In this paper the authors investigate residential mobility among slum dwellers in Bhopal, India. Their analysis shows that one in five households succeeds in getting out of a slum settlement, and a major determinant is the household's ability to save on a regular basis. Due to limited outreach of institutional housing finance, most slum dwellers rely solely on household savings for purchasing a house. These findings underscore the urgent need to improve savings instruments for slum dwellers and to downmarket housing finance to reach the poorest residents of rapidly growing cities in developing countries. Book excerpt: Abstract: An important infrastructure policy issue for rapidly growing cities in developing countries is how to raise fiscal revenues to finance basic services in a fair and efficient manner. This paper applies hedonic analysis that explicitly accounts for spatial spillovers to derive the value of improved access to water in the Indian cities of Bhopal and Bangalore. The findings suggest that by looking at individual or private benefits only, the analysis may underestimate the overall social welfare from investing in service supply especially among the poorest residents. The paper further demonstrates how policy simulations based on these estimates help prioritize spatial targeting of interventions according to efficiency and equity criteria.

This study examines the housing finance strategies of informal settlement dwellers in Dar es Salaam (Tanzania) and identifies a range of factors that enable or constrain actors to make investments in housing. Based on ethnographic, qualitative and quantitative research, this study provides detailed insights into individual housing biographies, and explains why some actors invest in housing, while others do not. It finally challenges widely accepted development concepts like the provision of housing microfinance, land regularisation, infrastructure upgrading and eviction and argues for a deeper understanding of everyday lives in order to improve housing conditions.
