Whilst it is generally agreed that migration makes a substantial contribution to economic growth, fills gaps in the labour market, and increases investment, innovation and entrepreneurship, and enriches cultural diversity, it needs to be managed. The Government proposes a five-tier framework, to help people understand how the system works and to direct applicants to the category that is most appropriate for them. The tiers are: (1) highly skilled individuals to contribute to growth and productivity; (2) skilled workers with a job offer to fill gaps in the UK labour force; (3) limited numbers of low skilled workers needed to fill specific temporary labour shortages; (4) students; (5) youth mobility and temporary workers, people allowed to work in the UK for a limited period of time to satisfy primarily non-economic objectives. For each tier applicants will need sufficient points to obtain entry clearance or leave to remain in the UK. Points will be awarded according to objective and transparent criteria, giving a structured decision-making process. Applicants in tiers 2 to 5 will need a certificate of sponsorship. The Government aims for a system that better identifies and attracts migrants who have most to offer the UK; is more efficient, transparent and objective; and that improves compliance and reduces the scope for abuse.

The African and the black person are denied the condition of philosophy, apparently driven only by frustration and anger. Stephen Chan’s new book charts the long history of African political thought, from the years of North American slavery, through the development of modern African nationalism and the difficulties of governing new states, to Africa’s political philosophy today, taking on the world as an equal. He dwells at length on major figures from Marcus Garvey and Kwame Nkrumah’s postcolonial generation to Biko, Mandela and Ellen Johnson Sirleaf. He shows their leadership to be inseparable from their ideas, and from those of literary giants including Fanon, W.E.B. Du Bois and Ngũgĩ wa Thiong’o. This is no hagiography: Chan critically examines his thinkers, who also include Mugabe and Mobutu, and expresses concern for the future of Pan-Africanism. This report, from the Culture, Media and Sport Committee (HCP 133-I, session 2007-08, ISBN 9780215521705) examines tourism from a broader perspective, looking at governance, funding, skills and the environment. An earlier report focused on the structure of the tourism industry (HCP 65, session 2002-03, ISBN 9780215007957). The Department for Culture, Media and Sport is the sponsor department for tourism, whilst promotion of UK destinations overseas is the reponsibility of VisitBritain. The English Regional Development Agencies (RDAs) have responsibility for regional tourism. In the past decade there has been little growth in the domestic tourism sector (tourism in the UK) which accounts for 80% of the value to the industry. The Committee expressed a strong reservation in the funding cut to VisitBritain by the DCMS, from £49.9 million to £40 million. This funding cut could also have an impact on the marketing and promotion of UK tourism overseas with the 2012 Olympic Games representing a major opportunity for the UK's tourism industry. The Committee also sees insufficient incentives for local authorities to invest in tourism. The Committee also expresses concern at the lack of confidence displayed by the tourism industry in DCMS. The Committee would like to see tourism becoming a mainstream issue in government. The Committee though does support the Government's initiative in raising the quality of accommodation and an increase those accredited. The UK is perceived to have poor levels of customer service, despite £500 million being spent by the public sector on skills development. The Committee also feels there is too heavy a reliance on a migrant workforce in the tourism industry and greater efforts are needed to employ locally unemployed people.The cost of visting the UK is also expensive, in part due to charges payable by overseas visitors, averaging £207 per person in visa, taxes and other government charges.
