Book excerpt: Small and medium sized enterprises (SMEs) are being seen by governments, increasingly, as important engines of economic growth. They are viewed as sources of innovation and employment creation. Technology innovative SME's commercialization strategy often includes forming a partnership with a large company (LCO). This is because what the SME lacks in terms of market links, marketing and distribution channels, the LCO can often provide. LCOs, on the other hand, need to be innovative in order to survive in a dynamic and ever changing business environment. LCOs are therefore open to new ideas, being in the form of knowledge and capabilities. The reality is, however, that many partnerships fail. For an SME whose growth is dependant on a partnership with an LCO, understanding how it can influence the partnership such that it will result in success is critically important. This research sets out to gain a better understanding of this topic. Research Problem Technology innovative businesses operate in the knowledge economy where the one sure source of competitive advantage is knowledge (Takeuchi and Nonaka, 2004). However, knowledge is a high risk commodity and can be easily appropriated by an opportunistic company. A major risk in collaboration is that the partners can gain access to the knowledge and skills of the company (Littler et al, 1995) this is termed knowledge spillover. Where this is unintentional, it can result in the company exposing its knowledge and skills being made very vulnerable. Furthermore, the high rate of partnership failure is attributed to a lack of cooperation and the opportunistic behaviour of partners (Das et al, 1998). It is important, therefore, for SMEs wishing to partner with an LCO, to understand both what attracts the LCO to partner with them in the first instance, as well as what safeguards need to be in place to protect themselves against possible opportunistic behaviour by the LCO. Methodology A sample of 43 technology innovative SMEs was interviewed by means of a structured questionnaire. The frequencies of the variables were analysed and compared with findings in the literature. In order to improve the variation of the dichotomous responses, the independent variables were compounded into the following variables: competencies, ability capabilities, awareness capabilities, formal safeguards and informal safeguards. The relationship between the number/level of competencies and capabilities and partnership success was determined, as well as the influence of formal and/or informal safeguards on this relationship. Backward conditional logistic regression was performed on the compounded variables in order to determine which model best fitted the data, in other words which predictors most affected partnership success. To better understand the negative relationship between ability capabilities and perceived partnership success, as well as the positive relationship between awareness capabilities and perceived partnership success, cross tabulations were performed on all the individual items to determine the Phi Square. An explanation was provided for those items that proved to be statistically significant. Because of the small sample used for this quantitative study and in order to verify the major findings, four case studies were conducted on SMEs that had participated in the original survey. The findings of the survey were then compared with the findings of the case studies. Main findings The main findings from the survey were the following: 1. SMEs' abilities rather than their competencies, appeared to influence the success of the partnership 2. the more ability capabilities an SME had, the lower the perceived success of the partnership. This was influenced by where the SME had developed its own IP: and where the SME had segmented is potential market in accordance with Moore's (1999) market segmentation strategy for hi-tech products 3. a positive relationship between awareness capability and partnership success was influenced by the SME having an understanding of the LCO's SWOT, but this same relationship was negatively affected by the LCO preferring to enter into a JV with another LCO when sourcing technology 4. the relationships listed in items 2 and 3 above were influenced by safeguards, namely: 4.1 the greater the number of safeguards (formal and informal) that were put in place, the more positive will be the relationship between increasing numbers of awareness capabilities and the perceived success of the partnership 4.2 the greater the number of safeguards (formal and informal) that were put in place, the less negative will be the relationship between increasing numbers of ability capabilities, and the perceived success of the partnership 4.3 formal safeguards were more effective at moderating the relationship between capabilities and partnership success than informal safeguards The main findings from the case studies were as follows: 1. having ability capabilities, awareness capabilities and competencies was associated with high levels of partnership success (not in support of the survey findings) 2. above average levels of capabilities/competencies were associated with low levels of partnership success (in support of the survey findings) 3. there is a positive relationship between the level of safeguards and the association between capabilities/competencies and partnership success (in support of survey findings) 4. both formal and informal safeguards are important in ensuring a positive association between capabilities/competencies and partnership success (not in support of survey findings). In conclusion, the findings from the case studies did indeed validate some of the findings of the survey, namely, in the absence of safeguards, above average levels of capabilities/competencies are associated with low levels of partnership success: and there is a positive relationship between the level of safeguards and the association between capabilities/competencies and partnership success.

Book excerpt: This study examines the impact of research and development (R&D)-specific factors in determining the likelihood of small- and medium-sized enterprises (SMEs) from developed countries to be attractive partners vis-à-vis forming alliances with SMEs from large emerging economies (LEEs). This study is founded on the knowledge-accessing theory of alliance formation, which emphasises the higher efficiency gains of knowledge application as opposed to knowledge generation. We extend this theory to SMEs on the basis that smaller firms, because of their resources constraints and drive to survive, are likely to use alliances to access external knowledge bases leading to new product development (NPD) opportunities because of the low feasibility of acquiring knowledge. As a mix of complex knowledge is necessary to develop most modern products and services, SMEs are also likely to adopt a more flexible operational approach and to accept compromises to forge knowledge-accessing alliances. We illustrate this theoretical development using primary data collected from British and German biotechnology SMEs, declaring the intention prospectively to form alliances with their counterparts in Brazil. Binary logistic regression was used to identify the factors influencing the likelihood of a firm as an attractive alliance partner. Our results indicate that R&D-specific factors influence the likelihood of firms to be attractive alliance partners. In particular, firms showing an in-house innovation history focused on one or few products are more likely to be attractive alliance partners with LEE firms than those that do not. Another R&D-specific predictor that enhances the chances of alliance partner attractiveness with LEE firms is the firm's focused searching and identifying capability relative to technology or equipment that demonstrates good prospects to improve the firm's line of products. A third predictor refers to the firm's awareness regarding non-cost obstacles for its own technological development. Implications for policy makers and practitioners are also discussed.

