We investigate the impact of payment conditionality types, i.e. different specifications when to pay and when not to pay, for PES on deforestation and agricultural production in a lab-in-the-field experiment. Our experiment also tests variations in contract period and payment volatility. We designed a highly visual simulation game to characterize the decision situation of a cattle rancher in Brazil. The player can expand extensive pasture by deforestation or intensify existing pasture. The model includes both a land and a capital constraint. We applied the game in an economic, framed lab-in-the-field experiment in Tocantins, Brazil. Payments conditional on forest carbon stock lead to slow, but steady deforestation, while payments conditional on forest carbon stock-change suppressed deforestation more strongly. But payments conditional on stock increase cattle production while payments conditional on stock-change have no effect on production. Thus, depending on the level of leakage, either type of conditionality can be more cost-effective in reducing global carbon emissions. Contracts with limited periods lead to strong deforestation after the end of the payment period. Payment volatility had no significant effect.

Book excerpt: Where benefits and costs accrue at different scales, financial intermediaries are needed to facilitate relations between global-scale buyers and local-scale providers of carbon sequestration and storage. These intermediaries can help to collect and distribute payments and to promote the scheme to potential beneficiaries. The benefits distributed should compensate for the transaction, opportunity and implementation costs incurred by stakeholders for providing ecosystem services. Therefore, calculating the costs and understanding who incurs them are essential for benefit sharing. Targeting benefits according to a set of criteria that match the objectives of the specific mechanism increases the mechanism’s efficiency. As the level of performance-based payments may not be able to compete with the opportunity costs of highly profitable land uses, performance-related benefit-sharing mechanisms should be focused on areas with moderate opportunity costs. Benefits should be divided into upfront payments to cover startup costs and to give an initial incentive for participation, and payments upon delivery of ecosystem services to ensure adherence to conditionality.

Book excerpt: During recent years, Payments for Environmental Services (PES) have become a popular forest conservation instrument and numerous new schemes have emerged around the world, particularly in developing countries. Nevertheless, despite a growing body of academic literature on the topic, little remains known of the effectiveness of PES schemes in reducing deforestation. This dissertation contributes to the literature with a specific focus on the impact of a federal Mexican PES scheme : the PSA-H. We begin with a general introduction retracing the emergence of PES and the current academic debates surrounding the mechanism. Chapter 2 introduces the particularity of the land tenure system in Mexico, the country's environmental policies and the PSA-H scheme and presents the data used in our empirical analysis. Chapter 3 looks at impact evaluation methodologies and how they have been used in the context of forest conservation instruments. We show that PES schemes are very complex treatment and that evaluating their impact using classic impact evaluation techniques requires many adjustments. After discussing these challenges, we propose three empirical essays based on primary and secondary data. Chapter 4 presents a new methodology allowing us to estimate the additionality and leakages of the PSA-H in our study area. Our results provide evidence that leakages can undermine PES effectiveness. Chapter 5 studies how land use can influence the allocation of PES payments within the beneficiary community. Using original survey data, our results show that, despite the attempts of the Mexican authorities to design the PES scheme as compensation for avoiding deforestation, payments have been redistributed as a reward for existing conservation. The deforesting agents receive less remuneration than other recipients, which shows that the polluter-paid principle at the origin of the Coasean notion of PES has not been appropriated. Chapter 6 studies the interactions between the PSA-H and Mexico's Community forest enterprises (CFEs) which are run by the communities and implement sustainable extraction activities in community forests. In a search for a relevant policy mix, it seems crucial to know how they interact with the PSA-H. The results of our empirical analysis show that the PSA-H can help these enterprises to develop and stabilize over time. Finally, in the conclusion, we discuss the implications of the empirical essays for the design of PES schemes and future research.

Up until now, however, the debate in terms of the scientific and economic implications of avoided deforestation has not been brought together. This book aims to bring together important research findings in the area along with their policy implications, whilst linking avoided deforestation to political economy as well as to the latest developments in environmental and natural resource economics.

Book excerpt: REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.

Proposals to create agreements in which beneficiaries of environmental services pay landowners directly for the provision or protection of these services are innovative and promising. But what real PES experiences are actually out there? This work assesses a range of PES or PES-type experiences in one country, Bolivia, in the fields of carbon sequestration, protection of watershed services, biodiversity and aesthetic landscape values. The report concludes that while none of the generally young initiatives adhere fully to the principle of PES as developed in the theoretical literature, many experiment with some of the relevant PES mechanisms. Protection of watersheds and landscape values are the most common types, though the implementing intermediaries often have underlying biodiversity-protection goals. Main obstacles to PES implementation include ideological resistance against the PES concept, the difficulty of building trust between buyers and sellers, and limited willingness to pay on behalf of service users. During their relatively short lifetime, basically all initiatives had been successful in making service sellers (PES recipients) better off in economic terms, while the effectiveness in achieving environmental objectives and securing positive social impacts so far remained more variable. In some cases, redesigning these initiatives to bring them closer to the full PES principles could also enable them to more effectively achieve positive environmental and livelihood outcomes.
