Book excerpt: This paper provides an overview of what is actually known about the relationship between climate change and human mobility in West, East and Southern Africa - the most affected regions of Sub-Saharan Africa. Although there is a general lack of data on "climate migration", trends can be deduced from the growing number of case studies and research projects. This paper also formulates some recommendations for German and European development policies for addressing "climate migration" in Africa. The adverse effects of climate change in the three regions are mainly linked to increasing rainfall variability and a higher frequency or intensity of floods and droughts. These effects are a major challenge for human security. The consequences for human mobility, which range from forced displacement to circular labour migration, are embedded in a complex and very context-specific set of political, social, economic, cultural and ecological factors. Due to generally fragile contexts and armed conflicts, the risk of forced displacement in the context of climate change is probably the highest in the Horn of Africa. In all three regions, many households affected by climate change can be considered "trapped" - mobility is not an option for them at all. If mobility is possible, it often takes the form of individual and circular labour migration. Under favourable circumstance (e.g. in the absence of labour exploitation), money earned by migrants might help their households to compensate or at least mitigate the losses induced by climate change ("migration as adaptation"). The ideal political response towards human mobility in the context of climate change is to avoid forced displacement, to maximise positive mechanisms of migration and to minimise negative aspects like labour exploitation. This demands a multi-sectoral and multi-level policy approach. To achieve this, we have formulated the following recommendations: Capacity building and bridging gaps between different policy fields. Dialogue processes between the different (policy) fields and communities need to be fostered. As concepts of migration differ significantly between relevant policy fields, a common understanding of the challenges related to human (im-)mobility in the context of climate change has to be created. Multi-level governance and local empowerment. Open policy spaces should be established and more resources mobilised to strengthen vulnerable groups and communities, which have so far only played a marginal role in relevant policy processes. Collection of data and best practices. The creation of an appropriate database and documentation of best practices regarding the complex problems of local vulnerability and the role of human mobility is absolutely essential for further action. There are severe gaps in this regard.

Book excerpt: Largely due to the potential threats to development, and human lives of well known climate changes, the World Bank is getting involved in a range of activities under the subject. The note focuses on climate changes in Africa, and, although it is argued that greenhouse gas (GHG) emissions from development projects in Africa should be paid minor attention, - because GHG emissions from Africa are negligible on a global scale; industrial countries should be the ones to bear major costs of reducing GHG emissions; and, due to the complex, tentative nature of potential impacts resulting from climate change - these factors do not mean that emissions are irrelevant in the African context. It is anticipated that changes in climate will result in adverse socioeconomic impacts in Africa, related to factors associated with the vulnerability of society, and the sensitivity of the environment. There is high dependency on bio-fuels, and agriculture and forestry, aggravated by restricted population mobility, poor health facilities, high population growth, and low material standards. Whereas concerns of climate change in development projects are prevalent, other factors need further attention: the trans-boundary, and global effects of climate change; cumulative effects of GHG emissions; the complexity in assessing climate change impacts at regional levels; international responsiveness to climate changes, due to the challenging nature of national sector policies, and institutional frameworks; and, the significance of climate change impacts on the socioeconomic environment.

