Varied scholarly approaches to social advocacy over the past four decades have tended to highlight skilled actors who craft rhetorical appeals and pursue resources and opportunities strategically to win their ends. Lichterman argues that this approach presents a thin view of culture and oversimplifies action as a product of collective actors whose speech and action do not vary by setting. In this study of housing advocacy, he turns the analytic lens away from the actors to the social settings and the cultural contexts of unfolding action, which allows him to develop a more precise explanation of success and failure. Lichterman draws on four years of ethnographic research on four campaigns, three coalitions, and twelve organizations that took up affordable housing, homelessness, and related problems in Los Angeles. The author follows how the actors' identities, claims and strategies unfold in specific settings as they promote new legislation, oppose gentrification, build affordable housing, and pursue health and environmental issues alongside housing problems. He finds that the discursive fields are crucial contexts that influence the work and that organization style powerfully shapes civic action. Book excerpt: The state subsidies and philanthropy that traditionally allowed orchestras to flourish have greatly diminished in the wake of recent financial crises and the COVID-19 pandemic. As in other fields affected by the precarious labor arrangements prevalent in the world of work today, it is the employees and freelancers—in this case, the musicians themselves—who suffer most. In this deeply knowledgeable and provocative book, a highly acclaimed scholar who combines the roles of law professor, music journalist, and orchestral violinist presents the first major legal study to focus on labor relations and the institutional dynamics at play within orchestras. Drawing on personal interviews with more than 250 orchestral musicians and other stakeholders—whose testimonies and actions often stand in contradiction to narratives provided by cultural economists and government cultural policymakers—the author uncovers the deteriorating welfare of musicians in two countries, the United States and the Netherlands, in which she has considerable practical orchestral experience. The methodology will reverberate with great intensity to musicians worldwide with its novel system of “movements” that focus on different vulnerabilities besetting orchestral players to highlight such issues and topics as: orchestra financing, with a special focus on the nonprofit sector and the changing nature of state subsidies in Europe; the impact of the perception of orchestras as “elitist” and of limited social value; discriminatory practices in auditions and hiring; legal and practical relevance of contemporary questions of employee categorization (regularly employed; self-employed; false self-employed); and how fair practice codes and collective bargaining agreements can be designed, implemented, and enforced. An interdisciplinary approach to a multiplicity of vulnerabilities in the sector, the study incorporates economic, historical and legal research along with a consideration of sociological factors. Case studies—from the EU Court of Justice, the Dutch Supreme Court, the Supreme Court of the United States, and the U.S. National Labor Relations Board—offer practical insight into specific legal issues, including the fundamental question of how musician employees are differentiated from freelancers. Reflecting on the cutbacks and compromises that traumatize orchestral negotiations in today’s musical world, the book not only provides orchestral musicians with a wealth of useful information and suggestions for future action but also adds to the growing body of legal literature on the self-limitations of labor law and the increasing vulnerability of workers. Practitioners in labor and employment law as well as academics in the field will benefit from a powerful analysis of workers’ vulnerabilities in today’s labor market.

The city entered the fifties as a regional destination where prosperous postwar Americans could enjoy vices largely forbidden elsewhere, and it emerged in the sixties as a national hotspot, the glitzy resort city that lights up the American West today. Becoming America’s Playground chronicles the vice and the toil that gave Las Vegas its worldwide reputation in those transformative years. Las Vegas’s rise was no happy accident. After World War II, vacationing Americans traveled the country in record numbers, making tourism a top industry in such states as California and Florida. The Las Vegas Chamber of Commerce saw its chance and developed a plan to capitalize on the town’s burgeoning reputation for leisure. Las Vegas pinned its hopes for the future on Americans’ need for escape. Transforming a vice city financed largely by the mob into a family vacation spot was not easy. Hotel and casino publicists closely monitored media representations of the city and took every opportunity to stage images of good, clean fun for the public—posing even the atomic bomb tests conducted just miles away as an attraction. The racism and sexism common in the rest of the nation in the era prevailed in Las Vegas too. The wild success of Frank Sinatra’s Rat Pack performances at the Sands Hotel in 1960 demonstrated the city’s slow progress toward equality. Women couldn’t work as dealers in Las Vegas until the 1970s, yet they found more opportunities for well-paying jobs there than many American women could find elsewhere. Gragg shows how a place like the Las Vegas Strip—with its glitz and vast wealth and its wildly public consumption of vice—rose to prominence in the 1950s, a decade of Cold War anxiety and civil rights conflict. Becoming America’s Playground brings this pivotal decade in Las Vegas into sharp focus for the first time.
