Book excerpt: Since 1996, the Constitutional Working Group (CWG) has been working to develop ideas for a new constitution & system of government for the new western territory to be formed when Nunavut is created in 1999. This workbook has been developed to assist western Northwest Territories residents to provide their views on the CWG's proposed approaches & models for developing a new constitution and a system of government at the territorial level. Section 1 provides background on the history of constitutional development & Aboriginal rights issues in the western territory, introduces the CWG, and gives information on past & current consultation processes. Section 2 describes key issues that will need to be considered in recognizing Aboriginal rights and how they relate to the development of a new constitution & new territorial government. Section 3 explains current realities of the territorial government & emerging Aboriginal governments, and the status of self-government negotiations. Section 4 explains the government to government approach and presents a model for how Aboriginal & public government could agree to work together. Section 5 explains the combined government approach and presents three models on how Aboriginal & public governments could agree to work together within a single combined territorial government. The last section outlines the opportunities for western residents to get involved in the process.
