Book excerpt: At the request of NASA, an IOM committee reviewed NASA Human Research Program's (HRP's) Scientific Merit Assessment Processes for directed research. Directed research is commissioned or noncompetitively awarded research that is not competitively solicited because of specific reasons, such as time limitations or highly focused or constrained research topics. The scientific merit assessment processes have been developed by NASA to evaluate individual directed research tasks in order to ensure the scientific integrity of the HRP's directed research portfolio. The committee examined the HRP's current scientific merit assessment processes and conducted a public workshop to identify best practices among other federal agencies that use various assessment processes for similar types of directed research. Review of NASA Human Research Program's Scientific Merit Processes: Letter Report finds that the scientific merit assessment process used by the HRP for directed research is scientifically rigorous and is similar to the processes and merit criteria used by many other federal agencies and organizations - including the Department of Defense, National Institutes of Health, and the United States Department of Agriculture - for comparable types of research. This report also makes recommendations on ways to streamline and bolster the accountability and transparency of NASA's current processes.

Book excerpt: Ever since the United States began producing and testing nuclear weapons during World War II, the effects of ionizing radiation on human health and the environment have been a serious public concern. The Worker and Public Health Activities Program was established more than 20 years ago to study the consequences of exposure to ionizing radiation and other hazardous materials from Department of Energy operations to workers and members of the surrounding communities. In 2005, the National Academies convened an expert committee to conduct a review of the Worker and Public Health Activities Program, which is operated by the Department of Health and Human Services (HHS) at Department of Energy (DOE) nuclear facilities under a Memorandum of Understanding (MOU) with DOE. Review of the Worker and Public Health Activities Program Administered by the Department of Energy and the Department of Health and Human Services concludes that the program has used sound research methods and generally has enhanced public understanding of the risks involved. However, the report recommends that more two-way communication between the agencies and workers and members of the public is needed. The report also explores the ways in which the agencies involved could develop a more coordinated, effective, and thorough evaluation of the public health concerns involved in cleanup and remediation activities at Department of Energy sites.

Book excerpt: The medical research landscape in the United States is supported by a variety of organizations that spend billions of dollars in government and private funds each year to seek answers to complex medical and public health problems. The largest government funder is the National Institutes of Health (NIH), followed by the Department of Defense (DoD). Almost half of DoD's medical research funding is administered by the Congressionally Directed Medical Research Programs (CDMRP). The mission of CDMRP is to foster innovative approaches to medical research in response to the needs of its stakeholdersâ€"the U.S. military, their families, the American public, and Congress. CDMRP funds medical research to be performed by other government and nongovernmental organizations, but it does not conduct research itself. The major focus of CDMRP funded research is the improved prevention, diagnosis, and treatment of diseases, injuries, or conditions that affect service members and their families, and the general public. The hallmarks of CDMRP include reviewing applications for research funding using a two-tiered review process, and involving consumers throughout the process. Evaluation of the Congressionally Directed Medical Research Programs Review Process evaluates the CDMRP two-tiered peer review process, its coordination of research priorities with NIH and the Department of Veterans Affairs, and provides recommendations on how the process for reviewing and selecting studies can be improved.

Begun in 1986 with three centers, there are now fourteen. In response to a CDC request to evaluate the program, Linking Research and Public Health Practice examines the vision for the prevention research centers program, the projects conducted by the centers, and the management and oversight of the program. In conducting the evaluation, the IOM committee took a broad view of how prevention research can influence the health of communities, and considered both the proximal risk factors for disease prevention and the more distal conditions for health promotion and improved equity in the distribution of risk factors. Traumatic Injury Research at NIOSH is the sixth report in the series Reviews of Research Programs of the National Institute for Occupational Safety and Health. The Committee to Evaluate the NIOSH Traumatic Injury Research Program found the program's research during 1996-2005 (the evaluation period for this review) relevant to reducing the burden of traumatic injury in the workplace and to have contributed to improvements in worker health and safety. To continue to reduce injuries and deaths to workers due to trauma, the committee recommended that the TI Research Program continue setting goals within the program's scope and resources; work with other federal agencies that support injury prevention and control research to outline areas of collaboration; embark on a program to increase the visibility of traumatic injury research; develop a strategic plan for evaluating its research-to-practice efforts and for building the capacity to carry out these efforts; and consider research on the safety impacts of changes in the nature of work as well as intervention research targeting organization policies and practices.
