the political and socioeconomic impact of the Syrian refugee crisis on Lebanon and Jordan, and these countries’ mechanisms to cope with the rapid influx of refugees. The sudden population increase has resulted in severe pressures on infrastructures and services, as well as growing social tensions between the refugees and host communities. These chapters use a transdisciplinary approach to analyse the repercussions of the humanitarian tragedy at three different levels: 1) the changing governmental policies of the two countries towards the crisis; 2) the different perceptions of the Jordanian and Lebanese local communities on the Syrian refugees; and 3) the role played by NGOs and the civil society in both countries in dealing with protracted humanitarian emergencies.

However, this characterization ignores the politics that create and are created by the crises and the increasingly long-term dimension of relief. In The Politics of Crisis-Making, by shedding light on how humanitarian practice becomes enmeshed with diverse forms of welfare and development, Estella Carpi exposes how the politics of defining crises affect the social identity and membership of the displaced. Her ethnographic research in Lebanon brings to light interactions among aid workers, government officials, internally displaced citizens, migrants, and refugees after the 2006 war in Beirut's southern suburbs and during the 2011-2013 arrival of refugees from Syria to the Akkar District (northern Lebanon). By documenting different cultures, modalities, and traditions of assistance, Carpi offers a full account of how the politics of crisis-making play out in Lebanon. An important read, The Politics of Crisis-Making shows that it is not crisis per se, but rather the crisis as official discourse and management that are able to reshuffle societies, while engendering unequal political, moral, and nationality-based economies.

Book excerpt: The humanitarian crisis in the Palestinian refugee camps of Lebanon has become one of the most populist causes in the world, yet the causes of the crisis have been misrepresented, whilst on-going humanitarian assistance could arguably be said to amplify problems that exist in the camps. Shedding light on the disturbing occurrence of corruption, rent-seeking and racketeering, together with the emergence of zones of privatised territory based on self-enrichment, this book challenges the conception of refugees in camps as helpless, vulnerable individuals. Based on detailed and sustained research at the camp of Shatila in Beirut, Humanitarian Rackets and their Moral Hazards reveals that even the access of humanitarian agencies to the camp is determined by payment to certain refugee groups, whilst the degree of humanitarian interaction has created a sense of entitlement amongst some, based on a belief in their own exceptionalism as a displaced ethnic group. Detailing the everyday economic transactions that transpire in refugee camps, this book shows that, far from being helpless victims with no power over their circumstances, many Palestinian refugees have created lucrative ventures from humanitarian assistance. A rich, yet troubling study of refugee life and the 'cartelisation' of camp space, this book will be of interest to sociologists, anthropologists and political scientists working in the fields of humanitarian intervention, development, criminology and informal economies.
