The paper consolidates the hedonic time dummy approach, characteristics approach, and imputation approaches. A practical hedonic methodology is proposed that (i) is weighted at a basic level; (ii) has a new (quasi-) superlative form and thus mitigates substitution bias; (iii) is suitable for sparse data in thin markets; and (iv) only requires the periodic estimation of hedonic regressions for reference periods and is not subject to the vagrancies of misspecification and estimation issues.

The formation and collapse of property bubbles has had a profound impact on the economic administration of many nations. The property price bubble that began around the mid-1980s in Japan has been called the 20th century's biggest bubble. In its aftermath, the country faced a period of long-term economic stagnation dubbed the "lost decade." Sweden and the United States have also faced collapses of property bubbles in the 20th and early 21st centuries, respectively. It has been pointed out that the "information gap" that existed between policy-making authorities and the property (including housing) and financial markets was a problem. In 2009, the IMF proposed the creation of a housing price index to the G20 in order to fill this information gap, and the proposal was adopted. Furthermore, in 2011, it was suggested that the next economic crisis would be caused by a bubble in commercial property prices, and it was decided to create a commercial property index as well. This book provides practical examples of how the theory of property price indexes can be applied to the issues of property as a non-homogenous good and a technological and environmental change.

Book excerpt: We propose a flexible hedonic methodology for computing house price indexes that uses multiple imputation (MI) to account for missing data (a huge problem in housing data sets). Ours is the first study to use MI in this context. We also allow for spatial correlation, include interaction terms between characteristics, between regions and periods, and between regions and characteristics, and break the regressions up into overlapping blocks of five consecutive periods (quarters in our case). These features ensure that the shadow prices are flexible both across regions and time. This flexible structure makes the derivation of price indexes from the estimated regression equations far from straightforward. We develop innovative methods for resolving this problem and for splicing the overlapping blocks together to generate the overall panel results. We then use our methodology to construct temporal and spatial price indexes for 15 regions in Sydney, Australia on a quarterly basis from 2001 to 2006 and combine them to obtain an overall price index for Sydney. Our hedonic indexes differ quite significantly from the official index for Sydney published by the Australian Bureau of Statistics. We also find clear evidence of convergence in prices across regions from 2001-3 (while prices were rising), and divergence thereafter. We conclude by exploring some of the implications of these empirical findings.

Book excerpt: A nonparametric bounds approach is proposed in the book for hedonic housing price models partially identified due to sample selection of an unknown form. To construct the bounds, a nonparametric hedonic model that allows spatial correlation and estimators of extreme conditional quantiles are proposed. In contrast to conventional indexes, indexes based on the bounds approach do not suffer from sample selection bias. The approach is used to construct both metro and zip code level price indexes from a sample of over one million transactions from 1996 to 2008 in Los Angeles and San Diego metropolitan areas collected by a mortgage technology firm, FNC. The bounds approach provides more reliable results because it is based on more credible assumptions. The metro level indexes show that the housing price in San Diego peaked before Los Angeles and the appreciation rate at peak in Los Angeles was higher while the depreciation rate after peak was lower. The zip code level indexes indicate that the nonparametric hedonic method may underestimate the price of high-value properties and overestimate the appreciation rate of low-value properties.

Book excerpt: Every house is different. It is important that house price indexes take account of these quality differences. Hedonic methods which express house prices as a function of a vector of characteristics (such as number of bedrooms and bathrooms, land area and location) are particularly useful for this purpose. In this report I consider some of the developments in the hedonic methodology, as it is applied in a housing context, that have occurred in the last three decades. A number of hedonic house price indexes are now available. However, it is often difficult to see how these indexes relate to each other. For this reason the paper attempts to impose some structure on the literature by developing a taxonomy of hedonic methods, and then show how existing methods fit into this taxonomy. Also discussed are some promising areas for future research in the hedonic field, particularly the use of geospatial data and nonparametric methods for better capturing the impact of location on house prices. The main criticisms of the hedonic approach are evaluated and compared with the repeat sales and stratified median methods. The overall conclusion is that the advantages of the hedonic approach outweigh its disadvantages.

Book excerpt: To develop a price index for the housing market in Italy, we adopt the hedonic approach which enables us to separate the price variations due to qualitative changes in housing attributes from pure price changes, i.e.intrinsic real estate price variations. The resulting index is munch more robust and accurate than the mean price indexes commonly used by real estate professionals in Italy. Using data from Italy's "Real Estate Observatory" we develop transaction-based indexes for the housing markets of the three largest cities (Rome, Milano and Naples) in 2004-2006. Our results generally confirm at large the general trend of housing prices shown by the simpler indexes currently available: dwellings in all three cities display prices increasing considerably faster than the general price index, with values in Rome appreciating on average more than in Naples or Milan. Nevertheless the comparison among indexes shows sometimes remarkable differences in time patterns.
