Book excerpt: Irrespective of the interdisciplinary, epistemological, pedagogical or etymological differences in the interpretation of leadership, technological situational happenstances (TSH) is cognitively and effectively use as a trajectory toward transformation of various leadership styles. Commonalities and differences exist in Bass' (1985, 1996, 1997) and Burns' (1978, 2002, 2003, 2006) leadership theories. Some scholars harbor crotchetiness to Bass' and Burns' theories (Keeley, 1995; Mckendall, 1993; Snyder, 1987; White & Wooten, 1986). Other scholars constructively remain neutral to Bass' and Burns' theories (Dmitry, 2007; Yukl, 2006). Without leaders deploying TSH in organizations, information will be distorted and degraded from reaching strategic and tactical planners. Technologies embedded in TSH are used to analyze, synthesize, and triangulate the United States real estate historical trends from 1880s to present. Financial mortgage institutions' unquenchable greed and unethical behaviors of granting loans to unqualified applicants resulted in toxic loan documents in the United States. The toxic mortgage loan documents, now morphed up in the United States cascaded into a complex global economy recession. Bank of America, Merrill Lynch Company, General Motors, and other companies two consecutive higher quarter earnings in 2010, however, shows sign of a painful economy recovery in the United States (Aluya, 2008 & 2010; Austums, 2008; Cho, 2007). Industrial standards are reset through smart analytic sensors reporting and managing technologies that are nonlinear and disruptive in nature. Organizations are using TSH in resetting customer's expectation, creating competitive advantages and shifting market forces in favor of the disruptors (Babcock, 2009; Dzubeck, 2008; Kelly, 2010; Ritorto, 2010; Yitts, 2006). AOL Time Warner, Hewlett-Packard, UPS, Nokia, and Yahoo are used as case studies to explicate this phenomenon. TSH removed the dearth from the anchored business models. Cloud computing and planetary computing is introduced to learners in this book.

But beyond providing a snapshot of the present conditions of the African housing market, the book offers recommendations and actionable measures for policy makers and other stakeholders on how best to provide affordable housing and alleviate Africa’s housing deficit. One factor might be low capital investment, due in part to Africa’s relative poverty: Other regions have reached similar stages of urbanization at higher per capita GDP. This study, however, identifies a deeper reason: African cities are closed to the world. Compared with other developing cities, cities in Africa produce few goods and services for trade on regional and international markets To grow economically as they are growing in size, Africa’s cities must open their doors to the world. They need to specialize in manufacturing, along with other regionally and globally tradable goods and services. And to attract global investment in tradables production, cities must develop scale economies, which are associated with successful urban economic development in other regions. Such scale economies can arise in Africa, and they will—if city and country leaders make concerted efforts to bring agglomeration effects to urban areas. Today, potential urban investors and entrepreneurs look at Africa and see crowded, disconnected, and costly cities. Such cities inspire low expectations for the scale of urban production and for returns on invested capital. How can these cities become economically dense—not merely crowded? How can they acquire efficient connections? And how can they draw firms and skilled workers with a more affordable, livable urban environment? From a policy standpoint, the answer must be to address the structural problems affecting African cities. Foremost among these problems are institutional and regulatory constraints that misallocate land and labor, fragment physical development, and limit productivity. As long as African cities lack functioning land markets and regulations and early, coordinated infrastructure investments, they will remain local cities: closed to regional and global markets, trapped into producing only locally traded goods and services, and limited in their economic growth.

Among the topics addressed by the book are challenges to governance institutions: how international development is delivered, building land management capacity, funding for urban infrastructure, land-based finance, ineffective planning regulation, and the role of alternatives to courts in resolving boundary and other land disputes. Issues of rights and land titling are explored from perspectives of human rights law (the right to development, and women's rights of access to land), and land tenure regularization.
