A common feature of the growth and development process is a fundamental change in the pattern of economic activity, as households reallocate labour from traditional agriculture to more productive forms of agriculture and modern industrial and service sectors. Broad structural transformation and widespread poverty reduction is the combined result of these large-scale shifts in work and labour allocation when they realise desired development goals. The roots of this volume grow from when the first pilot Viet Nam Access to Resources Household Survey (VARHS) was carried out in 2002. The success of this inspired the Central Institute of Economic Management (CIEM) in Hanoi, the Institute of Policy and Strategy for Agriculture and Rural Development (CAP-IPSARD), the Institute of Labour Science and Social Affairs (ILSSA), and the Development Economics Research Group (DERG) of the University of Copenhagen, together with Danida and later on UNU-WIDER, to plan and carry out a more ambitious VARHS from 2006, increasing coverage and representativeness to more than 2,150 families and 12 provinces across the various regions of Viet Nam. The VARHS covering these very same households had by 2014 been carried out five times, i.e. every two years. It is on this high quality panel data foundation and almost 15 years of study and policy work using the VARHS data the present volume builds, in its effort to bring out the essential rural micro-economic characteristics and insights of a dynamic South-East Asian economy in transition from a centrally planned towards a more market based economy.

Book excerpt: In December 1999, the Boards of the World Bank and the International Monetary Fund approved a new approach to their relations with low-income countries. The approach was centered around the development and implementation of Poverty Reduction Strategies (PRS), which are intended to be country-driven and medium- to long-term in perspective, comprehensive and results-oriented, partnership-oriented, and built on broad-based participation. Against this tall order of business, experience to date has been varied, and much debate is ongoing on whether the approach can be considered more than "old wine in new bottles." This paper-based on the results of a thorough review of the five-year implementation experience-examines the implementation of the PRS approach from the point of view of participation and accountability. For some 50 countries adopting the approach since 1999, it discusses the factors which can facilitate the development of accountability and participatory governance mechanisms. Lessons learned from distinct country circumstances are analyzed, arguing that ownership of the PRS depends on the way countries and their external donor partners handle real tensions in the relationship between country ownership on the one hand, and perceptions of internationally-driven prescriptions on the other. The central message of the paper is that in several countries the PRS initiative has helped open up societies to forms of dialogue and contestability not previously experienced in-country or observed by external partners. This positive outcome, however, has been largely influenced by the extent to which the PRS process has reinforced existing trends and strengthened institutions already prone to open discussion of policy choices. The paper also shows that even in the best cases change has, to date, been largely in the area of process and that impact of participatory governance on policymaking, while emerging, is still a work in progress. The paper concludes with recommendations for how developing country societies might sustain real achievements in participatory governance and domestic accountability going forward, with external partners playing a key supportive role through harmonization and alignment.

While capital market development depends on many factors including, primarily, a favorable macroeconomic environment, an appropriately designed and effective legal and regulatory framework can help to encourage market growth and to increase access to finance for all companies, including small- and medium-sized enterprises. In this paper we identify the basic necessities that underpin a regulatory regime that is cost effective and strikes an appropriate balance between, on the one hand, laws and regulations that may be too restrictive to achieve a supply of capital and, on the other, those that may be so relaxed that investors feel that there is an unacceptable level of risk and do not care to venture into the market. We explore the legal foundations for the successful operation of a primary market for securities and identify disclosure and effective monitoring and enforcement as essential elements of legal protection. We then examine different legal and regulatory approaches for improving access to finance. We discuss measures that can be used by traditional stock exchanges to attract smaller enterprises to their lists as well as recent initiatives to create second boards or divide the main board into different market segments. We also discuss different mechanisms for companies to raise funds outside of a formal stock market listing, including private placements and private equity. Finally, we propose some recommendations for a simple legal and regulatory framework that will help promote access to primary equity markets, via both the traditional exchange as well as other alternatives.
