In New Turkey, however, silence against the regime’s draconian laws, mass imprisonment, and frequent violations of universal human rights has become the sole norm. In a regime which ranks as the worst upholder of the rule-of-law in Eastern Europe & Central Asia, 187 media outlets have been shut down and 308 journalists, including Idil Eser, Ahmet Altan, Hidayet Karaca, Aslı Erdoğan, Şahin Alpay, Selahattin Demirtaş, and Andrew Brunson are political prisoners of the state. Dissent in New Turkey is absent. Human rights in New Turkey are absent. Respect for human dignity in New Turkey is absent. We are a group of lawyers, judges, academics, journalists, and hundreds of activists who cherish democratic ideals and universal human rights. We are prisoners of conscience wanted by the Erdogan’s regime, relatives of political prisoners, and victims who have lost their jobs, property, and family members to the current administration which has been described as a Mafia State.We are the Advocates of Silenced Turkey. We, the Advocates, have made it our mission to champion the rights of Silenced Turkey until universal human rights and democratic governance are established and sustained as the utmost priorities of the Republic of Turkey.

As of November 2023, we have documented 952 casualties attributed to the state of emergency (OHAL) and decree laws (KHK), which include 90 children. This encompasses suspicious deaths in prisons, those who took their own lives, and those who lost their lives while trying to flee Turkey across the Meric and Aegean, encountering denial to return to their home countries. The numerous state-sanctioned human rights abuses in Turkey are too extensive to enumerate. AST engages in a range of activities, from organizing conferences and panels to writing reports submitted to relevant organizations and committees. Collaborating with other organizations is crucial for sharing causes, learning from others' stories, and amplifying our own narratives. In response to the pandemic and global crises, AST has adapted its strategies, incorporating virtual protests, panels, and written works, including reports and books. Survivor interviews are shared through books, providing a platform for the voices of those persecuted. AST encourages people to write letters to decision-makers and focuses on youth empowerment, recognizing the significant role young advocates play. Collaboration between youth and adults is essential in all aspects of our activities, including the use of art and music to advocate for human rights. In 2024, AST remains committed to being the voice of the voiceless, defending fundamental rights, educating and motivating human rights advocates, urging leaders to prioritize human rights, and convening groups for collaborative action. Let us unite in the fight against violence, inequality, and injustice. Its population has declined from about 110,000 at the time of the signing of the Lausanne Treaty in 1923 to about 2,500 today. Its fearfulness stems from an appalling history of programs and expulsions suffered at the hands of the Turkish government. A Helsinki Watch mission visited Turkey in October 1991 and found that the government of Turkey continues to violate the human rights of the Greek minority today. These acts include harassment by police; restrictions on free expression; discrimination in education involving teachers, books and curriculum; restrictions on religious freedom; limitations on the right to control charitable institutions; and the denial of ethnic identity. All of these abuses violate international human rights laws and standards that have been signed or endorsed by the government of Turkey, including the European Convention on Human Rights and the Paris charter.

The Secretary General of the 47-nation Council of Europe, Marija Pejčinović Burić, has highlighted a “clear and worrying degree of democratic backsliding” in her latest annual report on the state of democracy, human rights and the rule of law across the continent. “In many cases, the problems we are seeing predate the coronavirus pandemic but there is no doubt that legitimate actions taken by national authorities in response to Covid-19 have compounded the situation. The danger is that our democratic culture will not fully recover,” said the Secretary General. “Our member states now face a choice. They can continue to permit or facilitate this democratic backsliding or they can work together to reverse this trend, to reinforce and renew European democracy and to create an environment in which human rights and the rule of law flourish. “This is the right option for the 830 million people who live in the Council of Europe area.” Based on the findings of different Council of Europe bodies, including the European Court of Human Rights, the Secretary General’s report assesses recent developments in areas including political institutions and judicial independence, freedom of expression and association, human dignity, anti-discrimination and democratic participation. The report encourages member states to use existing and future Council of Europe mechanisms to address many of the challenges identified, on the basis of the following key principles: - National authorities should return to fundamental democratic principles and recommit to Council of Europe legal standards, including the implementation of judgments from the European Court of Human Rights; - Member states should fully embrace the multilateralism embodied by the Council of Europe for more than 70 years; - Covid-related restrictions and measures must not only be necessary and proportionate, but also limited in duration; - National authorities should embrace democratic culture, recognising where their words, activities or legislation have diminished that culture by reducing civic space, by intimidating or preventing individuals, organisations and NGOs from exercising their freedom of speech or assembly, or by excluding people from participating fully in society.

The violations have reached to unprecedented levels in parallel with the emergence of the current political-Islamist authoritarianism. The oppressive regime under President Recep Tayyip Erdoğan’s rule instrumentalized the country’s legal system to muzzle the political dissidence, turning the prisons into concentration camps. The number of inmates behind the bars has reached historic highs. Hosting convicts much more than their capacities, the prisons, which were already substantially subpar, have fallen way below the minimum acceptable standards for human dignity. Patients in particular bore the most of the brunt of this precipitated deterioration of the prison conditions and the wrath of the Turkish regime against its opponents.

Broadly speaking, humanitarian disasters fall into the categories of natural, human-made, technological, or complex; here, however, the focus is on human-made crises. Attempts at greater regulation, national and international organization and multilateralism to prevent violent conflicts, as well as enhanced responses to humanitarian emergencies, need to be supported now more than ever before. This textbook will appeal to graduate and upper undergraduate students and practitioners in the fields of geography, geopolitics, humanitarian action and geographies of conflict and war.
