Book excerpt: This working paper raises the question whether Hong Kong's housing problems for young people can be solved. Unlike Singapore which maintains a highly diversified manufacturing sector, Hong Kong has moved its manufacturing sector to the Mainland. The imbalanced economic structure which heavily relies on financial service has thus put Hong Kong into a dilemma: The more Hong Kong depends on the financial service sector, the less of young people will be able to find employment opportunities from the manufacturing sector in the future. The deep-rooted problem is that prosperity of the financial service sector must depend on the vitality and growth potential of the real economy. If the production pie is decreasing which drives people to make money from renting house rather than work for better payment, then housing almost certainly acts as a vehicle to accelerate the income polarization process as it has higher barrier to new market entrants.

All rights not granted by the above license are retained by the author. Abstract: Housing problems faced by Young people is not a new research topic. Yet, minimal focus has been put on Young singletons who moved out from parental home, let alone those who have chosen to live in inadequate housing. It is a significant phenomenon which worth studying, as the existence of inadequate housing is a social problem itself - it contravenes building regulations, fire safety rules, land lease conditions, and create safety and health hazards to its residents. The causes and living conditions of the young singletons for living in inadequate housing should be alerted. Among the residents living in inadequate housing, there is a magnificent number of young people, aged from 18-35. They are single, highly educated, and with stable jobs. They move out because they want to adopt a free life, pursue for an individual lifestyle, and they want to cohabit with their friends or partners. Nevertheless, the housing need of this group of young singletons have been marginalized by the government, and even by the public, as under the traditional belief of Chinese Society, parents do no support their children to move out from their parental home before marriage. In objection to their children''s decision on moving out, few of them provide financial support to their kids'' accommodation. With high housing price in private housing market, these group of youngster turn to more affordable housing choice, the inadequate housing. This paper attempts to understand the housing need of young singletons living in inadequate housing - to what extend their personal beliefs and values, financial status, present living conditions, relationship with their family, their anticipated housing criteria as well as their expectation towards future housing attainment, have affected their housing need. Furthermore, the causes for them to live in inadequate housing, their existing living conditions, and their expectation on future housing attainment will be studied. Whether the Youth hostel is a possible solution to combat the rapid increase of inadequate housing will as well be discussed. It was found that, despite the objection they faced from their family, their limited economic resources, high educational attainment and stable jobs, the interviewees are not forced but to choose living in Inadequate housing in order to leave parental home, and to do what they really want, for instance, cohabit with their friends or partners. Their perceived living conditions are not as bad as the literature has described, even though the flats are extremely small, the housing criteria of these young singletons are not strict. All they need is an accommodation which they perceived as a safe place with affordable rent, so they can do what they want. Most of them do not have plans on future housing attainment, and they regarded the place they are living are favorable and can satisfy their present housing need. Living in IH in Hong Kong does not have obvious negative effect on their self-images and self-esteem. They just wish to seek their own way of living. Some argue that the government is not obligated to help this group of young singletons as these youngsters genuinely like their accommodation, and they could ''move back to their parental home''. Abstract: Hong Kong has a long historical development of public housing and become one of the largest public housing programmes city in the world. However, the demand for housing of the low income young people is still not met. They cannot afford decent housing in the private market. Since Housing Authority (HA) introduced the Quota and Points System (QPS) in 2005 for single person applicants. The purpose of the scheme was to set an annual quota for non-elderly one-person applicants applying for public rental housing (PRH) and establish a points system to accord priority to applicants of higher age. The goal of this study is to evaluate the effectiveness of the existing housing subsidy policy for solving the housing problems of the young people in Hong Kong. First, I will investigate and define the housing problems of young people and trying to make some recommendations and suggestions to government. Therefore, a survey will be conducted through interview questionnaire to the young people in order to study their housing problems and general characteristics. By studying the housing problems of the lower income young people in Hong Kong and hope the findings of this research may provide insights for policy makers in tackling the young people's housing problems. Abstract: Obviously, the housing problem that plagued our young for long time and the concern is keep growing; even our Chief Executive announced his acknowledgement in the latest "Policy Address." However, it seems our youth still being neglected in both the existing housing policy and the proposed latest housing direction and our government have not done enough on catering their housing need. In this study, the social justifications in relation on the setting and consideration of housing policy have been analysis with ethical theories involved. Then, the housing problem of our youth facing has been analysis, and diversified into "Need-based" and "Merit-based" against their perception on the existing housing policy. Thereafter, the new housing direction also been analysis in relation to "Need-based" and "Merit-based," and prediction of the latest perception of our youth has been made under assumption. Finally, the goal of this paper is to interpret the actual housing problems of youth and the collection of their latest perceptions against the latest housing direction via personal interviews. By these study, counter prove can be made whether the new housing direction catering the housing needs of our youth or not; furthermore, comments and suggestion may provide for our government to setup youth housing policy covering both the "Need-based" and "Merit-based" preciously. In the post-war period, homeownership became the most preferable housing choice in developed societies, such as Australia, Britain, Japan, Spain, and the United States. In the financialization era, its proliferation aggregated enormous wealth and debt in the housing and mortgage markets, affecting social stability by creating inequality and housing unaffordability. Hong Kong is the most extreme example of this among developed societies – in recent years, the city has made international headlines both for its housing problem and its social instability. By studying the history of homeownership in Hong Kong over a period of four decades, Chung-kin Tsang proposes that homeownership is inseparable from the social imagination of the future, conceptualizing this framework as "hope mechanism". This perspective helps trace the connections between ‘House Buying’ as a hope mechanism – one which is central to subject formation, life goals, and temporal mapping for socially shared life planning – and social stability. Given its unique approach, specifically its use of "hope" as an analytical category, this book will prove to be a useful resource for scholars in economic culture and financialization, and Asian Studies, especially those working on the cultural, sociopolitical, and economic history of Hong Kong.

Book excerpt: Globally, independent living and asset accumulation used to be among the major considerations for young people wanting to acquire ownership of their homes. Yet today in Hong Kong as well as in other developed economies, a reduced level of home ownership and young people delaying the formation of households have become prevalent phenomena. Due to the imbalance between house prices and incomes, access to housing seems an insurmountable impediment to the younger generation in Hong Kong. Such difficulty has reshaped their thoughts and behaviour. Distinctive features of the post-80s generation include late marriage, increasing mobility, heterogeneity in beliefs, more consumerism and optimism, unstable employment, longer schooling and rising education costs. Apart from these generational features, the post-80s cohort in Hong Kong has also been enmeshed in the transition to a knowledge-based economy. This working paper argues that their housing attitudes and aspirations are thus largely a product of the restructuring and enhancement of the local economy, property market volatility and the financial vulnerability of individuals, the continuing strength of family ties, and a neoliberal policy on real estate investment.
