The process was designed and tested jointly by the University of North Carolina, the University of Michigan, Partners for Strategic Change, and the USDA Forest Service. Two technologies were evaluated: a fiber-based product and a wood fiber/fiberglass composite technology. The results indicate several different ways in which the technologies might be exploited to produce new commercial products for both domestic and international markets, through licensing of the patents and other agency/industry partnerships. This report represents the initial effort by the Forest Service to work in partnership with business schools to evaluate the commercial potential of patented agency technologies and locate potential licensees and cooperators interested in utilizing the technologies. The Forest Service will seek additional cooperative ventures with university business schools to develop business plans for other patented, but as yet unlicensed, technologies as the next step in the process of commercializing these technologies.

These lessons focus on people and organizations, often enabled by technology. Fundamental change is an intensely human-centric endeavor, not just for the people and organizations aspiring to change, but also for the people helping them. You will meet many of these people in this book as the stories unfold. The genesis of this book originated in a decision made early in the author’s career. He had developed a habit of asking at the end of each day, "What did I really accomplish today?" This was sometimes frustrating as he was not sure the day had yielded any significant accomplishments. One day it dawned on him that this was the wrong question – He needed to ask, "What did I learn today?" It is always possible to learn, most recently about public health and climate change. Book excerpt: The second phase of the Forest and Farm Facility (FFF) aims at supporting forest and farm producers and their organizations (FFPOs) to enable climate-resilient landscapes and improved livelihoods, through the approval of small grants for producers organizations, training and exchanges, and the documentation and dissemination of good practices. The mid-term evaluation highlights the uniqueness of the FFF and its potential to influence global forestry narratives and practices, beyond the sum of its achievements in core countries, and recognizes that the FFF is broadening FAO’s corporate narrative and global positioning on forestry and its interface with agriculture, livelihoods and the environment. The FFF is highly relevant to national contexts with its outcomes well-matching national policies, and to FFPOs priorities and needs; it has effectively applied adaptive management from the onset of Phase II; and it has also contributed to strengthened and expanded partnerships among FFPOs and APEX organizations. The programme achieved satisfactory to highly satisfactory progress towards three of its four outcomes with limited resources, demonstrating high levels of cost-effectiveness. The monitoring and learning system is highly organized and well-coordinated around letters of agreement tracking, but it could improve with the inclusion of an internal results-based monitoring and evaluation system to track the evolution of longer-term results beyond the letter of agreement grant cycle. The FFF is responsive to gender in all countries and to indigenous producer organizations, while the strategy to include youth could be improved.

Book excerpt: The rapid loss of tropical forests, particularly in the developing world, has been a global concern since the late 1980s and has prompted a variety of international initiatives to save the forests. In 1991, the World Bank responded to global concerns and to criticism by nongovernmental organizations by forming a conservation-oriented forest strategy. Managing a Global Resource is an outgrowth of the independent evaluation conducted by the World Bank's Operations Evaluation Department and discusses how effectively that strategy was implemented. In this detailed investigation, Uma J. Lele explores why the loss of forests and biodiversity has been so rapid in some developing countries (Brazil, Indonesia, and Cameroon) and not in others (China, India, and Costa Rica). She assesses future prospects for conservation in these six countries by critically examining their policies, institutional arrangements, and emerging national and international instruments to conserve forests and biodiversity. Together these six countries account for 25 percent of the world's forest cover and 44 percent of the world's population. Managing a Global Resource presents case studies of the forest sectors of each country in the context of overall development policies, interest groups, and governance issues. Lele's investigation finds a fundamental divergence in forest-rich countries between the global objectives of conservation and the local objectives of development and private profit. In some forest-poor countries, in contrast, natural resource loss has led the countries on their own accord to adopt a variety of conservation-oriented policies and programs. Despite the greater congruence between the global and national objectives in these forest-poor countries, competing demands on their resources and the constraints on their policies, institutions, and human capital make it difficult for them to affect forest and biodiversity conservation. Besides a general commitment to promoting the application of operational research (OR) to forest management and forest products industry problems, the FSIG has two concrete mandates: organizing the forestry cluster at the annual CORS conference, and managing the editorial process for forestry-themed special issues of INFOR. The FSIG has been very successful in the first of these two mandates, with record attendance at the forestry cluster over the last four years, hosting of several special sessions, financial and in-kind support from the NSERC Strategic Network on Value Chain Optimization (VCO), and the inauguration of the David Martell Student Paper Prize in Forestry (DMSPPF). This is the first compilation of forestry-themed papers since the inauguration of the CORS FSIG. The six pieces selected for the special issue, now published as a book, feature applications of OR to a wide range of forest management and forest products industry contexts, including supply-chain planning, lumber production planning, demand-driven harvest and transportation planning, and fire-aware wood supply planning. This book was originally published as a special issue of the INFOR: Information Systems and Operational Research journal.
