Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the consequences that would arise if Germany’s means-tested unemployment benefits were replaced with an unconditional basic income. The basic income scheme introduced is based on a negative income tax and calibrated to be both financially feasible and compatible with current constitutional legislation. Using data from the German Socio-Economic Panel (GSOEP) the author examines the impact of the reform on the household labor supply as well as on both poverty and inequality measures. It is shown that by applying reasonable values for both the basic income and the implied marginal tax rate imposed on earned incomes, efficiency gains can be reconciled with generally accepted value statements. Furthermore, as the proposal includes a universal basic income for families, child poverty could be reduced considerably. The estimates are based on the discrete choice approach to labor supply.

Die vorliegende Arbeit befasst sich mit dem Earned Income Tax Credit (EITC) in den USA, und versucht diese kleine negative Einkommensteuer als Modell auf Deutschland zu übertragen. Dieses Programm ist von Forschern und politischen Parteien (siehe SPD, CDU, FDP) in verschiedenen offiziellen und inoffiziellen Thesenpapieren oft als mögliches Vorbild thematisiert worden. In der Arbeit werden deshalb folgende Fragen diskutiert: Welche institutionellen Unterschiede gibt es zwischen den USA und Deutschland? Wie funktioniert der Earned Income Tax Credit in den USA? Ist der EITC auf Deutschland übertragbar? Welche ökonomischen Effekte lassen sich theoretisch für die Arbeitsnachfrage und für das Arbeitsangebot identifizieren? Was bedeuten die verschiedenen Varianten wie Bürgergeld, Kombilohn und EITC für den betroffenen Arbeitslosen im Hinblick auf sein Einkommen? Wieviel würde die Einführung eines EITC in Deutschland kosten? Welche polit-ökonomischen Restriktionen bzw. Konsequenzen sind zu erwarten? Book excerpt: This paper provides an overview of the design of means-tested Guaranteed Minimum Income schemes, which constitute an important component of social protection systems in European countries. It discusses how key design features differ across countries, including how countries balance the primary objective of poverty alleviation against the desire to both manage the work disincentives inherent in such programs and contain fiscal cost. The analysis finds a clear trade-off between both concerns in practice, with many countries combining low generosity with low benefit withdrawal rates (BWRs) thus prioritizing employment incentives over the primary objective of poverty alleviation. Many countries can reduce this trade off by combining higher generosity with higher BWRs. Countries with very high BWRs should consider reducing these, including through allowing income disregards and time dependent (rather than income-dependent) benefit withdrawal. The work disincentives associated with higher BWRs can also be attenuated through strengthening complementary activation policies that incentivize and support participation in the labor market.
