Book excerpt: The Conference on Urban Housing Markets sponsored by the Centre for Urban and Community Studies in October 1977 was the first major conference on housing to be held in Canada since the First Canadian Housing Conference sponsored by the Canadian Welfare Council in 1968. This volume is at once a record of the Conference and a review of important recent research on urban housing markets and related public policy issues. The book captures the flavor of a lively debate between academics and policy analysts, and the commentaries and discussion sections provide, in non-technical language, a statement of some major questions confronting government policy on housing. In addition to its use as a record of an important Canadian conference, the book is a valuable collection of recent housing research. The ten papers cover a wide variety of topics ranging from conceptual and methodological issues on the one hand to critiques of Canadian housing policies on the other. Book excerpt: For the last 50 years, development patterns in Canada have emphasized building out onto greenfield lands at the urban edge at a rate that has outstripped the rate of population growth. This development pattern has resulted in the loss of farmland and natural areas, rising car dependency and traffic congestion. Moreover, many municipalities lack the resources to pay for the infrastructure needed to support expansion into greenfield areas. One of the ways municipalities have sought to address these issues is through residential intensification, i.e., encouraging housing development in existing urban areas where infrastructure and transit services are already in place. Infill development, adaptive reuse, brownfield development, lot splitting and secondary suites are examples of intensification that can result in the following: Ÿ Reduce infrastructure costs; Ÿ Use land more efficiently; Ÿ Preserve rural and natural areas outside existing urban boundaries; Ÿ Revitalize urban areas in decline; and Ÿ Create more transportation choice through easier access to daily destinations like work, shopping and entertainment (e.g., mixed-use, pedestrian- and transit-oriented neighbourhoods). Despite the considerable potential benefits, intensification faces a series of practical challenges: Ÿ Higher development costs; Ÿ Neighbourhood opposition; Ÿ Regulatory issues. This study aims to profile successful examples of municipal initiatives that have helped to overcome obstacles such as these, either by removing barriers or providing positive incentives. Most importantly, they have resulted in concrete results "on the ground, " in that they have helped trigger or facilitate projects that may not have otherwise gone ahead. The report profiles 12 case studies of local initiatives that support intensification. This document is intended to be of use to municipal officials and other stakeholders across the country who may be looking for mechanisms with which to encourage intensification.

Book excerpt: Doucet and Weaver begin this empirical, analytical, and narrative study with an analysis of the evolution of land development as an enterprise and continue with an examination of house design and construction practices, the development of the apartment building, and an account of class and age as they relate to housing tenure. They also relate developments in Hamilton to the current state of urban historiography, using their case study to resolve discrepancies and contradictions in the literature. Among the major themes the authors deal with is a controversial exploration of what they see as a central North American urge: the desire to own a home. Other themes include the social allocation of urban space, the quality and affordability of housing, the increased interest of large corporations in the land development and financial service industries, and a comparative analysis of housing in Canada and the United States. The authors have drawn on civic and business records dating from the early nineteenth century to the latest planning data. Combining this information with their comprehensive analysis, Doucet and Weaver show that current housing problems and potential solutions are better understood when seen as part of a historical process. They provide a critical assessment of the ways in which contemporary society produces shelter and question the use of technical innovations alone to resolve housing crises.
