Book excerpt: In 1996, the Deputy Secretary of Defense directed the Under Secretary of Defense (Personnel and Readiness) to conduct a new study of military family housing. Previous studies concentrated on comparing the costs of military owned housing with housing allowances that are provided to personnel who rent or purchase civilian housing. This study complements previous efforts by investigating the preferences of military families for different kinds of housing, the methods they use to find housing at new locations, and the factors that are important in their choice of housing. The data for these investigations were collected through a survey of families assigned to 12 bases with varying housing situations. The analyses and the survey data should be of interest to policy makers and analysts concerned with military housing programs, the support of active duty families, and the role of housing benefits in the compensation package. Readers interested only in the findings of the study should focus on the first two chapters. The other chapters will be of interest to readers interested in the analytic methods and detailed results.

Book excerpt: The Department of Defense (DOD) spends about $8 billion annually to provide housing for military members and their families either by paying a cash allowance for members to live in private-sector housing or by assigning families to government-owned or -leased quarters. DOD policy states that private housing in the communities near military installations will be relied on as the primary source of housing and that government quarters may be programmed when the communities cannot meet the military's need for acceptable and affordable family housing. Also, government housing is provided for a small number of personnel that reside on an installation for reasons of military necessity. At the request of the former Chairman and Ranking Minority Member of the Subcommittee on Personnel, Senate Committee on Armed Services, GAO reviewed DOD's military family housing program in the United States to determine whether (1) DOD'S policy of relying primarily on private housing to meet military family housing requirements is cost-effective, (2) the military services are complying with this policy, and (3) DOD's family housing policies result in equitable treatment for all military families.

Book excerpt: To help ensure that families of military members are able to obtain off base housing the DoD has relied on two programs: (1) the 801 construction program which creates new rental housing; and (2) the Variable Housing Allowance (VHA) program which provides a supplement to the Basic Allowance for Quarters (BAQ) for existing units in high cost areas. Although these two programs have generally been successful in meeting their goals, the rapidly rising costs of housing over the past decade in many urban areas has begun to limit their effectiveness. Moreover, neither program is targeted specifically towards providing affordable housing for families of military members in the lowest pay grades.
