Book excerpt: The Committee calls for a wholesale review that goes beyond the administration of business rates to examine whether retail taxes should be based on sales rather than the rateable value of a property; whether retail needs its own system of business taxation; and how frequently revaluations should take place. In the interim, the Committee calls for a six months business rates amnesty for businesses occupying empty properties. This would go further than the 50% reduction announced in the Autumn Statement and would encourage new businesses to the High Street. The Committee also recommends that in the interim the Government review whether business rates are more appropriately linked to CPI or RPI and calls for annual increases to be linked to a 12 month average of either RPI or CPI, with a cap at 2%. This would replace the current link to a monthly snapshot of RPI. The Government should provide information on how and how much of the money allocated to the Portas Pilots is being spent. This follows concerns that much of the money allocated to the pilots has not been spent. The Government is also urged to outline the results of its latest STEM skills analysis and outline the action it will take to tackle any skills shortages. The retail sector also needs to encourage more staff to be trained at Apprenticeship Level 3 and above, and consider developing language skills to enhance the international consumers' experience

Book excerpt: The Government must commit to a 3 per cent target of GDP of research and development (R&D) spending by 2020 to ensure the UK doesn't lag behind international competitors. The BIS Committee finds that more than 30 years of under-investment in R&D has left the UK trailing countries such as the USA, Germany and France in science and innovation spending, threatening the opportunities for economic growth offered by the research excellence of the UK's world class university system. The Committee found the Catapult network has played a valuable role in harnessing the commercial benefits of science and innovation research. The Committee calls on the Government to back the recommendations of the recent Hauser Catapult review and expand the Catapult Network from the seven current centres to 20 by 2020 and 30 by 2030 and increase funding to Innovate UK. The Government needs to do more to bring businesses and universities together to realise the benefits of the cutting-edge research taking place across the country. The Committee recommends that the Government establish a respected and impartial way to measure and evaluate the success of its initiatives to increase R&D activity, such as by reintroduction of the R&D scoreboard. These measures, alongside an ambitious long-term vision for the innovation system, should be built into the forthcoming Science and Innovation strategy.

Book excerpt: In its report examining the impact of Lord Leitch's 2006 review of skills ("Prosperity for all in the global economy - world class skills", 2006, ISBN 9780118404860), the Innovation, Universities, Science and Skills Committee says the Government must place re-skilling at the heart of its skills policy in order to meet the challenges of recession and redundancies. Re-skilling rather than up-skilling should be the priority as redundancies force people to move to other sectors. Government focus should be on tackling skills shortages and approaching skills as part of wider national economic development planning. The Committee recommends that more flexibility is built into training support to ensure skills development meets current and future demand. The abolition of the Learning and Skills Council and the creation of a new Skills Funding Agency for post-19 training could add to existing confusion about training and skills provision. The system must be simplified and the Government should quickly provide clarity on the roles of the different organisations and ensure the system can be understood by its users. It is essential that the Government's Train to Gain programme is made flexible enough to deal with rapid adjustments for unemployed people who need quick re-training. Aspects of Train to Gain are currently failing to satisfy different demands and unless the programme is radically re-focused one of Leitch's central reform planks will be lost. The sustainability of co-funded higher education courses is a concern and the Committee warns that the current economic downturn may affect the willingness of employers to meet the required level of investment.

Innovation is rapidly becoming democratized. Users, aided by improvements in computer and communications technology, increasingly can develop their own new products and services. These innovating users—both individuals and firms—often freely share their innovations with others, creating user-innovation communities and a rich intellectual commons. In Democratizing Innovation, Eric von Hippel looks closely at this emerging system of user-centered innovation. He explains why and when users find it profitable to develop new products and services for themselves, and why it often pays users to reveal their innovations freely for the use of all.The trend toward democratized innovation can be seen in software and information products—most notably in the free and open-source software movement—but also in physical products. Von Hippel's many examples of user innovation in action range from surgical equipment to surfboards to software security features. He shows that product and service development is concentrated among "lead users," who are ahead on marketplace trends and whose innovations are often commercially attractive. Von Hippel argues that manufacturers should redesign their innovation processes and that they should systematically seek out innovations developed by users. He points to businesses—the custom semiconductor industry is one example—that have learned to assist user-innovators by providing them with toolkits for developing new products. User innovation has a positive impact on social welfare, and von Hippel proposes that government policies, including R&D subsidies and tax credits, should be realigned to eliminate biases against it. Book excerpt: This strategy signals a radical change in the approach to irresponsible drinking and resultant criminal and anti-social behaviour and the increasing health problems created by the current levels of alcohol consumption. In 2012-11 there were nearly 1 million alcohol-related violent crimes and 1.2 million alcohol-related hospital admissions. The problem has developed because cheap alcohol is too readily available; increasing numbers of people drink at home before going on a night out ("pre-loading"); the Licensing Act failed to deliver a cafâ culture; too many places cater for people who drink to get drunk regardless of the consequences for themselves or others; and individuals who cause the problems have not been challenged enough over their behaviour. The availability of cheap alcohol will be curtailed through the introduction of a minimum unit price for alcohol. The exact level is to be agreed, but if it was 40p, it is estimated there would be 50,000 fewer crimes each year and 900 fewer alcohol-related deaths by the end of the decade. Consultations will also aim to end multi-buy promotions. Local areas and agencies will be given powers to challenge people's behaviour and make it easier to take action against, and even close down, problem premises. Other measures include early morning restriction orders and a late night levy so that businesses open late contribute to the costs of policing. The drinks industry has a crucial role to play in changing the drinking culture towards positive socialising. And the risks of excessive consumption will be widely circulated.
