Book excerpt: Like all other terrorist movements, al-Qaeda will end. While it has traits that exploit and reflect the current international context, it is not utterly without precedent: some aspects of al-Qaeda are unusual, but many are not. Terrorist groups end according to recognisable patterns that have persisted for centuries, and they reflect, among other factors, the counter-terrorist policies taken against them. It makes sense to formulate those policies with a specific image of an end in mind. Understanding how terrorism ends is the best way to avoid being manipulated by the tactic. There is vast historical experience with the decline and ending of terrorist campaigns, yet few policymakers are familiar with it. This paper first explains five typical strategies of terrorism and why Western thinkers fail to grasp them. It then describes historical patterns in ending terrorism to suggest how insights from that history can lay a foundation for more effective counter-strategies. Finally, it extracts policy prescriptions specifically relevant to ending the campaign of al-Qaeda and its associates, moving towards a post-al-Qaeda world.

Book excerpt: Domestic terrorist groups, like all violent nonstate actors, compete with governments for their monopoly on violence and their legitimacy in representing the citizenry. Battle for Allegiance shows violence is neither the only nor the most effective way in which nonstate actors and governments work to achieve their goals. As much as nonviolent strategies are a rarely considered piece of the puzzle, the role of the audience is another crucial piece often downplayed in the literature. Many studies emphasize the interactions between the government and the terrorist group at the expense of the constituency, but the constituency is the common cluster for both actors to gain legitimacy and to demand its allegiance. In fact, the competition between the two actors goes far beyond who is superior in terms of military force and tactics. The hardest battles are fought over the allegiance of the citizens. Using a multimethod approach based on exclusive interviews and focus groups from Turkey and large N original data from around the world, Seden Akcinaroglu and Efe Tokdemir present the first systematic empirical analysis of the ways in which terrorist groups, the government, and the citizens relate to each other in a triadic web of action. They study the nonviolent actions of terrorist groups toward their constituencies, the nonviolent actions of governments toward terrorists, and the nonviolent actions of governments toward the terrorist group’s constituencies. By investigating the causes, targets, and consequences of accommodative actions, this book sheds light on an important, but generally ignored, aspect of terrorism: interactive nonviolent strategies.

The principal focus is on nonstate actors. The task was to identify and analyze the scientific and professional social science literature pertaining to the psychological and/or behavioral dimensions of terrorist behavior (not on victimization or effects). The objectives were to explore what questions pertaining to terrorist groups and behavior had been asked by social science researchers; to identify the main findings from that research; and attempt to distill and summarize them within a framework of operationally relevant questions. To identify the relevant social science literature, the author began by searching a series of major academic databases using a systematic, iterative keyword strategy, mapping, where possible, onto existing subject headings. The focus was on locating professional social science literature published in major books or in peer-reviewed journals. Searches were conducted of the following databases October 2003: Sociofile/Sociological Abstracts, Criminal Justice Abstracts (CJ Abstracts), Criminal Justice Periodical Index (CJPI), National Criminal Justice Reference Service Abstracts (NCJRS), PsycInfo, Medline, and Public Affairs Information Service (PAIS). Three types of annotations were provided for works in this bibliography: Author's Abstract -- this is the abstract of the work as provided (and often published) by the author; Editor's Annotation -- this is an annotation written by the editor of this bibliography; and Key Quote Summary -- this is an annotation composed of "key quotes" from the original work, edited to provide a cogent overview of its main points.

For most Spaniards it became an aberration, a criminal and terrorist band whose persistence defied explanation. Others, mainly Basques (but only some Basques) understood ETA as the violent expression of a political conflict that remained the unfinished business of Spain's transition to democracy. Such differences hindered efforts to 'defeat' ETA's terrorism on the one hand and 'resolve the Basque conflict' on the other for more than three decades. Endgame for ETA offers a compelling account of the long path to ETA's declaration of a definitive end to its armed activity in October 2011. Its political surrogates remain as part of a resurgence of regional nationalism - in the Basque Country as in Catalonia - that is but one element of multiple crises confronting Spain. The Basque case has been cited as an ex- ample of the perils of 'talking to terrorists'. Drawing on extensive field research, Teresa Whitfield argues that while negotiations did not prosper, a form of 'virtual peacemaking' was an essential complement to robust police action and social condemnation. Together they helped to bring ETA's violence to an end and return its grievances to the channels of normal politics.
