This book was released on 2009-07-17 with total page 416 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Barnett Formula is the mechanism used by the United Kingdom Government to allocate more than half of total public expenditure in Scotland, Wales and Northern Ireland. The Formula has been used for the last thirty years to determine the annual increase in allocation (the increment). Each year these increments are added on to the previous year's allocation (the baseline) to create what is now a significant block grant of funds. The Formula accounted for almost £49 billion of public spending in 2007-08. Despite the political changes within the United Kingdom the Formula has continued to be used and has never been reviewed or revised. The Formula was only intended to be a short term measure and should no longer be. A UK Funding Commission should be established to assess relative need in the UK's regions and advise on a new method of distributing funding to reflect those needs. The baseline has never been reviewed to take account of changing population patterns; this means that the grant provides funds without reference to the needs of each of the countries and regions of the UK. There should be a link between the grant of funds made to each of the administrations and their actual per capita funding needs. The Committee's research suggests that England and Scotland have markedly lower overall needs per head of population than Wales and Northern Ireland. The Committee suggest that the UK Funding Commission undertake an assessment of relative need now and in the future and that they undertake periodic reviews as well as publish annual data about the allocation of funding between the devolved administrations.

Book Federalism and Social Policy

Download or read book Federalism and Social Policy written by Scott L. Greer and published by University of Michigan Press. This book was released on 2019-05-24 with total page 339 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federalism and Social Policy focuses on the crucial question: Is a strong and egalitarian welfare state compatible with federalism? In this carefully curated collection, Scott L. Greer, Heather Elliott, and the contributors explore the relationship between decentralization and the welfare state to determine whether or not decentralization has negative consequences for welfare. The contributors examine a variety of federal countries, including Spain, Canada, and the United Kingdom, asking four key questions related to decentralization: (1) Are there regional welfare states (such as Scotland, Minnesota, etc.)? (2) How much variation is there in the structures of federal welfare states? (3) Is federalism bad for welfare? (4) Does austerity recentralize or decentralize welfare states? By focusing on money and policy instead of law and constitutional politics, the volume shows that federalism shapes regional governments and policies even when decentralization exists.

Book HL 55 A fracturing Union The implications of Financial Devolution to Scotland

Download or read book HL 55 A fracturing Union The implications of Financial Devolution to Scotland written by The Stationery Office and published by The Stationery Office. This book was released on 2015 with total page 65 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the Committee's investigation into the devolution of public finances, Lord Palmerston's assessment of the Schleswig-Holstein question has often sprung to mind. Funding of devolved administrations, particularly with regards to Scotland, is a complex mix of social, economic and political questions; "You would not start from here", has been the lament of many of our witnesses. This inquiry was prompted by the Smith Commission agreement. The Scottish cross-party Smith Commission was established by the Prime Minister, following the September 2014 referendum on Scottish independence, to agree further powers which should be devolved to Scotland. The Committee was particularly interested in the proposals that seek to increase the financial accountability of the Scottish Parliament. The Smith Commission agreement will be delivered through the Scotland Bill 2015 and the renegotiation of the 'fiscal framework' by the UK and Scottish Governments. The fiscal framework sets out how Scotland, Wales and Northern Ireland receive funding from the UK Government and the institutional arrangements that govern the process. The renegotiation of the fiscal framework may also have implications for future funding arrangements for Wales and Northern Ireland. Negotiations on the fiscal framework have yet to be concluded. This report draws attention to certain problems we have identified that the UK Government and devolved administrations need to address: (1) The Absence of the Fiscal Framework; (2) Funding of Devolved Administrations in the UK; (3) Adjustment of the block grant for Scotland to reflect devolved income tax receipts; (4) the second 'no detriment' principle; (5) choice of devolved taxes; (6) borrowing powers; (7) transparency and scrutiny.

