It concludes that state laws, regulations, and departmental policies do not require licensing dep¿ts. to consider the criminal background of potential clients, including registered SO, that the licensed facilities plan to serve. State law does not allow SO on parole to reside with other SO in a single-family dwelling that is not a ¿residential facility.¿ However, the report found several instances of 2 or more SO on parole illegally residing in the same hotel room. Moreover, local law enforcement agencies have not performed formal assessments of the impact SO have on their resources and communities, and state laws generally do not require this. Tables.

Book excerpt: Megan's Law requires public dissemination of information from sex offender registries. Opponents to this controversial law have questioned whether households misinterpret or even use this information. One concern was that the information might simply induce a "fear of crime." This study finds evidence for both use and misinterpretation of the publicly available information on sex offenders. Using a unique dataset that tracks sex offenders in Hillsborough County, Florida, the results indicate that after a sex offender moves into a neighborhood, nearby housing prices fall by 2.3% ($3,500 on average). However, once a sex offender moves out of a neighborhood, housing prices appear to immediately rebound. Surprisingly, these price impacts do not appear to differ in areas near high risk offenders labeled as "predators."

In reality, this becomes extremely difficult to abide by, and many offenders struggle to find housing and re-establish their lives in society. The village, founded by a Christian ministry, seeks to help offenders that have no place to go. The range of crimes committed by the residents varies - from serious offenses to consensual teenage relationships that had an age gap. The men are mixed in age, from various ethnic backgrounds, and they are all coming to terms with living with the permanence of this label. Over the period of one year, Sofia Valiente befriended, lived among and photographed the residents in Miracle Village. She has chosen 12 stories that show an intimate glance of what life is like for these individuals that are living distanced from society.
