When the Bundesbank and the Bank of Japan began to raise their interest rates to slow domestic monetary expansion, the fabric of international monetary cooperation began to unravel. Amid charge and counter-charge by disgruntled fmance ministers, the dollar dropped further and interest rates jumped upward, leading to panic in the stock market on Black Monday. Fortunately, a steady hand and generous supply of credit from the Federal Reserve System prevented massive bankruptcies among Wall Street brokerage houses and a collapse of the credit system. But the world-wide reverberations of the Wall Street crash exposed the underlying weaknesses of an economy based on foreign borrowing for all to see. Furthermore, the banking system is saddled with mountains of bad debts from the Third World and depressed parts of the American economy. A new Administration entering office in 1989 must deal with these problems, among others. Businesses and state and local governments need to know whether to focus their efforts on tax policy, investment, and improvements in education and worker training, or lobbying for protection from imports. Competitive strengths like innovation and business sophistication next to well-functioning markets keep the USA highly productive. They outweigh the competitive weaknesses of great macroeconomic imbalances and improvable institutions. The financial market is just a part of the whole picture. Although the global economic landscape changed dramatically, the rise of emerging markets like China pose no general threat to U.S. competitiveness, because it is not a zerosum game. But the superior competitive position is eroding. Forces from within the U.S. economy put the future U.S. competitiveness at great risk. Inconsistencies like a decreasing percentage of R&D-spending, the ignorance of regional industry clusters by the federal government, the low-quality education system, and ineffective regulation of markets, display piecemeal, uncoordinated policy decisions and the lack of a coherent economic strategy. The formulation and implementation of a longterm economic strategy is recommended, which addresses these inconsistencies in the short- to midterm, the enforcement of strengths and reduction of weaknesses in the long-term. Only if the USA is governed strategically, it could sustain its current superior competitive position.

Book excerpt: In 1963, John F. Kennedy said that "a rising tide lifts all the boats. And a partnership, by definition, serves both parties, without domination or unfair advantage." US international economic policy since World War II has been based on the premise that foreign economic growth is in America's economic, as well as political and security, self-interest. The bursting of the speculative dot.com bubble, slowing US growth, and the global financial crisis and its aftermath, however, have led to radical changes in Americans' perceptions of the benefits of global trade. Many Americans believe that trade with emerging-market economies is the most important reason for US job loss, especially in manufacturing, and is detrimental to American welfare and an important source of wage inequality. Several prominent economists have reinforced these public concerns. In this study, Lawrence Edwards and Robert Z. Lawrence confront these fears through an extensive survey of the empirical literature and in depth analyses of the evidence. Their conclusions contradict several popular theories about the negative impact of US trade with developing countries. They find considerable evidence that while adjusting to foreign economic growth does present America with challenges, growth in emerging-market economies is in America's economic interest. It is hard, of course, for Americans to become used to a world in which the preponderance of economic activity is located in Asia. But one of America's great strengths is its adaptability. And if it does adapt, the American economy can be buoyed by that rising tide.

Hughes attributes much of the national prosperity of the late 1990s to contributions from the private sectors. Hughes argues that a twenty-first-century competitiveness strategy with a system-wide approach to innovation, learning, and global engagement can meet today's challenges, even in the demanding environment shaped by national security concerns after 9/11.
