The fields of global health and international relations are increasingly concerned with the responsibilities of nations to respond to disease outbreaks in a way that safeguards their neighbors as well as the broader international community. In Containing Contagion, Sara E. Davies focuses on one of the world's most pivotal (and riskiest) regions in the field of global health—Southeast Asia, which in recent years has responded to a wave of emerging and endemic infectious disease outbreaks ranging from Nipah, SARS, and avian flu to dengue and Japanese encephalitis. Between 2005 and 2010, Davies explains, Southeast Asian states, despite having vastly different health system capacities and political systems, repeatedly committed to pursue a collective approach to the communication of outbreaks. Davies draws on newly gathered data and extensive field interviews to explore how these states implemented the revised International Health Regulations (IHR) through the deliberate alignment of political interests and regional cooperation. Examining why these Southeast Asian states adopted a collective approach, Davies also describes the complications that ensued and traces the consequences of this approach. The first book to explore what problems exist in the relationship between international relations and health, Containing Contagion frames contrasting views of global health agency within the current crises that are facing global health. Pol Pot's Khmer Rouge regime ruled Cambodia from 1975 to 1979, and Indonesian forces occupied East Timor from 1975 to 1999. This book examines the horrific consequences of Cambodian communist revolution and Indonesian anti-communist counterinsurgency. It also chronicles the two cases of indigenous resistance to genocide and extermination, the international cover-ups that obstructed documentation of these crimes, and efforts to hold the perpetrators legally accountable. The perpetrator regimes inflicted casualties in similar proportions. Each caused the deaths of about one-fifth of the population of the nation. Cambodia's mortality was approximately 1.7 million, and approximately 170,000 perished in East Timor. In both cases, most of the deaths occurred in the five-year period from 1975 to1980. In addition, Cambodia and East Timor not only shared the experience of genocide but also of civil war, international intervention, and UN conflict resolution. U.S. policymakers supported the invading Indonesians in Timor, as well as the indigenous Khmer Rouge in Cambodia. Both regimes exterminated ethnic minorities, including local Chinese, as well as political dissidents. Yet the ideological fuel that ignited each conflagration was quite different. Jakarta pursued anti-communism; the Khmer Rouge were communists. In East Timor the major Indonesian goal was conquest. In Cambodia, the Khmer Rouge's goal was revolution. Maoist ideology influenced Pol Pot's regime, but it also influenced the East Timorese resistance to the Indonesia's occupiers. Genocide and Resistance in Southeast Asia is significant both for its historical documentation and for its contribution to the study of the politics and mechanisms of genocide. It is a fundamental contribution that will be read by historians, human rights activists, and genocide studies specialists.

The book asks, can NHRIs overcome its weaknesses and provide protection, including remedies, to victims of human rights abuses? Assessing NHRIs’ capacity to do so is vital as the future of human rights protection lies at the national level, and other parts of the architecture—the ASEAN Intergovernmental Commission on Human Rights (AICHR), and the international mechanism of the Universal Periodic Review (UPR)—though helpful, also have their limitations. The critical question the book addresses is whether NHRIs individually or collaboratively provide protection of fundamental human rights. The body of work offered in this book showcases the progress of the NHRIs in Southeast Asia where they also act as a barometer for the fluid political climate of their respective countries. Specifically, the book examines the NHRIs’ capacity to provide protection, notably through the pursuit of quasi-judicial functions, and concludes that this function has either been eroded due to political developments post-establishment or has not been included in the first place. The book’s findings point to the need for NHRIs to increase their effectiveness in the protection of human rights and invites readers and stakeholders to find ways of addressing this gap.

Book excerpt: In Human Rights and Participatory Politics in Southeast Asia, Catherine Renshaw recounts an extraordinary period of human rights institution-building in Southeast Asia. She begins her account in 2007, when the ten members of the Association of Southeast Asian Nations (ASEAN) signed the ASEAN charter, committing members for the first time to principles of human rights, democracy, and the rule of law. In 2009, the ASEAN Intergovernmental Commission on Human Rights was established with a mandate to uphold internationally recognized human rights standards. In 2013, the ASEAN Human Rights Declaration was adopted as a framework for human rights cooperation in the region and a mechanisim for ASEAN community building. Renshaw explains why these developments emerged when they did and assesses the impact of these institutions in the first decade of their existence. In her examination of ASEAN, Renshaw asks how human rights can be implemented in and between states that are politically diverse—Vietnam and Laos are Communist; Brunei Darussalam is an Islamic sultanate; Myanmar is in transition from a military dictatorship; the Philippines and Indonesia are established multiparty democracies; while the remaining members are less easily defined. Renshaw cautions that ASEAN is limited in its ability to shape the practices of its members because it lacks a preponderance of democratic states. However, she concludes that, in the absence of a global legalized human rights order, the most significant practical advancements in the promotion of human rights have emerged from regional institutions such as the ASEAN.
