The Committee has set the following objectives: to determine how successfully the Department of International Development has spent its' funds; also examining the roles of the multilateral organizations within Iraq; the effectiveness of the coordination of service provision; the situation as regards the security environment and provision for humanitarian relief; the transition from humanitarian relief to reconstruction and development in Iraq. A number of Committee members visited Iraq to assess the overall situation, and collect information, but there was limited availability of analyses and evaluations of the development assistance programme. The Committee hopes to continue the work in the next parliament.

Conclusions drawn include support for the Government's increased aid budget, the announcement on multilateral debt relief, and the progress being made to increase the poverty focus of the UK's bilateral aid budget. Recommendations include: the departmental report should include more information about the poverty focus of multilateral organisations, such as the EU; the roll-out of the Poverty Reduction Budget Support must be evidence-based; and the DFID should improve its 'traffic light' system for showing progress on its public service agreement targets.

Book excerpt: This report, produced by the International Development Committee (HCP 65-I. session 2007-08), along with oral and written evidence (HCP 65-II, session 2007-08, ISBN 9780215513649) examines the reconstruction of Afghanistan. The Committee reached a number of conclusions, including: that reconstruction of the country and its economy will be a lengthy process and that Afghanistan will not meet the UN's Millennium Development Goals by 2015; that any reconstruction process needs to be Afghan-led; that the consequences for global security are significant if the international community abandons Afghanistan. The Committee also set out 50 recommendations, that include: the Committee supports the UK Government's continuing commitment to help bring peace and security to this region, and that Afghanistan needs to remain a major focus for the Department for International Development; that the presence of 7,000 British troops in this region needs the support of the British public, but that DFID needs a media and communications strategy that places greater emphaisis on the achievements in political reform, economic growth and basic services; that the international commitments by the Afghanistan Government to the rights of women are honoured; the Committee recommends the early provision of a dedicated aeroplane for the use of DFID and other Embassy staff in Afghanistan; the Committee expressed disappointment that sufficient international momentum could not be gained for the appointment of a high level joint UN, NATO, EU coordinator, or super-envoy in Afghanistan, and that ways must be found to fully resource the UN Special Representative in the region; that to stabilise security conditions, full cooperation between the NATO forces, the Afghan Government and armed forces is crucial; that further international pressure be placed on Pakistan to control more effectively the Federally Administered Tribal Areas also that controlling drug trafficking between Afghanistan and Pakistan is key to any counter-narcotics policy; that there has been insufficient attention to and funding for the agricultural and livestock sectors which could provide a range of alternatives to Opium poppy production, and that DFID should establish a programme to offer technical advice and training in agricultural extension services and develop a multifaceted rural livelihoods approach. Book excerpt: Women in Afghanistan have made gains since the Taliban was ousted in 2001, but they continue to face enormous disadvantages. The status of Afghan women is amongst the worst in the world and eighty seven per cent of women experience some form of domestic abuse during their lifetime, according to the UN. Women who participate in public life also do so at significant risk to their safety. The UK Government has said it is committed to protecting and promoting the rights of women and girls in Afghanistan and women's and girl's empowerment is a departmental priority for DFID globally. But the International Development Committee inquiry found too little practical evidence of this in DFID programmes or funding. The Department should start by examining what programmes have been effective for women in Afghanistan, then draw up a plan to expand these programmes, while doing all it can to secure commitments from other donors, such as the US, the EU and the World Bank.The Committee is recommending that the UK Government reconsider the DFID's focus on creating a 'viable state', giving greater emphasis to the provision of services and alleviating poverty. The Afghan people want their country to succeed, and the UK should continue to support them with a major aid budget in the country after the troops leave

Book excerpt: DFID is right to focus more resources on fragile states if global poverty reduction goals are to be met. However, this report highlights a number of concerns about DFID's capacity to meet this and other new policy directions set out in the 2009 White Paper (Cm. 7656, ISBN 9780101765626), based on analysis of the Department's performance in 2008-09 (the Department's annual report 2008-09 published as HC 867-I,II, ISBN 9780102962154). Climate change, another key White Paper focus area, threatens progress on poverty reduction and will hit the poorest people first and hardest. The outcome of the Copenhagen Conference in December 2009 was disappointing and real progress needs to be made before the next conference at the end of this year. The White Paper also indicates that DFID will channel more funding through multilateral organisations including the EU, the UN and the World Bank. This offers the prospect of more coordinated delivery of aid, but only if these bodies increase their effectiveness and their poverty focus. The report also argues for speedier reform of the governance of the international financial institutions. The recession has had a significant impact on developing countries. It is estimated that an additional 90 million people will be affected by poverty as a combined result of the global food, financial and fuel crises over the last few years. Donors, including the UK, have responded and have sought to identify specific needs in developing countries, though many donors are failing to meet the aid commitments they have already made.
