Book excerpt: Marking the first twenty years of the Scottish Parliament, this collection of essays assesses its impact on Scotland, the UK and Europe, and compares progress against pre-devolution hopes and expectations. Bringing together the voices of ministers and advisers, leading political scientists and historians, commentators, journalists and former civil servants, it builds an authoritative account of what the Scottish Parliament has made of devolution and an essential guide to the powers Holyrood may need for Scotland to flourish in an increasingly uncertain world.

Book Culture Nation and the New Scottish Parliament

Download or read book Culture Nation and the New Scottish Parliament written by Caroline McCracken-Flesher and published by Bucknell University Press. This book was released on 2007 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: Culture, Nation, and the New Scottish Parliament asserts that while Scotland's new Parliament (1999) is a creation of laws, politics, and economics, some of the forces underpinning it are cultural, therefore constantly alive and insistently creative. Scotland may not be confined by, but has always lived within and moved forward and outward, through its signs and stories. In the moment of the new Parliament, it is time to cast up Scotland's accounts of past and present, and to review the nation's futures. Readers will find the usual signs of Scotland foregrounded, questioned, and re-energized as contributors trace the dynamic toward a Scottish Parliament. And they will find new signs, whether sounds, sights, or souvenirs come into play, revealing today's performance of a dynamic Scotland. Caroline McCracken-Flesher teaches the novel, the British eighteenth and nineteenth centuries, Scottish literature, and literary theory at the University of Wyoming.

Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Scottish Parliament: Its Constitution and Procedure, 1603-1707, With an Appendix of Documents This treatise would not have been written if the information it endeavours to impart had been accessible elsewhere. But except in broadest outline no attempt hitherto has been made to elucidate the constitution and procedure of the Scottish Parliament between the Union of the Crowns and of the Parliaments. In consequence the significance and interest of the only period in which Parliament had much claim to pose as a representative institution have been almost entirely overlooked. So far from remaining, as is the general impression, a Chamber doomed to futility by the overshadowing Committee of the Articles, the following pages not only shew that the development of Parliament's powers and processes was striking and rapid within the period, but that by 1707 it had brought itself, both as a Chamber of debate and of legislation, to a reasonable level of procedure with the English Parliament of the day.
