Book excerpt: Examining Russia–EU relations in terms of the forms and types of power tools they use, this book argues that the deteriorating relations between Russia and the EU lie in the deep differences in their preferences for the international status quo. These different approaches, combined with economic interdependence and geographic proximity, means both parties experience significant difficulties in shaping strategy and formulating agendas with regards to each other. The Russian leadership is well aware of the EU’s "authority orientation" but fails to reliably predict foreign policy at the EU level, whilst the EU realizes Russia’s "coercive orientation" in general, but cannot predict when and where coercive tools will be used next. Russia is gradually realizing the importance of authority, while the EU sees the necessity of coercion tools for coping with certain challenges. The learning process is ongoing but the basic distinction remains unchanged and so their approaches cannot be reconciled as long as both actors exist in their current form. Using a theoretical framework and case studies including Belarus, Georgia and Ukraine, Busygina examines the possibilities and constraints that arise when the "power of authority" and the "power of coercion" interact with each other, and how this interaction affects third parties.

Book excerpt: As a result of the Aigun (1858) and Beijing Treaties (1860) Russia had become a participant in international relations of Northeast Asia, but historiography has underestimated the presence of Russia and the USSR in this region. This collection elucidates how Russia's expansion affected early Meiji Japan's policy towards Korea and the late Qing Empire's Manchurian reform. Russia participated in the mega-imperial system of transportation and customs control in Northern China and created a transnational community around the Chinese Eastern Railway and Harbin City. The collection vividly describes daily life of the emigre Russians' community in Harbin after 1917. The collection investigates mutual images between the Russians and Japanese through the prism of the descriptions of the Japanese Imperial House in Russian newspapers and memoirs written by Russian POWs in and after the Russo-Japanese War and war journalism during this war. The first Soviet ambassador in Japan, V. Kopp, proposed to restore the division of spheres of interest between Russia and Japan during the tsarist era and thus conflicted People's Commissar of Foreign Affairs, G. Chicherin, the Soviet ambassador in Beijing, L. Karakhan, and Stalin, since the latter group was more loyal to the cause of China's national liberation. As a whole, the collection argues that it is difficult to understand the modern history of Northeast Asia without taking the Russian factor seriously.

Using Ukraine as a primary case study, this book examines why convergence with transnational market rules varies across different policy sectors within the Eastern neighbourhood countries. It analyzes the drivers of regulatory change and explores the conditions under which post-Soviet economies integrate with international markets. In doing so, it argues that the impetus for regulatory change in the Eastern neighbourhood lies in specific strategies of domestic empowerment applied by external actors. Book excerpt: Whether states balance against or bandwagon with threatening great powers remains an unsolved problem for international relations theory. One school argues that military power compels minor powers to accommodate threats, while another defends that it elicits balancing instead. With the emergence of potential hegemons in both Asia and Europe — namely China and Russia — understanding state alignment is more urgent than ever. This book shows that bandwagoning has been a rare choice in contemporary Asia and Europe. The only states that chose bandwagoning with China or Russia faced both conflicts with third rivals and low levels of U.S. assistance. Going further, I divide bandwagoning between full alignment, survival accommodation, and profit accommodation. Bandwagoners choose among these three options based on the severity of the threat posed by the potential hegemon, the intensity of third conflicts, and the level of U.S. assistance. I test this novel theory against three European (Armenia, Belarus, and Serbia) and four Asian (Cambodia, Myanmar, North Korea, and Pakistan) cases. This study is the first to provide an exhaustive and compelling explanation of bandwagoning fully compatible with neorealism and adds to the balancing-bandwagoning debate. Beyond scholarly implications, this research’s findings offer advice for policymakers concerned with the changing balance of power in Asia and Europe and how to counter China and Russia’s influence.

With crisis-related spillovers and risks fading, changing growth patterns are the main source of spillovers in the global economy at this juncture. Two key trends are highly relevant here. First, signs of self-sustaining recovery in some advanced economies indicate that the unwinding of exceptional monetary accommodation will proceed and lead to a tightening of global financial conditions in the coming years. An uneven recovery, though, suggests normalization will proceed at different times in different countries, with possible spillover implications. Second, growth in emerging markets is slowing on a broad basis since its precrisis peak and can carry noticeable spillover effects at the global level. Model code and programs used for the spillover simulations can be made available. Data used for the empirical analysis can be made available unless restricted by copyright or confidentiality issues.