Book excerpt: Europe's small and medium-sized enterprises (SMEs) are the largest economic factor both in terms of their frequency and with regard to employment levels. However, when measured in terms of R&D expenditure, they lag well behind large companies. SMEs either have no time for innovation or simply lack the right personnel, infrastructure and financial means. This is often compounded by a lack of contact with research partners within the innovation network or the fact that the risk of innovation is too high. We developed an R&D Cooperation Model based on a number of various R&D projects and the Stage-Gate® model by Robert Cooper. This model can be used to plan, realise and manage SME innovation projects and research partnerships between qualified research partners and SME. We show two examples as a concrete proof how the model is implemented. SME achieve various benefits from such cooperative R&D partnerships. Projects are attractive in pricing terms as the majority of the work is carried out by students, the qualified research partners are well linked to one another, and SME can call upon a one-stop shop for their R&D management. The R&D Cooperation Model is still largely a theoretical conceptual framework which needs to be validated in the form of an international, multi-sector, Europe-wide empirical study.

In the race to recover from these disruptions and to build a resilient supply chain, manufacturing companies are now moving towards a localized ecosystem involving Small and Medium sized Enterprises (SMEs). However, the large enterprises are often devoid of the knowledge and mapping of local or regional SMEs that can be integrated into the supply chain ecosystem. This has created a barrier for effective localization. SMEs on the other hand struggle to integrate themselves into the supply chain, get discovered and enter into partnership with large enterprises due to the lack of resources and effective marketing services. To bridge the research gap in the domain and facilitate the establishment of resilient supply chains, this dissertation aims to address the following fundamental questions: 1. What is the significance of SMEs in the context of localization endeavors, and what opportunities do they present? 2. What computational framework needs to be developed to effectively integrate and represent SMEs in a supply chain ? 3. What database schema is required to search for and filter SMEs within the supply chain representation? 4. What methodologies should be developed to help SMEs predict and select potential partners? 5. How can the framework for an SME supply chain be standardized to enhance interoperability? The first question is comprehensively examined through a case study centered on the innovative biotechnology platform for COVID-19 vaccine production. This case study not only sheds light on the localization initiatives undertaken by pharmaceutical giants but also underscores the pivotal role played by SMEs in the vaccine manufacturing process. Furthermore, this research delves into the specific contributions and significance of SMEs within the PA BioPharma domain, facilitating a precise understanding of the challenges faced by pharmaceutical giants and highlighting the opportunities available to SMEs within a localized supply chain. To address the second and third problems, this dissertation starts with the development of an innovative and robust framework developed using Neo4j Graph database application to effectively represent SMEs and integrate them with the supply chain. This establishes a well-defined method to capture both the company details and their relationship information. To make full use of the graph database as a decision-making tool, the graph database is enriched with semantics to form a Knowledge Graph. The Knowledge Graph representation enables the addition of relationship types and definitions and allows for the development of an effective query-based search mechanism within the supply chain ecosystem. Common questions and specific information, that the enterprises are likely to seek from the knowledge graph, can be programmed as "human readable" dynamic search phrases into the Neo4j database and these can be invoked, as necessary. The performance of this search mechanism built using graph database was evaluated using a variety of simple and complex multi-conditional query prompts and the results were found to be accurate and superior to some of the existing solutions. In response to the fourth problem, the dissertation then develops a machine learning model using XGBoost classifier to predict potential partnership opportunities for enterprises. The proposed model represents partnership prediction as a link prediction problem and is robust enough to use any existing information and engineer new features based on network topology to predict new partners. The performance of this model is evaluated using various metrics and on comparison, was found to perform better than the existing solutions. Additionally, this work uses SHapley Additive exPlanations (SHAP) to enhance the interpretability of the model by highlighting the impact of each input feature on the prediction. Finally, by using Resource Description Framework (RDF), a World Wide Web Consortium (W3C) standard, along with the addition of widely used Schema.org vocabulary, this dissertation presents a novel methodology to standardize the supply chain framework to enhance its interoperability, thereby addressing the final problem. By examining BioPharma SMEs in Pennsylvania (PA) as a compelling use case, this dissertation presents a proof-of-principle implementation that tackles all the above problems. This will be the first step towards building a more resilient supply chain involving SMEs.

However, there is a dearth of empirical studies on the topic. In this study, we assess the extent and determinants of linkages between SMEs and large firms in Tanzania and to what degree the linkage is an important driver of SME performance. We find that, while linkages with large firms are potentially beneficial for the increased performance of SMEs, the level of such linkages is low in Tanzania and is likely to be influenced by the firm's production capacity, training, exporting, foreign ownership, industry association, and technology partnerships. This implies that the government's efforts to promote SMEs should include policies or programmes that nurture partnerships with large firms.
