Book Human Capital Flight

Download or read book Human Capital Flight written by International Monetary Fund and published by International Monetary Fund. This book was released on 1994-12-01 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper analyses the impact of government tax and subsidy policy on immigration of human capital and the effect of such immigration on growth and incomes. In the context of a two-country endogenous growth model with heterogeneous agents and human capital accumulation, we argue that human capital flight or “brain drain” arising out of wage differentials, say because of differences in income tax rates or technology, can bring about a reduction in the steady state growth rate of the country of emigration. Additionally, permanent difference in the growth rates as well as incomes between the two countries can occur making convergence unlikely. While in a closed economy, tax-financed increases in subsidy to education can have a positive effect on growth, such a policy can have a negative effect on growth when human capital flight is taking place. Since subsidizing higher education is more likely to induce substantial brain drain, it is likely to be inferior to subsidy to lower levels of education if growth is to be increased.

This book was released on 2021-03-02 with total page 289 pages. Available in PDF, EPUB and Kindle. Book excerpt: The USAir Force human capital management (HCM) system is not easily defined or mapped. It affects virtually every part of the Air Force because workforce policies, procedures, and processes impact all offices and organizations that include Airmen and responsibilities and relationships change regularly. To ensure the readiness of Airmen to fulfill the mission of the Air Force, strategic approaches are developed and issued through guidance and actions of the Office of the Deputy Chief of Staff for Manpower, Personnel and Services and the Office of the Assistant Secretary of the Air Force for Manpower and Reserve Affairs. Strengthening US Air Force Human Capital Management assesses and strengthens the various U.S. Air Force initiatives and programs working to improve person-job match and human capital management in coordinated support of optimal mission capability. This report considers the opportunities and challenges associated with related interests and needs across the USAF HCM system as a whole, and makes recommendations to inform improvements to USAF personnel selection and classification and other critical system components across career trajectories. Strengthening US Air Force Human Capital Management offers the Air Force a strategic approach, across a connected HCM system, to develop 21st century human capital capabilities essential for the success of 21st century Airmen.

Book Institutional Development

Download or read book Institutional Development written by International Monetary Fund and published by International Monetary Fund. This book was released on 1997-07-01 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: We examine the issue of technical assistance versus brain drain repatriation as alternative strategies for transferring scarce skills to a skill-poor economy. Technical assistance relies mainly on expatriate skills and labor from the host country, while brain drain repatriation seeks to effect a return of skills that might have been lost in migration. We show that, even in the simplest setting with imperfect information, a surprisingly rich menu of responses is obtained.

Book Flight Capital

Download or read book Flight Capital written by David A. Heenan and published by Davies-Black Publishing. This book was released on 2005 with total page 340 pages. Available in PDF, EPUB and Kindle. Book excerpt: For centuries, the United States has been a magnet for human capital - ambitious, talented immigrants came to make their fortunes and stayed to pump wealth into the U.S. economy. Today America relies more than ever on immigrant brainpower: over half the PhDs working here are foreign born, as are nearly half the physicists, computer scientists, and mathematicians, and many of Silicon Valley's high-tech leaders. But, David Heenan warns, they may not be here long. In Flight Capital, Heenan describes how, within the past decade, America has gone from being the top importer of brainpower to a net exporter. Empowered by the globalization of technology, emerging economies from Iceland to India are using aggressive initiatives to attract top knowledge workers. In a reverse brain drain, hundreds of thousands of the best and brightest in America are returning to their native lands to pursue new opportunities. Heenan recounts the stories of dozens of emigrating professionals in an engaging way to explore the various factors - personal, cultural, economic, and political - that are fueling the exodus. human capital and its consequences for America, at a time when a shortage of talented labor is exacerbated by post-9/11 immigration restrictions. The outflow of brainpower, Heenan argues, threatens U.S. technological and economic preeminence, and even our security, unless quick action is taken. He proposes a dozen hard-hitting measures to correct the situation, both short and long term. Timely and compelling, Flight Capital focuses attention on whether America will continue as a world leader, and on the new forces at play in the global economic community.

Book On the Trail of Capital Flight from Africa

Download or read book On the Trail of Capital Flight from Africa written by Léonce Ndikumana and published by Oxford University Press. This book was released on 2021-12-23 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: On the Trail of Capital Flight from Africa investigates the dynamics of capital flight from Angola, Côte d'Ivoire, and South Africa, countries that have witnessed large-scale illicit financial outflows in recent decades. Quantitative, qualitative, and institutional analysis for each country is used to examine the modus operandi of capital flight; that is, the 'who', 'how', and 'where' dimensions of the phenomenon. 'Who' refers to major domestic and foreign players; 'how' refers to mechanisms of capital acquisition, transfer, and concealment; and 'where' refers to the destinations of capital flight and the transactions involved. The evidence reveals a complex network of actors and enablers involved in orchestrating and facilitating capital flight and the accumulation of private wealth in offshore secrecy jurisdictions. This underscores the reality that capital flight is a global phenomenon, and that measures to curtail it are a shared responsibility for Africa and the global community. Addressing the problem of capital flight and related issues such as trade misinvoicing, money laundering, tax evasion, and theft of public assets by political and economic elites will require national and global efforts with a high level of coordination.

Book Human Capital Flight

Download or read book Human Capital Flight written by and published by . This book was released on 2004 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The next section reviews the conceptual underpinnings of human capital flows from a developmental perspective, followed by a review of the evolution of tertiary education in Africa and its adaptation to the changing systems of knowledge generation and sharing in the global context. [...] Development based on knowledge can indeed make a difference in the pace and extent of improvement in livelihoods and the quality of life of the people in the developing world. [...] However, the sheer magnitude of the capacity gaps to be filled and the wide range of required specialists makes this task daunting both in terms of the financial costs and the expansion of the scope to meet the wide range of specializations now emerging in the context of the knowledge economy. [...] Therefore, the transition to the provision of large-scale and varied tertiary education entails significant supplementary resources from the clients, the development of curricula that are responsive to the needs of clients, and the harnessing of global knowledge systems for enhancing quality and filling gaps in local faculty expertise. [...] The success of these initiatives is paying off in terms of doubling enroll- ment, raising the proportion of privately sponsored students to over 50% of total enrolment and 80% of admissions, and increasing the motiva- tion and salary of faculty.
