Since 1870, however, they have been the target of an official war led by people whose concept of home does not include the hotel. Do these residences constitute an essential housing resource, or are they, as charged, a public nuisance? Living Downtown, the first comprehensive social and cultural history of life in American residential hotels, adds a much-needed historical perspective to this ongoing debate. Creatively combining evidence from biographies, buildings and urban neighborhoods, workplace records, and housing policies, Paul Groth provides a definitive analysis of life in four price-differentiated types of downtown residence. He demonstrates that these hotels have played a valuable socioeconomic role as home to both long-term residents and temporary laborers. Also, the convenience of hotels has made them the residence of choice for a surprising number of Americans, from hobo author Boxcar Bertha to Calvin Coolidge. Groth examines the social and cultural objections to hotel households and the increasing efforts to eliminate them, which have led to the seemingly irrational destruction of millions of such housing units since 1960. He argues convincingly that these efforts have been a leading contributor to urban homelessness. The WDR has a different message: economic growth is seldom balanced, and efforts to spread it out prematurely will jeopardize progress. The Report: documents how production becomes more concentrated spatially as economies grow. proposes economic integration as the principle for promoting successful spatial transformations. revisits the debates on urbanization, territorial development, and regional integration and shows how today's developers can reshape economic geography.

Book excerpt: Land use controls can affect the quality of the environment, the provision of public services, the distribution of income and wealth, the development of natural resources, and the growth of the national economy. The Economics of Zoning Laws is the first book to apply the modern economic theory of property rights to all major aspects of zoning. Zoning laws are neither irrational constrints on otherwise efficient markets nor disinterested attempts to correct market failure. Rather, zoning must be viewed as a collective property right, vested in local governments and administered by politicians who rationally repsond to their constituents and to developers as markets for development rights arise. The Economics of Zoning Laws develops the economic theories of property rights and public choice and applies them to three zoning controversies: the siting of a large industrial plant, the exclusionary zoning of the suburbs, and the constitutional protection of propery owners from excessive regulation. Economic and legal theory, William Fischel contends, suggest that payment of damages under the taking clause of the Constitution may provide the most effective remedy for excessive zoning regulations.
