Book excerpt: This study has presented data relating to human development in Nagaland and made an attempt to observe regularities in the same that may be meaningful for devising development policies. The findings indicate that per capita income, human development index and gender-related development index are only poorly correlated with the health indicators such as IMR, IMRM and IMRF. Only the measures of educational attainment are appreciably correlated with PCY, HDI and GDI. The paper concludes that the reliability of data reported by a socio-economic system is dependent on the level of development of the system. Underdeveloped socio-economic systems report highly unreliable data. This is not only regarding the figures of income; this is also true of the figures on measures of attainment in matters of health and education. Official data on these variables are thrown up by a system that is administratively motivated and unsupervised with regard to their economic and developmental meaning. Use of such data, whether they pertain to income or any other measure of development, is not dependable for policy decisions meaningful to fostering development.

It starts with the role of human capital in influencing productivity, employment and growth of employment. The chapters show that Indian States that have been neglecting schooling and health facilities have become victims in terms of low productivity and lower rates of employment. Consequently, employment cannot be increased without spending on education and health. Furthermore, the unorganised sector in India cannot provide gainful employment as productivity in this sector is low and is also declining. Skill intensity influences mainly productivity in the organised sector. As a result, states that have been neglecting human capital would lose on both counts. The chapters also reveal that human capital could be substituted for energy use and help in reducing energy consumption and pollution. India is also one of the important exporters of human capital and the non resident Indians send remittances back to India. The volume indicates that remittances play a significant role in poverty reduction and increase in per capita consumption levels. In addition remittances, unlike foreign direct investments and portfolio investments, are less erratic and are not influenced by slowdown in the world economy. Poverty could also be directly attacked through the use of anti poverty programmes like NREGA. This volume provides an analytical framework and a theoretical model to analyse the impact of these programmes to examine their influence on labour demand, income, prices and productivity. The volume also emphasises the crucial role of the government in directly running education institutions. As seen from the volume government run engineering institutions are technically more efficient than the private run ones.

This monograph makes an attempt to conceptualize development, consisting of eight dimensions – material prosperity, education, health, economic security, personal security, environmental conditions, political voice and social connections. The authors implement this multidimensional concept to design not only an overall index of development (DI) for Indian states but also three sub indices, human development (HD), security (SEC) and voice and confidence (VC), that broadly represent three distinct aspects of development. The results clearly show that state level performances vary considerably across the various dimensions of development. No state does uniformly well or badly across all levels, thereby exposing the fallacy of branding the development experience of a particular state as ideal based on its achievement on some aspects of development. Since good performance in one dimension does not ensure doing well on other dimensions too, it would be inappropriate to ignore the performances on the three sub-indices and the eight dimensions. Recognition of such diversity of performance is particularly important in a federal structure, like India, where different states may have different development priorities. This study will enable states to reflect on whether they have been performing according to their priorities and if not, they may choose to tweak their policies or their development strategies. It is impossible to capture HD at the local and global scale with only a single index, because differences in HD at the international scale are caused by ‘general’ factors, whereas local-scale differences are influenced by ‘specific’ factors. This book offers a variety of methods for scientifically mapping HD at any spatial scale. It covers how to rationally select variables; how to test the models; how to validate the results, and how to analyze them. For this purpose, it employs a case study on an Indian district. The socio-economic factors regulating the patterns of HD are now more complex than they were only a few decades ago, making it essential to incorporate newer models in order to successfully ‘replicate’ the real-world situation. Accordingly, the book offers essential methodological tools & techniques for mapping HD. It sheds new light on a handful of statistical multivariate analysis and machine learning algorithms that are rarely used in the social sciences when dealing with HD, yet have sound mathematical and statistical bases.
