This White Paper sets out the Governments international and domestic strategy to address these challenges and ways to implement the Energy Review of 2006 and the 2006 Pre-Budget Report. Book excerpt: Household energy consumption is responsible for 27 per cent of all UK carbon emissions. Reducing household energy consumption is central to efforts to mitigate climate change and can help decrease poverty by reducing household energy bills. The Government encourages the installation of energy efficiency measures through obligations on energy suppliers and seeks to influence householder behaviour through the provision of information on energy saving measures and the labelling of the energy efficiency of appliances. Building Regulations specify energy efficiency standards for new dwellings. European Union regulations set minimum energy efficiency standards for some appliances, such as fridges and freezers. These programmes cost the UK around £2.6 billion a year. To meet economy-wide energy consumption targets, household energy consumption must fall by 11 per cent by 2010 and by 36 per cent by 2020, compared to 2001-05. Despite a reduction in household energy consumption in the last three years, 2004 to 2007, which followed a long-term trend of rising household energy consumption, household energy consumption was still 8 per cent higher in 2007 than in 1990. Energy consumption may rise again due to trends such as the growth in the number of households, the demand to use more electronic appliances and a desire to live in warmer homes. To offset these upward pressures and achieve further reductions, the key challenges for Government are how to strengthen and improve enforcement of minimum energy efficiency standards for new homes, and how to coordinate and focus government programmes to increase the energy efficiency of existing homes and achieve behaviour change by householders.

Book excerpt: The Committee's report examines the contribution that energy efficiency can make towards achieving the Government's objective to reduce carbon dioxide emissions by 20 per cent by 2010, as set out in the Energy White Paper ('Our energy future - creating a low carbon economy', Cm 5761, ISBN 0101576129) published in February 2003. The report examines in detail the practical measures designed to achieve this objective, as outlined in the Government's Energy Efficiency Action Plan (Cm 6168, ISBN 0101616821) published in April 2004. It focuses on the contribution of business and industry, which represents almost a third of total emissions, and of households, which represents almost one quarter (it does not examine the contribution of the transport sector or consider renewable energy issues in detail, as these have been covered in other Select Committee reports). Amongst its findings, the Committee argues that the main objective of energy efficiency should be the reduction of the UK's absolute energy consumption, leading to lower emissions, and proposes a methodology to measure progress towards this objective. Other issues highlighted include: the enormous wastefulness of the electricity generating industry; the need for greater Government clarity and leadership in promoting energy efficiency; and better public education about energy use and its economic and environmental costs.
