Book excerpt: The Clean Development Mechanism (CDM) has not worked for sub-Saharan Africa and its mainly small projects, delivering only 0.3% of the total CDM carbon offsets. This is thought to be because of the low intensity of the greenhouse gas reducing interventions prevalent in sub-Saharan Africa, the lack of institutional capacity relating to the CDM processes, the high transaction costs of the lengthy CDM process - typically amounting to R 500 000 per project per year and taking years to complete the process. An alternative for small carbon emission-reducing projects is to register carbon reductions with the voluntary carbon market and its Verified Emission Reductions (VERs) carbon credits. By examining the carbon markets in some detail through the lens of a particular case study, this dissertation has investigated and identified the main factors affecting the cost-effective generation of small emission reduction projects in sub-Saharan Africa. The chosen case study was a small-scale South African voluntary carbon project, the Umdoni bioethanol gel fuel-switching project. Umdoni was identified as an example of a project that generated carbon revenue outside of the CDM. By assessing the manner in which this project addressed the critical requirements of the carbon market while simultaneously alleviating poverty, the study seeks to provide new insight in the components of effective carbon markets. Both the detailed understanding of the voluntary carbon market components and the exposition of an example in which this market worked effectively is considered important at a time when the efficacy of the CDM is being reviewed, casting uncertainty over the role of market based instruments in addressing the global threat of an anthropogenically warmed climate. The study has identified the main factors affecting the ability of small carbon projects to generate net-positive carbon revenue and has suggested ways a small project could exploit this information to its benefit.

Sustaining such a pace of growth will entail rapid expansion of the level of activity in key carbon-emitting sectors, such as power, oil and gas, agriculture and transport. In the absence of policies to accompany economic growth with a reduced carbon foot-print, emissions of greenhouse gases could more than double in the next two decades. This study finds that there are several options for Nigeria to achieve the development objectives of vision 20:2020 and beyond, but stabilizing emissions at 2010 levels, and with domestic benefits in the order of 2 percent of GDP. These benefits include cheaper and more diversified electricity sources; more efficient operation of the oil and gas industry; more productive and climate –resilient agriculture; and better transport services, resulting in fuel economies, better air quality, and reduced congestion. The study outlines several actions that the Federal Government could undertake to facilitate the transition towards a low carbon economy, including enhanced governance for climate action, integration of climate consideration in the Agriculture Transformation Agenda, promotion of energy efficiency programs, scale-up of low carbon technologies in power generation (such as renewables an combined cycle gas turbines), and enhance vehicle fuel efficiency.

Rapidly rising energy prices are expected to remain high for an extended period of time because of the increasing demand in prospering and populous countries such as China and India, the depletion of easily accessible supplies of crude oil, and concern over global climate change. As a result, there is renewed interest in biofuels as an alternative to fossil fuels. Africa is uniquely positioned to produce these new cash crops for both domestic use and export. The region has abundant land resources and preferential access to protected markets with higher-than-world-market prices. The rapid growth in the demand for transport fuels in Africa and high fuel prices create domestic markets for biofuels. The European Union and the United States have approved legislation that requires large increases in the consumption of biofuels over at least the next decade. Imports are expected to be needed to meet these mandates, thus opening the door to African and other developing countries that can produce biofuels or feedstocks for biofuels competitively. Expanding the production of crops for biofuels will affect the entire rural sector in Africa as resources are shifted away from traditional crops and the prices of all agricultural commodities rise. Even smallholders can participate in producing biofuel crops. To promote the sustainability and significant contribution of this enterprise, Biofuels in Africa provides guidance in formulating suitable policy regimes, which are based on protecting the rights of current land users, developing revenue-sharing schemes with local communities, safeguarding the environment and biodiversity, expanding institutional capacity, formulating new regulations and procedures, and emulating best practices from experienced countries. The book covers the five main economic infrastructure sectors information and communication technology, irrigation, power, transport, and water and sanitation. 'Africa s Infrastructure: A Time for Transformation' reflects the collaboration of a wide array of African regional institutions and development partners under the auspices of the Infrastructure Consortium for Africa. It presents the findings of the Africa Infrastructure Country Diagnostic (AICD), a project launched following a commitment in 2005 by the international community (after the G8 summit at Gleneagles, Scotland) to scale up financial support for infrastructure development in Africa. The lack of reliable information in this area made it difficult to evaluate the success of past interventions, prioritize current allocations, and provide benchmarks for measuring future progress, hence the need for the AICD. Africa s infrastructure sectors lag well behind those of the rest of the world, and the gap is widening. Some of the main policy-relevant findings highlighted in the book include the following: infrastructure in the region is exceptionally expensive, with tariffs being many times higher than those found elsewhere. Inadequate and expensive infrastructure is retarding growth by 2 percentage points each year. Solving the problem will cost over US$90 billion per year, which is more than twice what is being spent in Africa today. However, money alone is not the answer. Prudent policies, wise management, and sound maintenance can improve efficiency, thereby stretching the infrastructure dollar. There is the potential to recover an additional US$17 billion a year from within the existing infrastructure resource envelope simply by improving efficiency. For example, improved revenue collection and utility management could generate US$3.3 billion per year. Regional power trade could reduce annual costs by US$2 billion. And deregulating the trucking industry could reduce freight costs by one-half. So, raising more funds without also tackling inefficiencies would be like pouring water into a leaking bucket. Finally, the power sector and fragile states represent particular challenges. Even if every efficiency in every infrastructure sector could be captured, a substantial funding gap of $31 billion a year would remain. Nevertheless, the African people and economies cannot wait any longer. Now is the time to begin the transformation to sustainable development.

Data from this study have provided new insights on the extent of a power crisis in the region, characterized by insufficient capacity, low electricity connection rates, high costs, and poor reliabilityùand on what can be done about it. The continent faces an annual power sector financing gap of about $21 billion, with much of the existing spending channeled to maintain and operate high-cost power systems, leaving little for the huge investments needed to provide a long-term solution. Meanwhile, the power crisis is taking a heavy toll on economic growth and productivity. This book asserts that the current impediments to economic growth and development need to be tackled through policies and investment strategies that renew efforts to reform state-owned utilities, build on the lessons of private participation in infrastructure projects, retarget electrification strategies, expand regional power trade, and mobilize new funding resources. Further development of regional power trade would allow Africa to harness larger-scale and more cost-effective energy sources, reducing energy system costs by US$2 billion and carbon dioxide emissions by 70 million tons annually. But reaping the promise of regional trade depends on a handful of major exporting countries raising the large volumes of finance needed to develop generation capacity for export; it also requires a large number of importing countries to muster the requisite political will. With increased utility efficiency and regional power trade in play, power costs would fall and full cost recovery tariffs could become affordable in much of Africa. This will make utilities more creditworthy and help sustain the flow of external finance to the sector, which is essential to close the huge financing gap.
