Humans operating in the complex military system must possess the knowledge, skills, abilities, aptitudes, and temperament to perform their roles effectively in a reliable and predictable manner, and effective military management requires understanding of how these qualities can be best provided and assessed. Scientific research in this area is critical to understanding leadership, training and other personnel issues, social interactions and organizational structures within the military. The U.S. Army Research Institute for the Behavioral and Social Sciences (ARI) asked the National Research Council to provide an agenda for basic behavioral and social research focused on applications in both the short and long-term. The committee responded by recommending six areas of research on the basis of their relevance, potential impact, and timeliness for military needs: intercultural competence; teams in complex environments; technology-based training; nonverbal behavior; emotion; and behavioral neurophysiology. The committee suggests doubling the current budget for basic research for the behavioral and social sciences across U.S. military research agencies. The additional funds can support approximately 40 new projects per year across the committee's recommended research areas. Human Behavior in Military Contexts includes committee reports and papers that demonstrate areas of stimulating, ongoing research in the behavioral and social sciences that can enrich the military's ability to recruit, train, and enhance the performance of its personnel, both organizationally and in its many roles in other cultures.

Book excerpt: From the preface: "The 1966 'Human Factors' edition focused on the contemporary threat of Maoist insurgencies, particularly in Southeast Asia, and also drew extensively on World War II resistance movements in Europe. Much of this information is still relevant and has been retained and integrated. In the post-Cold War world, the most important insurgencies tend to be ethnic and religious. Long-simmering conflicts, sometimes with roots in colonial policies, have become prominent; examples include the Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka, Euskadi Ta Askatasuna (Basque Homeland and Freedom or ETA) in Spain, the Hutu-Tutsi genocides, the Ushtia �lirimtare e Kosov�s (Kosovo Liberation Army, or KLA), and the Provisional Irish Republican Army (PIRA). Battle lines in these conflicts are often drawn along ethnic lines, even when land or politics are the immediate issues in contention. Compared with what was available in the 1960s, there are orders of magnitude more academic research available relevant to this study's topics. We were able to draw on more recent work in psychology, political science, economics, sociology, organizational studies, and communications studies. From the editor: "71F, or "71 Foxtrot," is the AOC (area of concentration) code assigned by the U.S. Army to the specialty of Research Psychology. Qualifying as an Army research psychologist requires, first of all, a Ph.D. from a research (not clinical) intensive graduate psychology program. Due to their advanced education, research psychologists receive a direct commission as Army officers in the Medical Service Corps at the rank of captain. In terms of numbers, the 71F AOC is a small one, with only 25 to 30 officers serving in any given year. However, the 71F impact is much bigger than this small cadre suggests. Army research psychologists apply their extensive training and expertise in the science of psychology and social behavior toward understanding, preserving, and enhancing the health, well being, morale, and performance of Soldiers and military families. As is clear throughout the pages of this book, they do this in many ways and in many areas, but always with a scientific approach. This is the 71F advantage: applying the science of psychology to understand the human dimension, and developing programs, policies, and products to benefit the person in military operations. This book grew out of the April 2008 biennial conference of U.S. Army Research Psychologists, held in Bethesda, Maryland. This meeting was to be my last as Consultant to the Surgeon General for Research Psychology, and I thought it would be a good idea to publish proceedings, which had not been done before. As Consultant, I'd often wished for such a document to help explain to people what it is that Army Research Psychologists "do for a living." In addition to our core group of 71Fs, at the Bethesda 2008 meeting we had several brand-new members, and a number of distinguished retirees, the "grey-beards" of the 71F clan. Together with longtime 71F colleagues Ross Pastel and Mark Vaitkus, I also saw an unusual opportunity to capture some of the history of the Army Research Psychology specialty while providing a representative sample of current 71F research and activities. It seemed to us especially important to do this at a time when the operational demands on the Army and the total force were reaching unprecedented levels, with no sign of easing, and with the Army in turn relying more heavily on research psychology to inform its programs for protecting the health, well being, and performance of Soldiers and their families."

The situational force scoring (SFS) methodology has been developed to better account for situation-dependent combined arms effects in aggregate combat. This Note describes the SFS methodology and its current and planned applications in the RAND Strategy Assessment System. It presents an overview of the four-stage process of the SFS methodology: varying asset strength as a function of the combat situation, varying the force strength as a function of asset mix, performing combat assessment, and calculating casualty distribution. It also discusses some optional calculations that can be performed, including conserving scarce assets at the cost of reduced combat effectiveness, accounting for extreme differences between lethality and vulnerability, and accounting for different generations of armor and anti-armor assets.

The men and women who served in World War II are routinely praised as heroes; the “Greatest Generation,” after all, triumphed over fascism and successfully reentered postwar society. Veterans of the Vietnam War, on the other hand, occupy a different thread in the postwar narrative, sometimes as a threat to society but usually as victims of it; these vets returned home to a combination of disdain, fear, and prolonged suffering. And until very recently, both the public and historians have largely overlooked veterans of the Korean War altogether; the hit television show M*A*S*H was set in Korea but was more about Vietnam. Long Journeys Home explores the veteran experience of World War II, Korea, and Vietnam. It examines and dissects the various myths that have grown up around each of these wars. Author Michael D. Gambone compares and contrasts the basic elements of each narrative, including the factors that influenced the decision to enlist, the impact of combat on life after the war, the struggles of postwar economic adjustment, and participation in (or withdrawal from) social and political activism. Gambone does not treat these veterans monolithically but instead puts each era’s veterans in historical context. He also explores the nuances of race, gender, and class. Despite many differences, some obvious and some not, Gambone nonetheless finds a great deal of continuity, and ultimately concludes that Korean and Vietnam veterans have much more in common with the Greatest Generation than was previously understood.
