Book excerpt: This report reflects the findings and recommendations of an early April 1988 week-long study mission in Pakistan by members of the US Subcommittee on Immigration and Refugee Affairs to assess the Afghan refugee situation there. The mission met with various officials of the Pakistani Government, and with staff of international organizations and voluntary agencies. They also visited refugee villages along the Afghan-Pakistani border. The report discusses the origins of the conflict, the development of the refugee crisis, and the prospects for both the repatriation of refugees and a political settlement in Afghanistan. It outlines in particular the international programme of humanitarian assistance to the Afghan refugees, and the new problems and challenges to the international community posed by the major repatriation effort.

Book excerpt: The mutual relationship between change in population distribution and its determinants and consequences on one hand, and social and economic development on the other, is becoming an increasingly important area of concern for researchers, policy makers and planners alike. During tha last several years the International Geographical Union Commission on Population Geography has devoted much of its attention to this problem and organized a series of international meetings focusing on population redistribution and its ramifications in different parts of the world. During one such meeting, held in 1980 in Karachi, Pakistan, some thirty papers were submitted by participants coming mostly from five countries in South Asia: Bangladesh, India, Nepal, Pakistan and Sri Lanka. The present volume is an outcome of that symposium, but it should not be regarded merely as a report of proceedings; these have been published separately by the Commission. Furthermore, all Pakistani papers were published in their original version in a separate volume edited by M.1. Siddiqi, who coordinated local arrangements for the meeting on behalf of Karachi University. This present volume offers only a selection of the original papers, all substantially edited and thoroughly revised, and brings them together with additionally solicited texts. All original figures have been redrawn and tables and references have been updated and standardized as much as possible.

Book excerpt: After 1979, Switzerland became increasingly involved in Soviet-occupied Afghanistan as a provider of humanitarian aid and good offices. It delivered aid to the region, hosted Soviet prisoners of war and eventually mediated between the Afghan regime and the mujahideen. What is puzzling about this development is that initially, following the Soviet invasion, both government and parliament refused to become diplomatically involved in Afghanistan on account of Swiss neutrality. The present study investigates how and why this changed between 1979 and 1992. While the practical impact of Switzerland’s good offices was modest, the crisis revealed that Switzerland continued to struggle to balance the competing imperatives of permanent neutrality and international solidarity in an increasingly multilateral world.
