In fact, the impact of human resource management policies and practices on firm performance is an important topic in the fields of human resource management. The high performance work practices may include comprenhensive employee recruitment, selection procedures, incentive compensation and performance management system, and implementing employee engagement, training strategies, which can improve the knowledge, skills, and abilities of a firm's current and potential employees. However, when many employees work in one poor office or warehouse working environment in long time, then poor working environment will influence their performance to be poor.However, arguments made in related research are that a firm's current and potential human resources are important considerations in the development and execution of the firm's strategic plan. It brings this question: How and why organization's human resource development plan which can assist to raise employee individual productive efficiency. I shall assume that one organizational human resource policies, if it is effective, then it can bring properly contribution to provide a diect and economically significant contribution to the firm.An organization's effective HR department development and facility management strategy is needed to support by the development and vaidation of an instrument that reflects the system of high performance work practices adpted by the firm's employees. Then, if the organization has high performance work practices, it implies that its all employees had adopted its working environment to do every task efficiently. The reasons include as below points: The first point, their employees must add value to the firm's production processes from effective training methods to achieve raising levels of individual performance successfully.The second point, the skills to the firm seeks must be rare. So, the firm's employees can have rare skills to contribute to their organization to compare the other similar industry's organizations, their owning general ordinary skills of employees. So, rare skillful employees and effective training both methods which will be important factors to assist different departments to improve performance and raise productive efficiency more easily. Also, it implies that an effective Hr department will have above characteristics when the organization's human resource department owns above these competitive advantages. Then, achieving the raising productivity and efficiency aim will achieve more easily.

In general, compensation can be divided into the categories of base pay ( equity as a basic for fairness , benefit, e.g. health care insurance, salary , wages, incentive compensation ( e.g. bonuses, deferred compensation, stock or share options) and perks e.g. club membership, use of the company's private mountain, beach for holiday entertainment or sport activities e.g. free golf sport and company 's automobiles to provide to employees to drive in their private time.Craig, E. A (2011) indicated that although small business has less employees , but it also needs compensation adjustments. The reasons include: (1) performance-based increases i.e. a rise, (2) annual wage adjustments e.g. cost of living increases to remain with what comparable businesses are paying and corrective adjustments to more pay for a position into with other position in the business increases are considered to be a key component of compensation by managers and non-management employers alike. The difference between one small organization's and one large organization's performance based increase is possible that one large organization has more a rise amount of performance -based increases in every time performance review. Otherwise, one small organization has less a rise amount of performance -based increases in every time performance review.

It is one very important question to be worth to any organizations' considerations. Because if the organization's human resource department can not achieve it's aim to raise employee individual efficient aim or raise product number productive aim or improve service performance aim to let their customers or managers to earn positive emotion feedback. Then, it seems that the organization's human resource department can not bring valued attribution to let its organization to earn long term economic or non-economic positive benefits from its overall employees' performance in its organizations. So, it means that it doe not need to set up one human resource department to assist the ineffective organization's human resource department. It is one non-essential effective department to the ineffective organization, even it is wasting time and management's nervous and effort and resource to develop its internal human resource department to be grown up. Then, any one of these factors can bring benefits, such as the raising productive efficiency or the improving service performance or the raising productive number etc. different human resource related benefits to the organization.Jean, W (et al.) (pp64-65,2004) stated one case study, it concerns both organizations of Quarriers and Richmond fellowship Scotland ( RFS), they have grown rapidly and diversified since the mid-1990s. For example, they are increasingly delivering services, such as support for people with learning disabilities within individual's communities rather than in large scale residential projects, key informants in both organizations felt that the organizations were now at a critical point in their organizational life cycles. However, they indicated these both organizations were encountering challenges: retaining their cutting edge innovation, when controlling the level of bureaucracy that accompanies growth. At the time of this research RFS employed around seven hundred 700 staff and Quarriers nearly one thousand 1,000. Both organizations have well -developed HRD strategies and practices, ( including supervision), are recognized as investors in people and providing training for managers as developers. They also aspire to be learning organizations. It seems that both organizations therefore provided appropriate working environments to explore the development behaviors of line managers.

They only like to spend time to attend one time training course finishing or sometime attend in house training courses in their companies. They feel that company is wasting their working time to learn non-essential or unuseful knowledge or skill. So, when a Japan firm needs overseas western staffs need to often be trained, it will bring the western staffs choose to leave its company earlier. So, Japan firm needs to concern continue lifetime training method whether it is suitable to any western countries' staffs to be accepted to spend working time to learn extra new skills or knowledge. For this working suitation example, if one western employee feels busy that he/she needs to finish whose current tasks today immediately, but the company will need he/she attends the training course to learn immediately. Then, it will bring he/she feels worry anout whether he/she can finish his/her tasks today to avoid whose superviser feels angry. Hence, how to arrangement suitable training time , that is imporant factor to influence the western staffs to feel whether the Japan employer really considerate their work need. Hence, Japan human resource management needs to concern how the immediate short -term training course impact will bring western countries employees' complaints and dissatisfaction. Consequently, it is important to influence western employees' performance to be poor of the Japan firm skill needs some countries' western employees often need to attend training courses to learn something immediately.
