Book excerpt: The Amnesty International Report 2012 documents the state of human rights in 155 countries and territories in 2011. Throughout the year the demand for human rights resounded around the globe. The year began with protests in countries where freedom of expression and freedom of assemblywere routinely repressed. But by the end of the year, discontent and outrage at the failure of governments to ensure justice, security and human dignity had ignited protests across the world. A common strand linking these protests, whether in Cairo or New York, was how quick governments were to prevent peaceful protest and silence dissent. Those who took to the streets displayed immense courage in the face of often brutal crackdowns and overwhelming use of lethal force. In a year of unrest, transition and conflict, too many people are still denied their most basic rights. As demands for better governance and respect for human rights grow, this report shows that world leaders have yet to rise to the challenge.

The report is divided into six chapters, featuring a combination of analysis of cities' resilience activities and short stories from cities on good practice in urban disaster risk reduction. Chapters one and two draw conclusions on the core building blocks and enabling factors for urban resilience and the Campaign's role in driving disaster risk reduction awareness and action. Chapter three identifies key trends in resilience building at local level. Chapter four reviews cities' activities against the Ten Essentials developed by the Campaign. The minimum data set for health workforce registry provided in this document can be used by ministries of health to support the development of standardized health workforce information systems. The minimum data set allows standardization of data values within existing electronic human resources for health (HRH) information systems. When used appropriately by information systems designers and software developers, a functional electronic health workforce registry can be designed to enable health workforce data interoperability, i.e. the ability to exchange health workforce data between software applications and computer systems within broader sub-national or national health information systems. Through this approach, rapid aggregation and display of health workforce data for decision-making can be fully realized.

While research practices are often understood within a clean/dirty binary, Biruk shows that data are never clean; rather, they are always “cooked” during their production and inevitably entangled with the lives of those who produce them. Examining how the relationships among fieldworkers, supervisors, respondents, and foreign demographers shape data, Biruk examines the ways in which units of information—such as survey questions and numbers written onto questionnaires by fieldworkers—acquire value as statistics that go on to shape national AIDS policy. Her approach illustrates how on-the-ground dynamics and research cultures mediate the production of global health statistics in ways that impact local economies and formulations of power and expertise.

Book excerpt: REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.
