Miron compares this trend to patterns of household size in England and the United States and argues that postwar changes in household formation in Canada were the result of several forces including the postwar baby boom, increased longevity, changes in marriage pattern, rising incidence of divorce, increased household affluence, and new forms of government assistance to housing. While aggregate growth in population, families, and households helps to explain why more housing was necessary, it does not explain changes in the kind of houses desired. Miron discusses changes in available housing stock as well as changes in structural type such as the great apartment boom of the late 1960s and the re-emergence of owner occupancy in the late 1970s. The types of data available for measuring change in the stock and sources of error in housing data are also analyzed. One of the books most important contributions is an annotated synthesis of national trends in household formation and housing demand, derived from Statistics Canada census data, and accompanied by an insightful analysis of the relation of these trends to housing stock evolution. This is the only available detailed study of these topics in the Canadian context.

The paper adds to the current related literature by focusing on housing units and reconstructing housing stock and households series. An error correction model is estimated at the provincial level over the period 1980-2013 to estimate a measure of housing stock desequilibrium. The model predicts an excess supply in the order of 1⁄2 percent above the housing stock level consistent with fundamentals as of 2013.

The book provides a real-life illustration of two options available for a family debating between buying and leasing a townhouse in Toronto (the readers are able to easily extend this analysis to other types of residential properties). One of the findings from this mathematical exercise is that an unchanged house price by the end of a five-year term results in a $90,000 loss by the homeowner. This implies that the only rational explanation for a desire to buy the townhouse is expectations of capital appreciation that will be sufficient to compensate for the additional costs of homeownership. The analytical section of the book provides an insight into an upcoming price moderation stage for the Canadian housing market. Analysis include a discussion on the forces of supply and demand that drove the Canadian housing prices to the level where they are today and an outlook on what is likely to happen with these forces in years to come. The user-friendly Excel model is available for download by readers free of charge and can be used for evaluation of their own personal options.

Book excerpt: Housing market imbalances are a key source of systemic risk and can adversely affect housing affordability. This paper utilizes a stylized model of the Canadian economy that includes policymakers with differing objectives—macroeconomic stability, financial stability, and housing affordability. Not surprisingly, when faced with multiple objectives, deploying more policy instruments can lead to better outcomes. The results show that macroprudential policy can be more effective than policies based on adjusting propertytransfer taxes because property-tax policy entails excessive volatility in tax rates. They also show that if property-transfer taxes are used as a policy instrument, taxes targeted at a broader-set of homebuyers can be more effective than measures targeted at a smaller subset of homebuyers, such as nonresident homebuyers.
