It provides, for the first time, a comprehensive assessment of the region’s transformation activity, largely amongst grassroots actors, enabled by a number of specific funding programmes, namely the International Fund for Ireland, Peace I, II and III and INTERREG I, II and IIIA. These programmes have been responsible for a huge increase in grassroots practice which to date has attracted virtually no academic analysis; this book seeks to fill this gap. In focusing on the politics of the socioeconomic activities that underpinned the elite negotiations of the peace process, key theoretical transformation concepts are firstly explored, followed by an examination of the social and economic context of Northern Ireland and the border counties. The three programmes and their impacts are then assessed before considering what policy lessons can be learned and what recommendations can be made for practice. This is underpinned by a range of semi-structured interviews and the author’s own experience as a project promoter through these programmes in the border counties for more than a decade. However, almost a decade later, Loyalist paramilitaries were still on the battlefield. After the Peace examines the delayed business of Loyalist demilitarization and explains why it included more fits than starts in the decade since formal peace and how Loyalist paramilitary recalcitrance has affected everyday Loyalists. Drawing on interviews with current and former Loyalist paramilitary men, community workers, and government officials, Carolyn Gallaher charts the trenchant divisions that emerged during the run-up to peace and thwart demilitarization today. After the Peace demonstrates that some Loyalist paramilitary men want to rebuild their communities and join the political process. They pledge a break with violence and the criminality that sustained their struggle. Others vow not to surrender and refuse to set aside their guns. These units operate under a Loyalist banner but increasingly resemble criminal fiefdoms. In the wake of this internecine power struggle, demilitarization has all but stalled. This report concludes the Committee's inquiry into the feasibility of implementing the proposals made in the Report of the Consultative Group on the Past in Northern Ireland. The Committee reached the following conclusions, including: that Northern Ireland has not yet reached a consensus on how to move on from its recent past; also, it is not clear that Northern Ireland needs a Legacy Commission when bodies such as the Victims and Survivors Commission and the Historical Enquiries Team are already dealing in different ways with aspects of the legacy of the Troubles; that healthcare services, particularly mental health services, for those affected by the Troubles are under strong pressure; that any future Legacy Commission should be chaired, or co-chaired, by figures from Northern Ireland rather than by a foreign figurehead; that the Northern Ireland Assembly, rather than the UK Government, should ultimately be responsible for decisions on how to fund a Legacy Commission - and therefore on the width of its remit; and that clarification is required on what role the Irish Government would play in setting up such a Commission, and in particular on what financial contribution it would be expected to make.

Book excerpt: The committee supports the principle of devolving to the Northern Ireland Executive the decision over whether or not to amend the rate of corporation tax, and believes this would assist the indigenous private sector to expand, innovate and employ more staff. The report uses 12.5% as a benchmark for the lower rate of corporation tax, but suggests that on the basis that the decision is devolved to the Northern Ireland executive it may, in due course, choose a lower rate. To maximise the benefits of a lower rate, though, continued progress needs to be made on other economic development policy mechanisms, including planning, education, and incentives for research and development and exporting. Low corporation tax is not a panacea for all Northern Ireland's economic ills, warns the committee, and there are considerable implementation issues: direct comparisons with the Republic of Ireland and its experience with 12.5% are difficult because the UK and Irish tax systems are different; and the UK Government would have to satisfy the criteria laid down in the Azores judgment for the tax reduction to satisfy EU rules on state aids. The committee was surprised to discover HM Treasury do not know how much corporation tax is raised in Northern Ireland. It is important that the Northern Ireland Executive has as much information as possible before deciding if, and how, it wishes to lower the rate, and at least a better idea of the amount of financial risk they are taking on. Furthermore, the benefits of lowering corporation tax must not be outweighed by the costs to businesses and HMRC.

The inquiry found that due to devolution, variations exist across the regions of the UK as to how health, housing and education services are provided. There are some specific benefits for the armed forces community that exist in Great Britain but are not available in Northern Ireland, such as improved access to IVF treatment, priority in accessing NHS healthcare, additional priority in accessing social housing, and certain educational entitlements.
