Book excerpt: Since its beginning in 1965 as a part of the War on Poverty, Head Start's goal has been to boost the school readiness of low-income children. Based on a 'whole child' model, the program provides comprehensive services that include pre-school education; medical, dental, and mental health care; nutrition services; and efforts to help parents foster their child's development. Head Start services are designed to be responsive to each child's and family's ethnic, cultural, and linguistic heritage. The Congressionally-mandated Head Start Impact Study was conducted across 84 nationally representative grantee/delegate agencies. Approximately 5,000 newly entering 3- and 4-year-old children applying for Head Start were randomly assigned to either a Head Start group that had access to Head Start program services or to a non- Head Start group that could enrol in available community non-Head Start services, selected by their parents. Data collection began in fall 2002 and is scheduled to continue through 2006, following children through the spring of their 1st-grade year. The study quantifies the impact of Head Start separately for 3- and 4-year-old children across child cognitive, social-emotional, and health domains as well as ii on parenting practices. This book is essential reading for those in the education field.

This book examines the multiple factors which contribute to family homelessness, and uses quantitative and qualitative analyses to identify those factors which represent the major supports and barriers to homeless exit and housing stability. Results show that while family homelessness is not caused by a single issue (but a combination of issues including alcohol/substance abuse, untreated mental illness, domestic violence, family configuration, lack of community or social supports, and/or lack of affordable housing options) community and social supports provide the single most significant impact on the ability of families to exit homelessness and maintain stable housing. Quantitative data suggests that investing in community/social supports for homeless families could facilitate their exit from homelessness and increase housing stability for families at risk, while reducing those supports might increase homelessness. Qualitative data indicates that supportive relationships are instrumental to understanding that while homelessness is a terrible experience, those who experience homelessness are not terrible people. Furthermore, recognizing that a loss of housing does not necessarily mean the loss of one's symbolic representation of 'home' could assist families in viewing homelessness as a transformational learning experience rather than a traumatic failure.

For some, inadequate housing situations lead to parent-child separations or delayed reunification. Housing assistance may be one option for these families to avoid these outcomes; however, little research examines existing housing services for inadequately housed families in contact with the child welfare system. Public housing assistance represents the primary source to connect low-income families with affordable housing; however, a number of barriers challenge navigation of this system, including long waitlists, stigmatization of voucher use, and stringent eligibility requirements for all living in the household. The homeless service system also provides a safety net that many families try to avoid. In addition to difficulties securing housing through these systems, inadequately housed families in contact with child welfare must also address family needs for child safety and stability. Thus, it is important to understand how families choose housing when they receive assistance.

Consequently, social, economic, cultural, and environmental factors significantly affect a child's health ecosystem and ability to thrive throughout adulthood. Vibrant and Healthy Kids: Aligning Science, Practice, and Policy to Advance Health Equity builds upon and updates research from Communities in Action: Pathways to Health Equity (2017) and From Neurons to Neighborhoods: The Science of Early Childhood Development (2000). This report provides a brief overview of stressors that affect childhood development and health, a framework for applying current brain and development science to the real world, a roadmap for implementing tailored interventions, and recommendations about improving systems to better align with our understanding of the significant impact of health equity.

In this three-paper dissertation, I explore a variety of housing experiences for families within additionally stressful contexts. First, I review the existing literature regarding infants' and toddlers' experiences of homelessness, a consequential developmental time period, and a critical gap in homelessness scholarship. Second, using qualitative analyses, I investigate families' descriptions of their experiences of housing instability and homelessness in addition to experiencing the incarceration of a parent, addressing family-identified challenges and supports. Lastly, I address relations between parents' well-being and children's stress within families living doubled-up during the COVID-19 pandemic, comparing across doubled-up status for parent mental health symptoms, emotions, behaviors, and employment, and child stress and adaptive behaviors. Following the three papers, I discuss implications for future research, policy, and practice within the field of family homelessness and housing instability.

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.