Book HC 523 The Future of the Union Part One English Votes for English Laws

Download or read book HC 523 The Future of the Union Part One English Votes for English Laws written by Great Britain. Parliament. House of Commons. Public Administration and Constitutional Affairs Committee and published by The Stationery Office. This book was released on 2016 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is highly regrettable that the 1997 Parliament voted to proceed with devolution to Scotland and Wales without proper consideration being given to the well rehearsed West Lothian Question. It was a failure to do so then that has led to the difficulties that the present Government is now seeking to address through EVEL. As devolution from the UK level to Scotland, Wales and Northern Ireland continues to develop, there is a growing body of evidence that suggests an increasing impatience with the constitutional anomalies to which this gives rise in England. This was amplified during the 2015 General Election campaign, in which the Conservatives focused voters' minds on the possibility of SNP MPs holding the balance of power. Of all the potential remedies to the "English Question" that have arisen from devolution, the principle of English Votes for English Laws commands consistent and substantial popular support. Put simply, there appears to be a strong English demand for English Votes for English Laws. As we heard from Professor Wyn Jones,"on balance, [the data suggest] that there is support for the principle of English votes for English laws in Scotland and in Wales." As yet however, we have very little evidence about whether this support extends to the present scheme and its effects. Nor, as is explored later in this Report, does this support extend to any political party in the House of Commons other than the Conservative Party.

Book Accountability in the Contemporary Constitution

Download or read book Accountability in the Contemporary Constitution written by Nicholas Bamforth and published by OUP Oxford. This book was released on 2013-11-14 with total page 432 pages. Available in PDF, EPUB and Kindle. Book excerpt: Accountability is regarded as a central feature of modern constitutionalism. At a general level, this prominence is perhaps unsurprising, given the long history of the idea. However, in many constitutional democracies, including the UK and the USA, it has acquired a particular resonance in contemporary circumstances with the declining power of social deference, the expanding reach of populist accountability mechanisms, and the increasing willingness of citizens to find mechanisms for challenging official decision-making. These essays, by public law scholars, seek to explore how ideas of and mechanisms associated with accountability play a part in the contemporary constitution. While the majority of contributors concentrate on the United Kingdom, others provide comparative discussion with particular reference to the United States and aspects of European Union law. The main focus of the volume is the contemporary UK constitution. Chapters are included which analyse the historical context (including the role of Dicey), common law constitutionalism, the constitutional role of Parliament, the constitutional role of the courts, judicial accountability, human rights protection under the constitution and the contribution of non-judicial accountability mechanisms. Further chapters explore the public service principle, the impact of new public management on public service delivery, and the relationship between accountability and regulation. Finally accountability is discussed in the light of constitutional reform including the challenges posed by the 'multi-layered' government at the supra national level of EU membership and sub-national national levels of devolution and local government.

Book Comparative Health Care Federalism

Download or read book Comparative Health Care Federalism written by Katherine Fierlbeck and published by Routledge. This book was released on 2016-03-09 with total page 327 pages. Available in PDF, EPUB and Kindle. Book excerpt: Examining the changing nature of health care federalism within a competitive global context, Comparative Health Care Federalism provides a rich and nuanced account of the way in which the interplay of federal relationships impact health care within an array of systems. The editors have gathered together some of the leading international health policy scholars to provide detailed accounts of the dynamics of federal health policy-making within their respective jurisdictions. Complementing the theoretical and methodological objectives, this book provides a detailed, empirical description of the challenges faced by different states and the ways in which health policy-making works within the federal, quasi-federal, and functional federal systems presented. In chapters on the United States, Australia, Canada, Germany, Spain, Italy, Austria, the United Kingdom, the EU, India, China, Brazil, and the Russian Federation the authors consider what variables contribute to, and stand in the way of, the formation of robust and sustainable health care systems.

Book Autonomy in Subnational Income Taxes

Download or read book Autonomy in Subnational Income Taxes written by Violeta Ruiz Almendral and published by McGill-Queen's Press - MQUP. This book was released on 2013-03-01 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: There are important differences between constituent units of federal or quasi-federal states in OECD countries with respect to both powers for taxation of personal income and the use made of such powers, if any. Subnational Tax Autonomy in OECD Federations examines tax autonomy as a powerful tool in setting tax rates. Two key issues are examined in detail: first, why proposals giving more power to set tax rates have been implemented (Spain), put forward (UK), stalled (Belguim), or set aside (Germany), and second, how such powers are used in federations whose constituent units have them (Canada, Switzerland, and the United States).
