Nevertheless, the International Labour Organization (ILO) recently declared that there are more than 11.7 million forced labor victims in the Asia-Pacific region encompassing the biggest concentration of forced labour victims in the world. This volume reviews the achievements and the deficiencies of ASEAN’s counter-human strategies at the national and regional level. It offers suggestions for the reform of ASEAN's anti-trafficking laws and for the creation of a regional anti-trafficking human rights body specialized in preventing human trafficking, promoting equal protection of all trafficking victims, and prosecuting human traffickers.

Book excerpt: “Human trafficking” is a problem of which the Thai society has very little understanding. While it is largely a domestic problem, it is often necessary, in an attempt to understand the problem, to rely on foreign research works that collect raw data and information from Thai government officials, Thai academics, officers of international organizations based in Thailand, and local non-governmental organizations (NGOs). “Human Trafficking in Thailand: Current Issues, Trends, and the Role of the Thai Government” is another piece that has been worked on from outside of the country. Even though the author, Siroj Sorajjakool, may call Thailand his motherland, presently he is a professor of religion and of counseling and family science at Loma Linda University, USA, whose Center for Spiritual Life and Wholeness funds this research. In this book, Sorajjakool attempts to find answers with regards to (1) the format of human trafficking in Thailand, (2) the efforts by the government to solve the problem, and (3) the areas and the factors involved in human trafficking in Thailand, by interviewing 25 key informants from Thai government agencies, academic institutions, the United Nations, Thailand, non-governmental organizations, and some of the human trafficking victims themselves. The structure of “Human Trafficking in Thailand” consists of three parts. First, in “Understanding the Current Situation”, which encompasses Chapters 1 and 2 of the book, an overall picture of the human trafficking problem in Thailand is painted by synthesizing information from three reports, including the reports of the U.S. Department of State, the United Nations Office on Drugs and Crime (UNODC), and the website Humantraffickinf.org. This part also addresses the issue where Thailand is both at the sending and the receiving ends of the migration flow, a labor issue that also leads to the human trafficking problem. Second, “Exploring Types of Trafficking”, Chapters 3 to 7 explains the forms of human trafficking in Thailand, which include labors in the fishery and related industries, labors in the agricultural sector, domestic workers, sex workers, child labors, and children trafficking. Third, issues with regards to “Combating Human Trafficking” are covered in Chapters 8 and 9. Here, the role of the government in solving the human trafficking problem is touched upon, and the conclusion of the research as to the theoretical reasoning of the existing problem is explored. In my opinion, as the head of the research project “Modern Slavery: Inside the Business of Sex Trade of GMS Women Entering into Thailand”, which has received funding from Thailand Institute of Justice (Public Organization), this book has synthesized the issues of human trafficking in Thailand and should not be missed by those who are interested in the issues. The author is able to put together the current situations of the problem and the efforts by the government agencies to confront them. These are interestingly and systematically composed in ways that enable readers to understand the human trafficking issues in Thailand. However, drawn by the author are a conclusion that links human trafficking to greed as well as a suggestion that “consumerism” and “materialism” are the factors leading to human trafficking, and, therefore, “sufficiency economy” is an economic philosophy that should be able to solve the problem for the Thai society. These suggestions remain arguable, as the research results derived from the “Modern Slavery” project suggest that some women who are willing to sell their body in exchange for money do so out of necessity, not for extravagant desires. Not only, as commonly understood, are many of them financially poor, but they lack the opportunities to progress in life as well.

But how apt are they? Is the sex trade really the perfect business? This provocative new book examines the social worlds and interrelationships of traffickers, victims, and trafficking activists along the Thai-Lao border. It explores local efforts to reconcile international legal concepts, the bureaucratic prescriptions of aid organizations, and global development ideologies with on-the-ground realities of sexual commerce. Author Sverre Molland provides an insider’s view of recruitment and sex commerce gleaned from countless conversations and interviews in bars and brothels—a view that complicates popular stereotypes of women forced or duped into prostitution by organized crime. Molland’s fine-grained ethnography shows a much more varied picture of friends recruiting friends, and families helping relatives. A recruiter rationalizes her act as a benefit or favor to a village friend; relationships between prostitutes and bar owners are cloaked in kin terms and familial metaphors. Sex work in the Mekong region follows patron-client cultural scripts about mutual help and obligation, which makes distinguishing the victims from the traffickers difficult. Molland’s research illuminates the methods and motivations of recruiters as well as the economic incentives and predicaments of victims. The Perfect Business? is the first book to go beyond the usual focus on migrants and sex commerce to explore the institutional context of anti-trafficking. Its author, himself a former advisor for a United Nations anti-trafficking project, raises crucial questions about how an increasingly globalized development aid sector responds to what might more accurately be described as an extraterritorial development challenge of human mobility. Book excerpt: The international movement against the trafficking of women, which has gained momentum over the past two decades, is driven largely by the United States, in tandem with state governments and NGO workers. Feminist organizations have played a key role in carrying out anti-trafficking policies, but are increasingly divided over what those policies should look like. The primary divide exists between those feminists who want to abolish prostitution (as a key link to trafficking) and those who argue that what sex workers need is not to have their livelihoods taken away through paternalistic policies, but improved working conditions to alleviate the dangers associated with their work. A primary criticism of US NGO workers, well-intentioned as they may be, is that they misunderstand the cultural and economic conditions of the women they purport to help. This book provides a unique response to this misunderstanding. On one level it shows how this movement is, in fact, based on a Western mindset that problematizes women and puts its own interests before those of the women it is trying to help. But the project's primary innovation is in the method that it develops to explore the conflict of cultural values that gives rise to the aforementioned debates: what Erin M. Kamler calls Dramatization as Research (DAR). Through writing and producing "Land of Smiles," a musical inspired by field research that includes over fifty interviews with female migrant laborers, sex workers, activists, NGO employees, and other members of the anti-trafficking movement, Kamler presents one of the dominant stories about human trafficking and critiques the discourse about the trafficking of women in Thailand. The book examines how the musical aimed to facilitate communication between stakeholders in the anti-trafficking movement in Thailand and prime a dialogue to explore the policies, practices, and outcomes of actions in this environment. Through researching, writing and producing the musical for the individuals on whose experiences the story of the musical is based, Kamler shows how the arts can be used as a feminist communication intervention and a vehicle for understanding the cultural dimension of human rights.
