Book excerpt: Excerpt from Hours and Wages in Relation to Production In my lectures, the examination of the influence of wages and hours of labour on production forms the conclusion of a comprehensive inquiry into the effect on production of labour systems in general and of technical improvement. I do not overlook the fact that it is only in this connection that the examination in question becomes complete. If, nevertheless, I herewith publish it by itself, the reason is twofold. In the first place, years must necessarily go by before the publica tion of my Political Economy, while this particular question claims at present so large a portion of the public interest that an attempt from a scientific quarter to supply a clue to its difficulties may perhaps not appear unwelcome. In the second place, it would be impossible for a manual to adduce all the evidence, and to treat the question with the fulness which its great practical importance warrants. In allowing the following inquiry to appear by itself, I cannot refrain from dedicating it to the memory of the man from whose lectures a quarter of a century ago I received the first inspiration of its fundamental idea. Book excerpt: Excerpt from Wages and Hours in American Manufacturing Industries: July, 1914 January, 1922 A statistical problem, therefore, was involved in relating the data from the predominant 1914 - 22 group to the smaller 1920 - 22 group of firms. In regard to weekly and hourly earnings, the average week per wage earner, the average week of plant operation and the nominal week, careful tabulation showed little divergence between the data for these two groups, covering the period from June, 1920 up to January, 1922. It seemed justifiable, therefore, to tie these two groups together for 1920 - 22. The 1914 base supplied by the larger group was then taken as both the actual and index base for the entire group. To supply such information is the object of this report. It is the fourth of this nature published by this Board, much broader in scope than any of its predecessors, and more extensive than any wage survey heretofore made in this country. It presents reliable data portraying the hourly and weekly earnings, hours of plant operation and worker hours, as well as employment, from the pre-war period to the middle of 1921. It covers in special detail the period since June, 1920, when the prevailing depression began to show itself, and is therefore of great value in depicting the process of readjustment in the principal American industries during a period of declining business activity. Recognizing the general interest in the relation between wages and the cost of living, the report presents also a comparison between changes in money wages for all industries and changes in the cost of living for the country as a whole, during the period studied, thus showing the trend of real wages, which is the purchasing power of money wages, from 1914 onward. The present report rests on a broad and sound statistical foundation which will provide a basis for further studies by the Board of wages in American industry, and will make possible also a comparison with wage conditions in foreign countries. Book excerpt: Excerpt from Wages and Hours of Labor in the Clothing and Cigar Industries: 1911 to 1913 In this report are shown the prevailing full-time weekly earnings, full-time hours of labor per week, and rates of wages (or earnings) per hour of employees in the principal occupations in the manufacture of men's factory-made clothing in the United States. The information herein contained was furnished by representative establishments in the leading clothing-manufacturing cities. Figures are given for the years 1911, 1912, and 1913. Earlier reports have presented rates of wages and hours of labor in this industry for the years 1890 to 1907 and for the years 1911 and Data were not collected by this Bureau for the years 1908 to 1910. Full-time weekly earnings in this industry in 1913 were per cent higher than in 1912, and per cent higher than in 1911. Full-time hours of labor per week in 1913 were per cent lower than in 1912 and per cent lower than in 1911. Rates of wages or earnings per hour in 1913 were per cent higher than in 1912 and per cent higher than in 1911. Summary figures for each occupation covered by this report are given in the table below. According to the plan of the table direct comparisons can be made properly only between the data for succes sive years coming from identical establishments. Data from iden tical establishments for successive years are grouped in the table. A greater number of the establishments have been canvassed each succeeding year. The data are for one pay-roll period in each year, generally a pay period in July or August. With few exceptions the pay period ccv ered one week. Book excerpt: Excerpt from Hours of Work as Related to Output and Health of Workers: Metal Manufacturing Industries; Research Report Number 18; July, 1919 This study of the hours-of-work problem in the metal manufacturing industries was conducted with the same general purpose as the Board's earlier studies of the cotton,1 boot and shoe,2 wool,3 and silk4 manufacturing industries, viz. To assemble the results of actual experience with reductions in hours of work as reflected in output and in the health of workers. The present report includes the metal trades proper, foundries, automobile, hardware, electrical equipment, and some miscellaneous establishments. Because of the large number of metal trades establish ments which have in recent years made substantial reductions in work schedules, interest now centers in experience with a 50-hour and a 48-hour week. Analysis of the evidence submitted by establishments working on these schedules indicates that a universal reduction to a 50-hour week in the metal manufacturing industries would involve a loss in output; nevertheless, the number of establishments maintaining production with such a schedule is sufficiently large to indicate that a 50 - hour week could be rather generally introduced Without seriously curtailing production. In collecting facts for this six year survey of earnings and hours of labor of wage-earners engaged in the manufacture of metal products in Massachusetts, the Department1 has sought to show the trend of wages from pre-war levels upwards towards the abnormal heights to which they were forced by recent conditions of war. The notable series of increases in wages, brought out in the present inquiry, re ects very clearly the increased industrial activities that marked the period of the war, which, together with the lack Of available labor sup ply, as was the case during the later years of the war, had such favor able effects on wages. As manifested by the pay - rolls obtained since the armistice was signed and while the more normal conditions of peace time were gradually returning, the course of wages in the industry was still upward.2 Thus, the limiting in uence on wages of a general discontinu ance of overtime work in most of the reporting plants after the armistice and the withdrawal of bonuses, made possible largely through war work, appears to have been more than offset by a continued increase in hourly rates of pay. The protectionists have claimed that a protective tariff raises wages. This is the last ditch of their argument. There began to be doubt about the truth of this claim. Consequently the New York Tribune, the organ of the protectionists, sent a special cor respondent to Europe to obtain evidence in support of it. Mr. Robert P. Porter, who had been special agent of the Census as to statistics of wealth and secretary of the Tariff Commission, was secured for this purpose. Mr. Porter did what he was sent to do. He presented a picture of the distress of England under free trade and of the prosperity of France and Germany under a protective tariff that was most of a surprise to those who knew most of those countries.