Book excerpt: Whereas South American countries are experiencing increased population movements in the context of climate change, the international climate governance agenda calls for the adoption of specialised legislation and for enhanced cooperation among different policy frameworks. The revision and update of the Nationally Determined Contributions (NDCs) provide a window of opportunity to mainstream human mobility discussions in climate policy frameworks and, thus, support the uptake of effective measures to address the topic. This briefing paper provides an overview of how the climate change-human mobility nexus has been addressed in the NDCs submitted thus far by South American countries and identifies pathways towards improved management of population movements in revised NDCs. To date, a partial integration of the human mobility perspective prevails: References to the topic indicate a slow - but progressive - acknowledgment of the impacts of a changing climate in vulnerable communities, which may include human displacement. Given the urgent need to move forward from the recognition of the topic to the establishment of effective measures to tackle forced population movements associated with the impacts of climate change, the updating of NDCs - currently under way in the region - entails an opportunity to incorporate strategies aimed at enhancing the management of human mobility. Ongoing discussions linked to the inclusion of the human mobility dimension should happen in a holistic manner, taking socio-environmental approaches into consideration. Human displacement and adaptation to climate change are akin processes that need to be aligned with mitigation and related measures. An improved adaptation component of NDCs depends on the participation of distinct actors (such as national departments and agencies, as well as non-governmental and civil society organisations focussed on climate adaptation) at the national level, and not only those dealing with mitigation strategies. Likewise, it should take the incorporation of practical and evidence-based measures into account. These include, for instance, methods to promote the consultation and effective participation of affected communities and strategies to strengthen their resilience. Furthermore, revised NDCs should call for governance and legal frameworks that include a clear definition of roles and the establishment of effective measures, rooted in the commitment to protect the human rights of affected and vulnerable populations. Revised NDCs should set up policy options to prepare for and respond to human displacement, aiming to reduce communities' vulnerability and exposure. The recognition of human mobility in the context of climate change as a common challenge faced by South American countries entails a window of opportunity to enhance the development of effective measures to address the topic, as well as to foster the implementation of coherent long-term strategies that go beyond short-term political priorities.

Book excerpt: There is an increased recognition of human mobility responses to climate change among policy-makers and stakeholders. At the global level, the Global Compact for Safe, Regular and Orderly Migration (GCM) highlights this intersection of climate change and migration. In addition, follow-up processes to the Paris Agreement highlight human mobility outcomes from climate impacts. This policy brief argues that while there is a recognition of climate migration at the international and national levels, implementation at the sub-national level where pertinent migration is happening, is far from adequate. At the national level, Ghana and Senegal have signed on and engaged in follow-up processes of the GCM and the Paris Agreement. Furthermore, they have in different ways highlighted climate migration as a key policy area. For Senegal, there is a mandate to include climate change and migration along with three other priority areas for all development plans in the country. On the other hand, Ghana's national migration policy identifies climate change as a key area for policy attention. These reflect recognition of climate change and human mobility as a policy issue at the national level. However, there appear to be gaps in the implementation of these mandates and policy frameworks locally. Hence, there is a need to further investigate the patterns, weaknesses and strengths of climate (im)mobility strategy implementation at the sub-national level. This policy brief presents insights based on case studies of two West African cities, Accra and Dakar, which are relevant to urban climate (im)mobility governance because human mobility patterns are well established internally and from countries in the West African region, as are the influences of climate change on these mobility patterns. Because cities attract migrants, they offer insights into sub-national climate (im)mobility governance. It is, however, important to note the difficulty of isolating climate change as a driver of human mobility since it interacts with several other drivers (Black, Bennett, Thomas, & Beddington, 2011; Ekoh, Teron, & Ajibade, 2023). Regardless of the drivers of human mobility, city authorities have a responsibility to support their resident populations, and with increasing climate threats, they have a duty to support climate adapta-tion and resilience building within the city. This policy brief outlines three major challenges associated with addressing the human mobility dimension of climate change locally, under existing frameworks and agreements: (1) City authorities have limited competencies in governing migration, including climate-induced migration. (2) Cities have limited resources and capacity to adapt to climate change and the associated (im)mobility dimensions. (3) At the local level, human mobility and climate change are mostly treated as separate issues in the absence of an integrated policy framework on climate (im)mobility. The recommendations in this policy brief are addressed to national governments, local authorities and donors; they highlight how to move from global and national recognition to action so that cities/local authorities are better prepared to support migrants: • A whole-of-government approach is necessary at all levels to address the crosscutting issue of climate change and human mobility. This should be part of a new or updated national migration policy that gives local authorities/cities a clear role to play in human mobility and climate change. • National governments and donors need to support local authorities and non-state actors, such as non-governmental organisations and civil society organi-sations, with funding and investment in capacity building towards the design and implementation of climate (im)mobility strategies. • Urban action plans should clearly reflect climate (im)mobility strategies given current trends and projections of increased mobility towards cities like Accra and Dakar.

It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
