Book excerpt: The Navy in 1973 instituted a Human Goals Plan to ensure both a high level of combat effectiveness and personnel excellence. For the current study, scores earned by ships during Refresher Training (REFTRA) were used as a dependent measure of combat effectiveness or readiness for combat. The indices on the Human Resource Management (HRM) Survey were used as the independent measure of personnel or organizational excellence. The nature and strength of the relationship between these two measures is the focus of this study. It was hypothesized that the more effective the human resource management system within a ship, the higher the REFTRA scores. REFTRA scores were obtained for 34 ships that had been surveyed as part of the HRM program. Each ship had either one or two scores, depending on which type of REFTRA--full or interim--has been conducted. Using the overall weighted REFTRA averages for the 16 ships that had undergone full REFTRA, the correlation coefficients between REFTRA and those perceptions assessed by the HRM Survey strongly supported the research hypothesis. All coefficients were in the predicted direction and over half reached significance at the .01 level of confidence. The highest correlations were found with indices that stressed team effort and coordination. The strongly positive relationships were not sustained using the unweighted averages of interim REFTRA. Comparison of extreme groups on the HRM Survey indices revealed that the high HRM ships scored up to 4.16 points higher in REFTRA. (Author).

For example, it has reduced crew sizes on some of its surface ships and has moved from instructor-led to more computer-based training. This report reviews the training, size, composition, and capabilities of the Navy¿s ship crews. It assesses the extent to which the Navy: (1) used valid assumptions and standards in determining crew sizes for cruisers and destroyers; and (2) has measured the impact of changes to its training programs, incl. the time it takes personnel to achieve various qualifications. This report analyzed Navy procedures for determining crew size compared to guidance, and analyzed current Navy metrics to measure training impact.

Book excerpt: This is the final report describing the development of a current-value human resources accounting (HRA) methodology. Current-value HRA is designed to aid management in decision making. Its goal is to provide information about the effects of organizational policies and practices on the value of organizations' human resources. This report summarizes two phases of activity. Phase 1 investigated the nature of the relationship between the human organization and organizational effectiveness. Phase 2, called value attribution, involved three steps: (1) the prediction of changes in performance, (2) the determination of the dollar value of these changes, and (3) the capitalization and discounting of these (future) dollar values. The results indicate that even small changes in the human organization can yield significant increments or decrements in future performance. A number of procedural and ethical issues, discussed in the report, still remain. However, the findings clearly indicated that current-value systems of human resources accounting are feasible in both civilian and Navy settings.

Book excerpt: The United States Navy primary warfighting instrument is the carrier battle group, centered around the aircraft carrier and its embarked power projection force. Measuring the readiness of this unit is of primary importance to both the combatant commander charged with utilizing the force and the Service Chief charged with providing the force. The current method of reporting readiness to the Commander in Chief of the command utilizing the force fails to accurate assess the perform this function. This failure is manifest in how training is conducted, when training is conducted, and training is reported. Funding constraints limit when and to what degree training is accomplished. Training timelines have constricted as a result of funding, and many separate elements within the battle group have to vie for available time and resources to meet separate required events. A new set of reports is required to solve these problems. The current report is still required to identify funding requirements to execute the National Military Strategy. However, better reports can be made that combine training and doctrine, levels of training and levels of war, and who the benefit of training is and who reports training accomplishment. Tinkering with existing systems that are not designed to generate the report required by the combatant commander at the tip of the spear is not the answer.

Book excerpt: Ten existing Navy data systems were reviewed to determine the feasibility of employing data from existing Navy records and data bases to identify Human Resource Management Needs and as indicators of operational readiness. Possible data sources were identified and personnel knowledgeable about the characteristics of the data system were interviewed. The results of the investigation suggested that using existing data sources as indicators is feasible but a considerable amount of additional research would be required before these existing data sources could be categorized as reliable and valid. The extensive information collection system already in use as part of various Navy data systems suggests that steps to increase data reliability for use as human resource or operational readiness indicators are to be preferred over developing new data systems.
